12/14/2015: How will the proposed street connection to Maple Street be
made? It appears that only 45 feet of property is available to make the tie-in.
Label the width proposed width of the conceptual right of way.
Response: Maple Street will be necked down if Lot 5 is developed until right of way can be acquired from the property to the south in
order to keep the centerline aligned.

12/14/2015: Lot 6 needs to show more clearly how access will be provided in a
way that could make this a legal lot, or it could be added to Lot 4 for now or
perhaps shown as a tract with the PDP? Also, to carve out this area, it appears
that two access points will be need so that the access does not exceed 660
feet.
Response: Lot 6 will be accessed by a private drive and from the west by a public street.

The exact location and type of access points onto lots will be determined at the
time of PDP submittals. Location of access points with PDP submittals need to
comply with the City of Fort Collins Land Use Code and the Larimer County
Urban Area Street Standards.
Street Standards will be subject to the design standards in effect at the time of
application for project development plans (PDPs).
Common open space areas and streetscapes will be maintained by the
owner/developer. The owner/developer will maintain all streetscapes,
sidewalks, and bicycle/pedestrian trails including snow removal.
Off-site improvements may be required at the time of PDP in order to meet level
of service for all modes of transportation.
Sight distance easements may be required along the public roadways at the
time of PDP review.

that the crossing is perpendicular to the roadway, the pipe is sleeved per
standards, and an encroachment permit is obtained. Except for the
perpendicular crossings, ditch/ irrigation lines are not allowed within the public
right of way.

12/17/2015: • Thank you for submitting the ECS. Several natural habitats
and features are identified in the ECS, which will need to be labeled on the
ODP, as per Section 2.3.2 (H)(5), which stipulates that the the overall
development plan shall show the general location and approximate size of all
natural areas, habitats and features within its boundaries and shall indicate the
applicant's proposed rough estimate of the natural area buffer zones as
required pursuant to Section 3.4.1(E). The features that should be labeled on
the ODP are:
o Larimer Canal No. 2 and associated wetlands, with the required the 50’
buffer zone standard for irrigation ditches that serve as wildlife corridors and
wetlands less than 1/3 acre in size
o Tree Groups A, C, D, E, which create a ‘continuous riparian corridor’ along
with the required 50’ buffer for isolated patches of native upland or riparian
forest
o Tree Groups K and I, which are identified as woodlots/farmstead
windbreaks and require a 25’ buffer

12/17/2015: • Furthermore, the ODP should address Section 3.4.1(B) of the
Land Use Code, the purpose of which is to ensure that when the property is
developed, the way in which the proposed physical elements of the
development plan are designed and arranged on the site will protect the natural
habitats and features both on the site and in the vicinity of the site.
Response: More information will be given at time of future PDP submittals.

Based upon occupancy classification and building size, fire code requirements
will apply individually as each lot is developed. Fire access and water supply
issues will need to be resolved prior to development of any lot.

12/17/2015: FIRE LANES
Based upon discussion comments at city staff review meeting of 12/16/15, this
comment is intended to provide clarity for future planning/design purposes. Fire
access is required to within 150' of all exterior portions of any building
perimeter. Some distance allowances can be made when the building is
equipped with an automatic fire sprinkler system. Code language provided
below.
> IFC 503.1.1: Approved fire Lanes shall be provided for every facility, building
or portion of a building hereafter constructed or moved into or within the
jurisdiction. The fire apparatus access road shall comply with the requirements
of this section and shall extend to within 150 feet of all portions of the facility and
all portions of the exterior walls of the first story of the building as measured by
an approved route around the exterior of the building or facility. When any
portion of the facility or any portion of an exterior wall of the first story of the
building is located more than 150 feet from fire apparatus access, the fire code
official is authorized to increase the dimension if the building is equipped
throughout with an approved, automatic fire-sprinkler system.

12/15/2015: Chapter 10 of the City Municipal Code prohibits critical facilities
such as emergency or urgent care facilities in the floodplain. Per previous
meetings with the applicant, this facility cannot be designated as an emergency
or urgent care facility.

conclusions accepted. Note the following conclusions from the TIS regarding
lane improvements on LaPorte: a center left turn lane is needed in the short
term, and a Westbound right turn lane is needed upon full buildout. Specifics on
these improvements and their timing will need to be determined in individual
PDPs.

Grandview cannot be met. Please maximize the spacing, and plan on a shared
center turn lane between the two. A variance will be required.
Response: The road has been aligned along the eastern property line to allow for maximum spacing. A variance will be requested
at the time of PDP.

Response: The waterline has been revised to be looped. A sewer service has been routed to enter Lot 5 at the lower end of the Lot.
