SUBSTANTIAL AND REDEVELOPMENT IMPROVEMENTS FOR NON-RESIDENTIAL STRUCTURES: (THE PROPOSED NON-RESIDENTIAL
ADDITION IS A SUBSTANTIAL IMPROVEMENT.)
A. A SUBSTANTIAL IMPROVEMENT OCCURS WHEN ALL OF THE CONDITIONS ARE MET:
a. A BUILDING PERMIT IS REQUIRED.
b. THE COST OF THE IMPROVEMENT, OR THE AMOUNT OF THE DAMAGE, EQUALS OR EXCEEDS 50 PERCENT OF THE MARKET
VALUE OF THE STRUCTURE EITHER BEFORE THE IMPROVEMENT OR REPAIRS IS STARTED OR BEFORE THE BUILDING WAS
DAMAGED.
c. THE COST IS CALCULATED CUMULATIVELY OVER THE LIFE OF THE STRUCTURE DURING THE TIME THE STRUCTURE HAS BEEN
LOCATED IN A DESIGNATED FLOODPLAIN.
B. IF A SUBSTANTIAL IMPROVEMENT OCCURS, THE LOWEST FLOOR OF A NON-CONFORMING STRUCTURE, INCLUDING THE BASEMENT
AND ALL HVAC AND ELECTRICAL, MUST BE ELEVATED OR FLOODPROOFED 24-INCHES ABOVE THE FLOOD ELEVATION.
C. A REDEVELOPMENT OCCURS WHEN THERE IS A SUBSTANTIAL IMPROVEMENT AND MORE THAN 50 PERCENT OF THE WALL
PERIMETER IS REMOVED BUT THE BUILDING FOOTPRINT IS NOT INCREASED.

A. MATERIALS BELOW THE FREEBOARD ELEVATION MUST BE CONSTRUCTED WITH MATERIALS AND UTILITY EQUIPMENT RESISTANT TO
FLOOD DAMAGE (SEE TABLE 2 OF FEMA TECHNICAL BULLETIN 3, "NON-RESIDENTIAL FLOODPROOFING - REQUIREMENTS AND
CERTIFICATION."
B. CONSTRUCTION OF A NONRESIDENTIAL ADDITION IS ALLOWED IN A FEMA 100-YEAR FLOOD FRINGE, AS LONG AS ALL DUCT WORK,
HEATING, VENTILATION, ELECTRICAL SYSTEMS, ETC. ARE ELEVATED 24-INCHES ABOVE THE BASE FLOOD ELEVATION (BFE). THIS
ELEVATION IS KNOWN AS THE REGULATORY FLOOD PROTECTION ELEVATION (RFPE).
FLOATABLE MATERIALS: (NO FLOATABLE MATERIALS ARE PROPOSED WITHIN THE FLOODWAY OR WITHIN THE FLOOD FRING; BIKERACK
AND COMPACTOR TO BE BOLTED THROUGH PERMANENT PAVEMENT- CONCRETE OR ASPHALT.)
A. "FLOATABLE MATERIAL" IS DEFINED AS MATERIAL THAT IS NOT SECURED IN PLACE OR COMPLETELY ENCLOSED IN A STRUCTURE
SO THAT IT COULD FLOAT OFF-SITE DURING A FLOOD AND POTENTIALLY CAUSE HARM TO DOWNSTREAM PROPERTY OWNERS OR
THAT COULD CAUSE BLOCKAGE OF A CULVERT, BRIDGE, OR OTHER DRAINAGE FACILITY.
B. IN THE FLOOD FRINGE, FLOATABLE MATERIALS ASSOCIATED WITH ANY NON-RESIDENTIAL USE IS NOT ALLOWED.
C. IN THE FLOOD FRINGE, OUTSIDE STORAGE OF MATERIAL OR EQUIPMENT THAT IS CONSIDERED "FLOATABLE MATERIAL" IS

SITE IN GENERAL, FLOODWATER VELOCITIES, FLOOD DEPTHS, DEBRIS IMPACT POTENTIAL, AND FLOOD
FREQUENCY, MUST BE ADDRESSED TO ENSURE THAT DRY FLOODPROOFING WILL BE A VIABLE FLOODPLAIN
MANAGEMENT TOOL. CONSIDERATIONS INCLUDE:

C. EMERGENCY RESPONSE AND PREPAREDNESS PLAN (ERPP)

THE ERPP IS TO BE POSTED IN THE STRUCTURE, REVIEWED, UNDERSTOOD, AND FOLLOWED BY THE
OCCUPANTS AT ALL TIMES.
