FCP response to US West easement: The Easement granted to US West Communications in 1992 (#92042010) is a non-exclusive easement for underground telecommunications facilities. The Easement specifically provides: “The Grantor reserves the right to occupy, use and cultivate said easement for all purposes not inconsistent with the rights herein granted.” The drainage easement is a surface use of the property that will not interfere with US West’s underground telecommunications facilities. To provide additional habitat for butterflies and other pollinators, more flowering perennials should be included in the planting plan. For example, in place of the native grass mix in the eastern detention pond, a mix that includes flowering perennials should be considered instead. I will provide an example seed mix created by our Natural Areas department at the staff review meeting. Response: A flowering native seed mix is now shown in the eastern detention pond. The seed mix that was provided by Rebecca Everette is now included on sheet 10. Topic: Lighting Plan Comment Number: 1 Comment Originated: 01/12/2016 6 d 01/12/2016: It's not clear if the North Coast (S4) and Lightolier (S5) light fixtures are full cutoff - please confirm. If either of these fixtures will be recessed under roofs/overhangs, please note this on the lighting plan. Response: Fixture Type “S4” is not full cut-off, Fixture Type “S5” is mounted under carport canopy and Mounting is now called out with a drawing note number 1. Both fixtures will be changed to full cut-off fixtures. Comment Number: 2 Comment Originated: 01/12/2016 01/12/2016: All of the light fixtures are proposed at a 3500K color temperature. Lower (3000K or less) color temperatures are recommended by the International Dark Sky Association to reduce impacts to human health and wildlife. It appears that the City does not need the model to document any of the Stormwater requirements. Also, CUHP is not software that the City supports in using SWMM. 8 d Response: SWMM was used for detention pond sizing and offsite flow routing from Mobile Home Park. SWMM was calibrated with subbasin flows calculated using the rational method. See drainage report for additional clarification. The discussion in the report is also very minimal and should explain the design features and illustrate that the site is meeting the 25% pervious pavement requirement as well as 50% of the site draining through an appropriately sized LID technique. Modifications may be required to the storm sewer into Pond B in order ensure that Pond B will fill to the 100-year WSEL before Pond A spills. Response: Storm Cad was used to calculate head loss during backflow condition. The headloss was calculated to be 0.31 ft. The pond A spillway is 0.40 ft above the 100yr water surface elevation which means the pond A will not overtop the spillway during the 100 yr event.
