Two minor comments are offered for purposes of clarity: (1.) Please indicate the location of the porte cochere columns. (2.) Please indicate the extent of the patio fencing on the north side. Revised as requested. Comment Number: 2 Comment Originated: 01/06/2016 01/06/2016: On the Landscape Plan, please add one additional Bosnian Pine to the cluster of two along the west property line so there is a total of three for better screening and symmetry. Comment Number: 3 Comment Originated: 01/06/2016 01/06/2016: On the Landscape Plan, staff is concerned there are no other Evergreen Trees indicated besides along the west property line. Columnar Spruce and Pine added to Landscape Plan as requested. Comment Number: 4 Comment Originated: 01/06/2016 01/06/2016: Staff remains concerned about the overall architectural character of the building. The use of E.I.F.S. (in various colors) seems excessive. This heavy use of this material creates an appearance that is very flat and without any three-dimensionality. With the exception of the overhang along the east elevation, and a portion of the north elevation, both limited to the first floor only, the building lacks shadow lines, reveals, recesses and projections, balconies, varying parapet heights or step-backs on the upper floors. Staff is concerned that the building lacks the detail to satisfy the criteria of Section 3.5.3 of the Land Use Code. In particular, the rear half of the north and south elevations appear featureless. Staff makes the following recommendations in order to add features that help mitigate the over-emphasis on colored EIFS, repetitive roofline and the overall horizontality of the building. Building materials updated as requested. Comment Number: 5 Comment Originated: 01/06/2016 01/06/2016: The building would benefit from more generous use of the sandstone to add texture, especially along the east elevation. The sandstone must be carried across the full length of the east elevation, including the vertical element that is colored EIFS 4, up to the top of the first floor. Otherwise the vertical element appears monolithic. We have added Sandstone on the base up to the second floor on East elevation. Comment Number: 6 Comment Originated: 01/06/2016 01/06/2016: Or, the vertical element could be modulated by wider and deeper reveals that are meaningful and create real shadow lines versus being merely expansion joints. We have updated the tower Reveals to be 4”x4” as you suggested. Comment Number: 7 Comment Originated: 01/06/2016 01/06/2016: Along the east elevation, to the right of the vertical element, the impact of the sandstone is somewhat obscured by the porte cochere and the Exposed Steel Columns and Beams feature. To enhance the effectiveness of the sandstone, the height of the stone must be raised to the top of the second floor along the east elevation. Sandstone has been raised up to the second floor together with the columns. Comment Number: 8 Comment Originated: 01/06/2016 01/06/2016: Along the east elevation, to the left of the vertical element, there is an odd-looking fence. What is the purpose of a fence along the front of a hotel? The door behind this fence is unadorned. Since this door is along the front, Staff recommends treating this door with an overhang that is at a smaller scale but reflects the overhang at the main entrance. We have replaced the fence with a stone base to enclose the outdoor dining area and we have add a canopy on top of the door. As shown, the windows contribute to the flatness of the building and lack depth. Please consider adding trim and detail, sills, lintels, etc. to the windows to help break up the uniform surfaces. Perhaps the top floor windows could be enhanced with a slight arch that introduces a new geometric form. Perhaps the upper level windows can be further recessed allowing for an upper story overhang. We have replaced the fence with a stone base to enclose the outdoor dining area and we have add a canopy on top of the door. Comment Number: 10 Comment Originated: 01/06/2016 01/06/2016: The roofline does not comply with requirement that commercial buildings feature a distinctive top such as a sloping roof with overhangs and brackets, stepped parapets, mansard, faux mansard, or cornice treatments. As proposed, it appears that compliance relies on the Aluminum Coping. Without a detail, it is difficult to assess the depth of this building component and how this feature rises to the level of being a cornice treatment. The top of the building needs to be further designed in order to comply with the standard. If a cornice treatment is selected, please provide a detail so that the depth of the cornice elements can be evaluated. We have updated the top Cornice to be 4”x 4” depth to create more shadow on the top of the building. Comment Number: 11 Comment Originated: 01/06/2016 01/06/2016: Where the façade plane is recessed, could a roofline break also occur? As mentioned, the roofline is repetitive and lacking any interesting element that relieves the horizontality. Roofline and façade planes have been accentuated and broken up, so as to provide more interesting horizontal elements. Without more detail, it appears that this feature violates the prohibition on building illumination per Section 3.5.3(E)(9). If found to be allowed, please provide information about the extent of the illumination such as the light source, watts, lumens, Kelvin temperature, etc. Staff may need a sample of the “Laminated Frosted Glazing” to assess its opacity.Please see new color sheet with Beacon information. Comment Number: 2 Comment Originated: 01/06/2016 01/06/2016: In regard to LED light fixtures, IDA (International Dark-Sky Association) recommends using lighting that has a color temperature of no more than 3000 Kelvins in order to limit the amount of blue light in the night environment, as blue light brightens the night sky more than any other color of light. Both LED and metal halide fixtures contain large amounts of blue light in their spectrum, and exposure to blue light at night has been shown to harm human health and endanger wildlife. Please also consider fixtures with dimming capabilities so that light levels can be adjusted as needed. Light fixture schedule now indicates 3000K. A general note has been provided and cut-sheets have been updated on drawings to indicate 3000K. The proposed project should be in the early to mid-design stage for this meeting to be effective and is typically scheduled after the Current Planning conceptual review meeting. Applicants of new commercial or multi-family projects are advised to call 416-2341 to schedule a pre-submittal meeting. Be sure that the power needed for the water pump is included in the sizing calculation for the electrical transformer. The minimum fire lane width is typically 20' however the aerial apparatus requirement is 30'. Earlier discussions regarding aerial access vs. high rise provisions took into account good access on the east side of the building. If this condition is to change, a reassessment may be warranted. Also verify that the island is not encroaching on an existing easement. JR revised this outside drive aisle to be 20’. Understanding aerial access is to take place from the southeast and northern drive lane, access has been provided per discussions. Verified, the aforementioned island does not encroach on an existing easement.
