Below are the comments, in italics, and our response in bold. Comments are also reflected on the drawings and have been clouded accordingly. Comment Summary: Department: Engineering Development Review Contact: Marc Virata, 970­221­6567, mvirata@fcgov.com Topic: General Comment Number: 1 Comment Originated: 07/07/2015 10/06/2015: The legal descriptions provided pertaining to the two easement dedications and right­of­way dedication should all be titled Exhibit A instead of Exhibits A, B & C, as our standard deeds of dedication would have to have their references changed from their standard Exhibit A reference otherwise. These legals are being checked by Technical Services. We'll need completed deeds of dedication along with $750 total Transportation Development Review Fee for 3 dedications, and recording fees (amount to be determined), prior to approval of the mylars. (Note that a replat of the property with these dedications being done by the replat is another option that negates the need for the fees listed, but I'm unsure what are the cost/time implications with the replat option. Either options is equally acceptable.) 07/07/2015: The project needs to reflect the dedication of additional right­of­way along both Red Cedar Circle and Conifer Street in order for the sidewalk installed along both streets (to the collector standard with an 8 foot parkway and 5 foot detached sidewalk) to be in right­of­way. In addition, dedication of additional utility easement behind the new right­of­way is required in order to ensure a total of a 9 foot utility easement from behind the new right­of­way line. Each deed of dedication for right­of­way and utility easement (if done by separate document and not done via replat) will require a $250 deed of dedication fee as part of our Transportation Development Review Fee schedule as well as recording costs to record the deeds of dedication as assessed by Larimer County. Furthermore, if removal is scheduled between March 15 and October 31, a burrowing owl survey will need to be completed following the Colorado Division of Parks and Wildlife survey requirements. We did receive an environmental report but it is not the standard ECS required by LUC 3.4.1. We are willing to waive the ECS requirement and accept an updated Black­tailed Prairie Dog removal plan, as addressed in comment #2. The ECS will be submitted along with an updated Black­tailed Prairie Dog removal plan. 08/21/2015: The response to comments notes that an Ecological Characterization Study was completed, but we do not have it in our records. Comment Number: 2 Comment Originated: 08/21/2015 08/21/2015: The prairie dog removal plan references a different site than what is currently proposed. Please update the removal plan with the correct site information. Updated Comment Number: 3 Comment Originated: 08/21/2015 10/07/2015: In order to further comply with Section 3.4.1 of the Land Use Code, to replace the lost ecological value from the removal of the site's prairie dog colony, City staff recommends additional landscaping on­site that provides enhanced habitat for birds, insects, and small terrestrial wildlife, such as evergreen trees, fruit­bearing trees and shrubs, and flowering plants. The current plan shows a variety of habitat enhancing plantings, including evergreen trees and shrubs, fruit and seed bearing flowering plants and a thicket of willows and native grasses in the detention area. 08/21/2015: As noted at the conceptual review stage, mitigation for the removal of the prairie dog colony will be requried to replace the value of the habitat that will be lost. Please coordinate with Kelly Kimple (kkimple@fcgov.com) or myslef (reverette@fcgov.com) to further discuss how mitigation will occur. Include the tree protection notes. Obtain these notes from Clay Frickey for placement on the plans. 07/08/2015: These notes have been added to sheet L­1 of the landscape plan. Obtain the standard landscape notes from the Planning Department to place on the plan. Standard notes can be obtained from Clay Frickey or Jason Holland in the Planning Department. Use the Planning Departments standard notes on the plan. Comment Number: 7 Comment Originated: 10/07/2015 10/07/2015: Is it feasible to place trees on the north side of the entrance off Red Cedar Street or are there utility constraints to doing so? Trees are not proposed there due to the owner's wishes and the drainage swale that runs through the area. Comment Number: 8 Comment Originated: 10/07/2015 10/07/2015: It appears that some ornamental grasses shown along the north boundary may be on the other side of the fence. Is this the intent? Yes, the grasses are to soften the fence when viewed from the adjacent property. Comment Number: 8 Comment Originated: 10/07/2015 10/07/2015: Explore adding some xeric small trees in the landscape area on the south side of the building such as Canyon Maple or Russian hawthorn. These trees are not added to this area due to owner's request to leave the building architectural features visible. The proposed Saskatoon Serviceberry and Peking Cotoneaster will provide the height of small trees over time. It appears that the underdrain in the LID swale is fairly close to these trees. Contact the City Forester for an on­site meeting to evaluate possible impact to these existing trees.
