Box 580 281 North College Avenue Fort Collins, CO 80522 - 0580 RE: Ward Alternative Energy Request for Variance – Access Spacing on Vine Drive Dear Ms. Langenberger, The Ward Alternative Energy development is a compressed natural gas (CNG) fueling station on the site of the Larimer County maintenance facility that is located on the northeast corner of Vine Drive / Redwood Street (see Figure 1). The development is proposed to include four fueling positions for heavy duty vehicles and four fueling positions for light duty vehicles. These new facilities will be used by the City of Fort Collins, Larimer County, and the general public. A low volume, outbound only access is proposed to intersect Vine Drive approximately 220’ from Redwood Street. Vine Drive is classified as a 2 lane arterial. Based on the Table 7-3 in the Larimer County Urban Area Street Standards, the minimum distance between Redwood Street and the access is 460’. A variance is requested from Table 7-3 in the Larimer County Urban Area Street Standards to allow this access to be within 200’ of Redwood Street. Following are justifications for this variance: 1. Considering that this access is an outbound only access, there will be not be an eastbound left turn into the site that would conflict with the westbound left turn at Redwood Street. Therefore, left turns are not an issue. In addition, the level of service for westbound Vine Drive at Redwood Street is expected to be LOS A during the morning and evening peak hours of the Year 2020 total traffic volume scenario. 2. The 95th percentile queue lengths were estimated for the westbound left turn at Vine Drive / Redwood Street. They are not expected to exceed 66’ based on the Year 2020 total traffic volume scenario. Considering that the distance along Vine Drive between Redwood Street and the west access is 168’ (see Figure 1), the westbound left turn queue will not interfere with the operation of this outbound access. I do not anticipate that this variance will be detrimental to the public health, safety, or welfare.
