Planning Objectives
Brookview Apartments PDP
The Applicant is proposing to construct 24 multi-family dwelling units in a 3-story
building on 1.20 acres located east of the intersection of East Stuart Street and South
Lemay Avenue. With 24 total dwelling units, the proposed density is 20 dwelling units
per acre.
The property is zoned Medium Density Mixed-Use Neighborhood District (MMN).
Additional multi-family apartments are located to the north and east, Ridgeview
Classical School and Stonehenge Subdivision is located to the south across East Stuart
Street and an office complex is located to the west. The MMN district is intended to be
a setting for concentrated housing within easy walking distance of transit and a
commercial district. The Park Central neighborhood center and Fort Collins Health Club
are located approximately 800 feet to the north of the proposed project. A bus stop is
located within approximately 600 feet and a community mail box is located nearby as
well. Lastly, Eldora Park less than a ¼ of a mile away and provides a variety of
recreational opportunities.
Access is from East Stuart Street approximately 525 feet east of South Lemay Avenue.
All the dwelling units are located within one building. Parking is proposed adjacent to
the site. A trash and recycling enclosure is located at the north end of the parking lot to
serve the residents of this building.
An existing public street sidewalk exists along East Stuart Street. To meet current
Larimer County Urban Area Street Standards the existing attached sidewalk will be
removed and a detached sidewalk and street tree lawn will be provided for pedestrian
safety. This walk is accessed by an ADA accessible ramp and re-connects to the
attached public street sidewalk at the east end of the property.
An existing stand of large mature trees currently exist on site that provide shade and
protection from the western sun. Significant effort has been taken to minimize impact to
these trees through building placement, sidewalk locations, utility runs, and proposed
grading. As a result the projects proximity to these trees will enhance the tenants
experience and in turn reduce the need to cool the units.
The site drains to the north with storm water collected in an existing low area northeast
of the building. The drainage swale and associated landscaping provide water quality
treatment for the storm water before it leaves the site and enters the City’s storm water
system. Plant beds will be landscaped with various drought tolerant species that are
adapted to our local climate. Turf areas are intended to be minimized. Additionally drip
irrigation will be used in all plant beds and high efficiency spray nozzles will be used in
all proposed turf areas.
A preliminary design review was held 5/11/15 and responses are being submitted today.
The project as designed meets all the performance standards in the MMN District. The
General Development Standards in Chapter 3 of the Land Use Code are also being
met.
City Plan Principles and Policies achieved by the project include the following:
• Economic Health by maintaining a balanced mix of land uses to support fiscal
sustainability.
• Community and Neighborhood Livability by serving housing needs through a
multi-family approach vs single-family.
• Safety and Wellness by improving opportunities for outdoor physical activity by
developing near a trail system and park.

on how to improve its impact to the City of Fort Collins.
