This involves walkways in front if units E and L. The walkway in front of Unit E has been addressed. The walkway in front of Unit L will not be changed. 2 Topic: Landscape Plans Comment Number: 3 Comment Originated: 11/12/2015 11/12/2015: Friendly observations for you to consider: Some of the plants used would be a problem for you. -Tufted Hairgrass is not really a xeric plant like many others in the plans, and is delicate; not reliable. I show specific comments on its use to enclose south patios. Tufted Hairgrass has been removed from the plant palette. -American Plum is thorny, and tends to get disfigured by aphids. American Plum has been removed from the plant palette. -Dwarf Arctic Willow gets big, overgrown and leggy. It always gets replaced with something else after 3-5 years. "Dwarf" in the name is a misnomer. Dwarf Arctic Willow will remain in the plant palette. -For future reference, Norway Maples need their trunks WRAPPED in winter for several years because they sunburn in winter. Norway Maple has been removed from the plant palette. -Thinleaf Alder is a mountain streamside plant; it's usually ratty in plains landscapes unless used in a very specific, protected, microclimate garden setting. Thinleaf Alder will remain in the plant palette. -You know about aspen's chances - about 50-50. But, they are affordable! Fastigiate mountainash is a better substitute, but you can try the aspen if you want. Aspen have been removed from the plant palette and replaced with Cardinal Royal Mountain Ash. Department: Engineering Development Review Contact: Marc Virata, 970-221-6567, mvirata@fcgov.com Topic: Construction Drawings Comment Number: 1 Comment Originated: 11/04/2015 11/04/2015: The last round of review indicated concerns with utility pedestals and a fire hydrant placement in relation to the sidewalk along Redwood Street, ensuring the hydrant is 2 feet off from the sidewalk and that the above ground pedestals are behind the sidewalk are not between the walk and the curb, and are behind the sidewalk a minimum of 2 feet. The response indicated that the sidewalk will need to be adjusted for the hydrant but isn't reflected in the drawings. Please ensure this is reflected and indicated. Additionally the utility pedestals didn't seem to be addressed as they appear to be depicted in the sidewalk. RESPONSE: The walk has been adjusted to provide min of 2’ separation from the existing hydrant and the associated access easement outside of right-of-way to accommodate the walk. The remaining pedestals are proposed to be relocated 2’ behind walk within the existing utility easement. Comment Number: 2 Comment Originated: 11/04/2015 11/04/2015: The grading plan in general is showing less information on the sheet than the preliminary version in terms of grading at the property boundary. The pre-hearing version had spot elevations along the property boundary to indicate existing and imply that everything can be graded within the property. This information is missing on the final plan version. (There should still be offsite contours shown at time of final as giving further evidence of how this site will appear in relation to the existing context surrounding.) Also note that the property boundary line is not showing on the grading plan. RESPONSE: Additional detail is shown on the grading plan. The property spot elevations are shown along with two (2) cross sections to represent the grading work along the south property line. Comment Number: 5 Comment Originated: 11/04/2015 11/04/2015: The existing 18" storm line along Redwood Street appears to have insufficient cover within Redwood Street where the drive approach connection to Redwood Street is made. However, since this appears to be beneath the concrete pan portion, and not so much the asphalt paving of Redwood Street, we're not inclined to be concerned with this. The point north where the 18" ties into the manhole for the storm pipe crossing Redwood may also have cover requirements not met as well. We should have a quick discussion offline to look into whether these points of the road widening interacting with the storm line might have any concerns. RESPONSE: The existing 18” storm drain is shown within the Redwood sections for reference. In general, the existing cover over the pipe is not being reduced. Comment Number: 6 Comment Originated: 11/04/2015 11/04/2015: Please also provide full width cross sections of Redwood Street (or additional information on Sheet 12 to discern how the new ties into existing, with the crown and other side of the street cross slopes shown). RESPONSE: Cross-sections are provided. 4 Topic: Landscape Plans Comment Number: 4 Comment Originated: 11/04/2015 11/04/2015: More of an observation than a comment: I was noticing on the landscape plan that skyline honeylocust is specified as a tree on-site that's in close proximity to the permeable pavers. At a site visit to Old Town Flats, I was noticing how honeylocust leaves have ended up embedded in between the pavers in the permeable area. Might the small leaf aspect be a concern with it reducing the permeability of the porous paver system (and the maintenance issues as a result). Skyline Honeylocust has been eliminated from the parking lot areas and replaced with another species. Topic: Site Plan Comment Number: 3 Comment Originated: 11/04/2015 11/04/2015: The community signage shown on the site plan is in the sight distance easement and its height of 48 inches exceeds the 24 inch height restriction called out on our sight distance easement plat note. Either the sign location needs to relocated, or the sign height needs to be modified to be in accordance with the note. Suggested adjustments have been made accordingly. Department: Environmental Planning Contact: Kelly Kimple, , kkimple@fcgov.com Topic: General Comment Number: 1 Comment Originated: 11/03/2015 11/03/2015: As outlined in the MOU between the Housing Authority and the Natural Areas Department, the Housing Authority will donate to Natural Areas 3.745 acres of the west side of the property (the Pond Area) as a public natural area, which includes the pond and approximately a 50-foot buffer on the east side of the pond, as required by Secion 3.4.1 (E) of the Land Use Code. As such, please delineate and label the Natural Habitat Buffer Zone (NHBZ) on the site, grading, utility, and landscape plan. Please also add an Environmental Planner signature to all utility plans that show the buffer zone. RESPONSE: The buffer zone is labeled on the utility plan. The Natural Habitat Buffer Zone will be delineated and labeled on the site plan and landscape plan. Comment Number: 2 Comment Originated: 11/03/2015 11/03/2015: A note should be added to the site, landscape, utility, grading, and storm sewer plan that the natural habitat area is meant to be maintained in a native landscape. This will help preserve the intention behind the buffer zones and the natural features into the future and until its ownership and maintenance is assumed by the Natural Areas Department. RESPONSE: Note added. A note that states that the Natural Habitat Area will be maintained in a native landscape will be added to the site and landscape plan. Comment Number: 5 Comment Originated: 11/04/2015 11/04/2015: In regard to LED light fixtures, cooler color temperatures are harsher at night and cause more disruption to circadian rhythms for both humans and wildlife. Please consider a warmer color temperature (closer to 2700K) for your LED light fixtures. Please schedule a pre-submittal meeting for this project. Pre-Submittal meetings assist the designer/builder by assuring, early on in the design, that the new commercial or multi-family projects are on track to complying with all of the adopted City codes and Standards listed below. The proposed project should be in the early to mid-design stage for this meeting to be effective. Applicants of new commercial or multi-family projects should call 416-2341 to schedule a pre-submittal meeting. Applicants should be prepared to present site plans, floor plans, and elevations and be able to discuss code issues of occupancy, square footage and type of construction being proposed. Comment Number: 6 Comment Originated: 10/19/2015 10/19/2015: The 20’ UE with the 8” water line going north/south has the water line located directly in the middle of this easement. Water dept. requires electric to maintain a 10’ separation. If we want to maintain a loop system, we’ll have to either move the water line a few feet, widen the easement or not have a loop electric system. I will also have to find a couple locations to place our electric vaults so we can accommodate the transformer locations. RESPONSE: The maintenance easement along the west side of the property is now also dedicated as an utility easement and can be utilized by power. Code language provided below. > IFC503.3: Where required by the fire code official, approved signs or other approved notices that include the words NO PARKING - FIRE LANE shall be provided for fire apparatus access roads to identify such roads or prohibit the obstruction thereof. The means by which fire lanes are designated shall be maintained in a clean and legible condition at all times ad be replaced or repaired when necessary to provide adequate visibility. Comment Number: 3 Comment Originated: 11/03/2015 11/03/2015: FIRE PROTECTION SYSTEMS Based upon the project team's meeting with the fire marshal on Oct. 30, 2015, today¿s NFPA 13R systems will be allowed for all 12 of the residential buildings. For the 3 buildings with 8 units and one building with 12 units, the buildings shall be separated by a two hour rated Fire Wall in accordance with IBC section 706. The Fire Wall shall extend from the foundation to the roof. The Clubhouse will not be sprinklered. The Dry Creek Master Plan has updated the requirements for this area and requires the site to detain the 100-year developed flows and release the 100-year existing flows. The outfall system will be part of the NECCO improvements. The north connection needs to be a tee with a valve as shown on the utility plan. There is a quarter mile stretch is this location where no valve is present on the 12-inch main. RESPONSE: It appears that the 12 inch main may have to be lowered for the sanitary sewer crossings. Because of this we are still showing the cut in tee. For trees record the percentage used of each tree species. Provide quantities off trees used that meets the Minimum Species Diversity Standard LUC 3.2.1 D 3. Addressed. 6 CONTINUED 11-13-15 11/13/2015: Comment Continued: Trees in these areas still need to be added. 08/19/2015: Add additional trees in front of the buildings along Redwood Street and where feasible in front of other buildings to meet the LUC tree planting standard in landscape areas by high use and visibility sides of buildings. (LUC 3.2.1 D 1 c). A mix of tree types should be evaluated for placement in front of the buildings and in back of the walk in lawn areas to meet this standard. Addressed. Please add 1 tree in the lawns in front of unit B and G. 7 11/13/2015: Recommended Species Changes: Norway Maple is only conditionally recommended in the Front Range Tree Recommendation List. Other more adapted canopy shade tree species should be considered for use in its place as shown as a street tree. Early decline and tree loss is more probable with use of Norway Maple as a street tree. Norway Maple has been removed from the plant palette and replaced with another species. It is possible for these to work well as street trees, but wrapping trunks in winter is critical as sunscald is a certainty otherwise. Autumn Blaze Maple does not survive or thrive Long term in Fort Collins area soils. As years go by, they become yellow due to chlorosis and slowly decline. Few in Fort Collins last more than 15 years. Recommendation: replace the Autumn Blaze Maple used on the project with another canopy shade tree which is better adapted to the Fort Collins area. Autumn Blaze Maple has been removed from the plant palette and replaced with another species.
