water budget chart that shows the annual water use for the proposed
landscaping. The landscape plan does show the overall water budget but does
not break out the water budget into different hydrozones. If this table could be
revised to show how much of the landscape area is in the low, medium, and
high water use areas, that would be helpful. Staff can provide a sample of what
the table should look like if need be. A new table has been provided in accordance with
the example.

10/12/2015: Thank you for providing details on the seed mix. It appears that
this seed mix is tailored more for the Midwest, Texas, and Oklahoma, and
includes a few non-native species. Annual rye is a particular nuisance in the city.
I'm working with the Natural Areas department to identify a more appropriate
mix for Fort Collins, and will follow up with you when I have that information. This
information can be updated on your plans at the time of Final Plan submittal and
does not require an additional round of review prior to hearing. The new seed mix has
been noted on the plan.
08/05/2015: A list of species included in the hydroseed seed mix needs to be
included on the landscape plan. A mix that includes native flowering plants in
addition to native grasses is preferred. Noted.

10/12/2015: In regard to LED light fixtures, cooler color temperatures are
harsher at night and cause more disruption to circadian rhythms for both
humans and wildlife. Please consider a warmer color temperature (closer to
2700K) for your LED light fixtures. This has been changed to a warmer color bulb.

10/14/2015:
Royal Flame Red Maple will not survive or thrive in Fort Collins area soils. Red
Maple is very sensitive to the high pH soils in Fort Collins. Substitute Royal Red
Flame Maple with a canopy shade tree adapted to the area. Good choices
would be Skyline Honeylocust, Catalpa and Hackberry. Some locations where
maples are currently shown appear to possibly pose a future conflict with the
Platte River Power Authority transmission lines and the lower distribution lines
along the railroad tracks. See comment number 7. This has been completed.

Review the LUC standard on Minimum Tree Species Diversity LUC 3.2.1 D 3.
For projects with 20-39 trees the maximum percentage of any one species is
33%. Adjust quantities used to meet this standard and list the percentage used
of each species in the plant schedule. Quantities have been adjusted.

A number of trees appear to pose a possible future conflict with the Platte River
Power Authority Transmission lines and the distribution lines that run along the
railroad tracks. Set up an onsite meeting with the City Forester, a
representative from Platte River Power Authority, Clay Frickey the City Planner
to evaluate where trees are in conflict and if they can be planted or should be a
low maturing ornamental species. The issue appears to apply to a number of
trees currently shown on the plans. Written acknowledgment of the approval of
the Landscape Plan needs to be provided from Platte River Power Authority. An onsite
meeting occurred and the Landscape Plan now has a line for the Platte River Power
Authority to sign indicating their approval.

10/14/2015:
The section of Timberline by the project is planned to be improved/widened in
2016. A landscape plan for the project is currently being developed. Check with
the City of Fort Collins Project Manager Tim Kemp to see if it is advisable to
plant the two Bur Oaks shown on the plans between the sidewalk and curb or
just to note that street trees will be provided with the Timberline Road
improvements. Also if these trees are to be planted by the project determine in
the discussion with Mr. Kemp the location in the parkway where the oaks should
be placed to accommodate current and future widening. The location of the trees will
accommodate the future widening of Timberline Road, according to Mr. Kemp’s advice.

ASSESSMENT
Just to clarify, a BDA radio system is not automatically required as suggested in
the applicant response letter. Only the test is required. Installation of a BDA
system is required only if the assessment test fails. A test will be completed prior to
building permit stage. If the test doesn’t pass, then a BDA system will be installed.

10/13/2015: Submitted materials require did not meet Design Criteria. (a copy
of the guidance document is submitted to ensure the proper requirements are
addressed as the erosion control report did not talk to much more than 5-6 of
the criteria the sequence of activities chart was also confusing and did not give
a clear idea of the progress of the construction activities.) Erosion control
Escrow will need to be recalculated based upon changes to the Plan as well as
the seeding cost estimate was not a realistic cost for reseeding. Generally
reseeding costs over $1000/acre. Redlines on plans need to be addressed and
detail sheet needs to add all of the BMPs that are planned to be used on this

08/04/2015: The site disturbs more than 10,000 sq-ft and in a sensitive area,

FDP. The erosion control requirements are in the Stormwater Design Criteria
under the Amendments of Volume 3 Chapter 7 Section 1.3.3. Current Erosion
