Comment Summary: Department: Planning Services Contact: Rebecca Everette, 970-416-2625, reverette@fcgov.com Topic: General Comment Number: 8 Comment Originated: 08/05/2015 08/05/2015: Much of the previous conversation on this project centered around activating the corner at Illinois Drive and Limon Drive. However, the current development plan does not activate that corner, and defers public improvements and development there to a later project. I am concerned that development at that corner is not predictable with this plan and may not fully integrate (in the future) with the project that is currently proposed. Let's discuss options for ensuring that the ultimate development of the western lot is consistent with the plans shown here. If the western parcel is ultimately included in the development plan, as discussed at the staff review meeting, that would help to address my concerns. Response – Pedestrian improvements have been included in the first phase construction of the project. The corner of Illinois and Limon are proposed to be activated through the use of enhanced pedestrian plaza areas that lead to the larger plaza areas associated with the building. Topic: Landscape Plans Comment Number: 3 Comment Originated: 08/04/2015 08/04/2015: Section 3.2.1(D)(1)(c) of the LUC requires "full tree stocking" along all high use or high visibility sides of a building. This standard appears to be met on the south and east sides of the building, but there are not enough 2 trees to meet the spacing requirements on the north side of the building. If you are not able to add another tree to meet this requirement, we can discuss other options for enhanced landscaping along this side of the building. Response – Additional ornamental trees as well as planters have been added to the north side of the building to provide for the tree stocking requirements. Comment Number: 4 Comment Originated: 08/04/2015 08/04/2015: Do you anticipate using any planters, seating, etc. on the south side of the building? Please note locations on the landscape plan if applicable. Response – Planters and benches have been added to the south plaza. Comment Number: 5 Comment Originated: 08/04/2015 08/04/2015: Section 3.2.1(E)(4)(b) describes the requirements for parking lot screening from the street. Such screening should have a minimum height of 30 inches and consist of a wall, fence, planter, earthen berm, plant material, or some combination. This should cover a minimum of 70 percent of the length of the street frontage of the parking lot. Please demonstrate how the proposal meets this requirement, including a graphic depiction of parking lot screening (as seen from the street). Response – The parking lot is proposed to be thoroughly screened with plant material. A graphic depiction has been provided on the landscape plan. Comment Number: 6 Comment Originated: 08/04/2015 08/04/2015: Once final numbers and locations of plants have been determined, please update the landscape plan with details regarding the locations, numbers, and species diversity. Response – Plant counts will be provided with the final landscape plan. Topic: Plat Comment Number: 1 Comment Originated: 08/04/2015 08/04/2015: All references to "MMU" zoning on the plat should be corrected to "MMN." Response – Revised Topic: Site Plan Comment Number: 2 Comment Originated: 08/04/2015 08/04/2015: If the building changes from 2 stories to 1 story as noted in the planning objectives, please note that the parking minimums/maximums and other requirements may need to be adjusted. This could affect the layout of the site plan as presented here. Response – Acknowledged. Comment Number: 7 Comment Originated: 08/05/2015 08/05/2015: The trash and recycling enclosure should be designed to allow walk-in access (separate from the main service gates). Please show this on the site plan. 3 Response – The trash enclosure has been revised to allow walk-in access. Department: Engineering Development Review Contact: Marc Ragasa, 970.221.6603, mragasa@fcgov.com Topic: General Comment Number: 2 Comment Originated: 08/05/2015 08/05/2015: Please label the type of concrete treatment at the corners of Iowa Drive and Limon Drive as well as Illinois Drive and Limon Drive Response – Hardscape enhancement language has been added to the site plan. Comment Number: 3 Comment Originated: 08/05/2015 08/05/2015: It appears that the stairs along Limon Drive at the edge of the ROW line. Please verify that the handrails in these locations will not protrude into the ROW. Response – Stair geometry has been revised to prevent the handrails from protruding into the ROW. Comment Number: 4 Comment Originated: 08/05/2015 08/05/2015: The proposed street cross section for Limon Drive does not meet City standards. A minimum 6' parkway and a 5' sidewalk with a 9' Utility Easement are required for a commercial local street. If an attached sidewalk is desired, the Illinois Drive Cross Section depicted on the Utility Plans for Rigden Farm 8th Filing, The Shops at Rigden Farm can be used. This calls for a 6'-6" walk, 4' tree grate and a 1' additional walk between the tree grate and 6" curb. Response – The cross section for Limon has been revised to meet City standards. Comment Number: 5 Comment Originated: 08/05/2015 08/05/2015: Type III Barricades will be needed on the north end of the sidewalk corner on Illinois and Limon Drive. See redlines. Response – All of the perimeter sidewalks are now proposed to be built Comment Number: 6 Comment Originated: 08/05/2015 08/05/2015: Please clearly define the lot boundaries on the Utility Plans. Response – Lot lines have been revised and are now more square. Comment Number: 7 Comment Originated: 08/05/2015 08/05/2015: It is unclear what is being proposed for this PDP. Please only show details for the Lot 2 improvements on the Utility Plan. Is the storm pipe that extends into Lot 1 a part of this submittal? Will there be off site improvements for the grading required on Lot 1? Will the sidewalk along Illinois Drive be constructed with this proposal? Response – Lot 1 and Lot 2 are now clearly not included in the PDP. The lots will be graded. Comment Number: 8 Comment Originated: 08/05/2015 08/05/2015: There seems to be a discrepancy between the elevations and the Utility/Site Plans. The elevation drawings show a retaining wall for the proposed ramps to run parallel with the sidewalk on Iowa Drive. There is a minimum 2' 4 setback required for walls that run parallel to sidewalks. Response – 2’ setback has been provided between the walls and the sidewalk. Comment Number: 10 Comment Originated: 08/06/2015 08/06/2015: Utility Plans show 4.5' wide sidewalks along Iowa Drive. The minimum sidewalk width for a commercial local street is 5'. Response – A 5’ sidewalk has been provided. It looks like the project did not include the entire area being platted within the calculations. Response – Additional fees have been provided with the resubmittal. Nothing further required. Response – Acknowledged Comment Number: 2 Comment Originated: 07/31/2015 07/31/2015: GENERAL FIRE ACCESS Fire access is required to within 150' of all exterior portions of the ground floor. This minimum fire access requirement has not been met with the site plan, however as the building will be equipped with an automatic sprinkler system, the 52' out of access condition is permitted. Response – Acknowledged Comment Number: 3 Comment Originated: 07/31/2015 07/31/2015: BUILDINGS EXCEEDING THREE STORIES OR 30 FEET IN HEIGHT Minimum aerial access requirements have not been met as per code language provided below. In circumstances when aerial apparatus access cannot be met due to site constraints, upgraded building design and systems may allow for alternative means of compliance. Further discussion would be needed. AERIAL FIRE APPARATUS ACCESS ROADS - WHERE REQUIRED > IFC D105.1: Where the vertical distance between the grade plane and the highest roof surface exceeds 30 feet, approved aerial fire apparatus access roads shall be provided. For purposes of this section, the highest roof surface shall be determined by measurement to the eave of a pitched roof, the intersection of the roof to the exterior wall, or the top of parapet walls, whichever is greater. AERIAL FIRE APPARATUS ACCESS ROADS - WIDTH > IFC D105.2; FCLUC 3.6.2(B)2006; and Local Amendments: Aerial fire apparatus access roads shall have a minimum unobstructed width of 30 feet, exclusive of shoulders, in the immediate vicinity of the building or portion thereof. AERIAL FIRE APPARATUS ACCESS ROADS - PROXIMITY TO BUILDING > IFC D105.3: At least one of the required access routes meeting this condition shall be located within a minimum of 15 feet and a maximum of 30 feet from the building, and shall be positioned parallel to one entire side of the building. The side of the building on which the aerial fire apparatus access road is positioned shall be approved by the fire code official. Response – Building is only one story now (no second floor) and is 23’ high except for fireplace/sign wall element that is 36’ high. 9 Comment Number: 4 Comment Originated: 07/31/2015 07/31/2015: PARAPET HEIGHT From submitted materials, it appears the parapet height above the roof line will be 5'. In order to allow firefighters access on and off the roof during ladder truck operations, the parapet height would need to be somewhat reduced in all or some portions, unless alternative means of gaining roof access have been approved (See comment no. 4 above). Response – Most parapets are 4’ high now. Comment Number: 5 Comment Originated: 07/31/2015 07/31/2015: FDC > IFC 912.2: Fire Department Connections shall be installed in accordance with NFPA standards.
