08/05/2015: Much of the previous conversation on this project centered around activating the
corner at Illinois Drive and Limon Drive. However, the current development plan does not activate
that corner, and defers public improvements and development there to a later project. I am
concerned that development at that corner is not predictable with this plan and may not fully
integrate (in the future) with the project that is currently proposed. Let's discuss options for ensuring
that the ultimate development of the western lot is consistent with the plans shown here. If the
western parcel is ultimately included in the development plan, as discussed at the staff review
meeting, that would help to address my concerns.
Response – Pedestrian improvements have been included in the first phase construction of the
project. The corner of Illinois and Limon are proposed to be activated through the use of enhanced
pedestrian plaza areas that lead to the larger plaza areas associated with the building.

along all high use or high visibility sides of a building. This standard appears to
be met on the south and east sides of the building, but there are not enough

trees to meet the spacing requirements on the north side of the building. If you
are not able to add another tree to meet this requirement, we can discuss other
options for enhanced landscaping along this side of the building.
Response – Additional ornamental trees as well as planters have been added to the north side of
the building to provide for the tree stocking requirements.

screening from the street. Such screening should have a minimum height of 30

the street frontage of the parking lot. Please demonstrate how the proposal
meets this requirement, including a graphic depiction of parking lot screening
(as seen from the street).
Response – The parking lot is proposed to be thoroughly screened with plant material. A graphic depiction
has been provided on the landscape plan.

Easement are required for a commercial local street. If an attached sidewalk is
desired, the Illinois Drive Cross Section depicted on the Utility Plans for Rigden
Farm 8th Filing, The Shops at Rigden Farm can be used. This calls for a 6'-6"
walk, 4' tree grate and a 1' additional walk between the tree grate and 6" curb.

constructed with this proposal?

Utility/Site Plans. The elevation drawings show a retaining wall for the proposed

needs dictate. I can work with them on specifics (MP at property edge, entrance
conduits, backboard space etc. Century Link has no facilities in the ROW
around this block so we will have a build out to reach property edge. Also, there
are facilities along E Drake (south side) so any relocates necessary to support
this build will be at developers expense.

Minimum aerial access requirements have not been met as per code language
provided below. In circumstances when aerial apparatus access cannot be met
due to site constraints, upgraded building design and systems may allow for
alternative means of compliance. Further discussion would be needed.
AERIAL FIRE APPARATUS ACCESS ROADS - WHERE REQUIRED
> IFC D105.1: Where the vertical distance between the grade plane and the
highest roof surface exceeds 30 feet, approved aerial fire apparatus access
roads shall be provided. For purposes of this section, the highest roof surface
shall be determined by measurement to the eave of a pitched roof, the
intersection of the roof to the exterior wall, or the top of parapet walls, whichever
is greater.
AERIAL FIRE APPARATUS ACCESS ROADS - WIDTH
> IFC D105.2; FCLUC 3.6.2(B)2006; and Local Amendments: Aerial fire
apparatus access roads shall have a minimum unobstructed width of 30 feet,
exclusive of shoulders, in the immediate vicinity of the building or portion
thereof.
AERIAL FIRE APPARATUS ACCESS ROADS - PROXIMITY TO BUILDING
> IFC D105.3: At least one of the required access routes meeting this condition
shall be located within a minimum of 15 feet and a maximum of 30 feet from the
building, and shall be positioned parallel to one entire side of the building. The
side of the building on which the aerial fire apparatus access road is positioned
shall be approved by the fire code official.
Response – Building is only one story now (no second floor) and is 23’ high except for fireplace/sign wall
element that is 36’ high.

From submitted materials, it appears the parapet height above the roof line will
be 5'. In order to allow firefighters access on and off the roof during ladder truck
operations, the parapet height would need to be somewhat reduced in all or
some portions, unless alternative means of gaining roof access have been
approved (See comment no. 4 above).

Authority requires at least one key box ("Knox Box") to be mounted in an

equipped with a required fire sprinkler or fire alarm system. The box shall be
positioned 3 to 7 feet above finished floor and within 10 feet of the front door, or
closest door to the fire alarm panel. Exception can be made by the PFA if it is
more logical to have the box located somewhere else on the structure

recorded with the City. This can occur anytime during construction, but before any utilities or address signs

Authority, USPS, Building Services, and Fort Collins Utilities. Failure to contact GIS and determining
