Please revise the lighting plan with more detailed information about the proposed lighting fixtures. Light sources should be fully concealed and have sharp cut-off capability. Light sources should also minimize contrast with light produced from other sources and produce an unobtrusive degree of brightness in both illumination levels and color rendition. Lighting fixture details have been shown to meet the design standards outlined in Section 3.2.4(D). The parking requirements for office and retail are different and based on the square footage of each use. This information will allow us to calculate the proper number of parking spaces required for this development. A breakdown of building use has been designated on the table as 50/50, along with parking calculations. The parking requirements are based on this breakdown between office and retail. Comment Number: 2 Comment Originated: 08/10/2015 08/10/2015: Site plan Need to show the PRPA pole locations. PRPA pole locations have been shown. Missing a curbline that is shown on the utility plans that crosses the east property line and defines the driveway into the site. Curbline is shown as required. For note 6 to work the fire lane needs to be labeled on the plans. The fire lane has been included on the plans. Note 7 – light and power does not have specifications for site lighting that is identified in the Land Use Code. Specifications have been specified. There is not a department of Public Works in the City of Fort Collins. Noted. Note has been added. Need to show the PRPA pole location – looks like they will conflict with a couple of new trees proposed. PRPA will also need to approve all the landscaping shown within their easement. Poles have been shown and conflicts are being remedied. Label the PRPA easement. Easement has been labeled on the Landscape Plan. What about the new curbed area along the east property line? What landscaping is to occur in this area. New landscape has been shown along the east property line curbed area. The proposed lights need to be shown on this plan. Locations of lights are shown. Comment Number: 5 Comment Originated: 08/10/2015 08/10/2015: Cover sheet – if you are going to list the Standard Specifications then you need to include all the others as well. Standard Specifications are included. Comment Number: 6 Comment Originated: 08/10/2015 08/10/2015: In the general notes – the note regarding the drainage report needs to include the date of the report and who it is by. The note identifies the report as being for Centerpoint Plaza First Replat. This is what is should be, but the report submitted says it is for Centerpoint Plaza which is a slightly different area. Make sure the note and the document match. Noted and changes are made to make sure they coincide. Comment Number: 7 Comment Originated: 08/10/2015 08/10/2015: What does the shading in the plans represent? On one sheet is looks like it is labeled as asphalt, but that doesn’t make sense when a portion of the area that is shaded as a drainage outfall channel in it. Plans are not clear as to what is happening in this area as one sheet shows curbing, but others don’t. Sheets have been made consistent as far as asphalt shading, curving and drainage outfall channel. If they are to be used within the public right-of-way then they need to be replaced and updated with current City details. If they are to be used on-site then you can keep them on the plans, but you need to remove the reference to them being City details and label them for on-site use only. Noted and updated. The applicant should make note of Article 3.2.1(C) that requires developments to submit plans that "...(4) protects significant trees, natural systems, and habitat". Note that a significant tree is defined as a tree having DBH (Diameter at Breast Height) of six inches or more. If any of the trees within this site have a DBH of greater than six inches, a review of the trees shall be conducted with Tim Buchanan, City Forester (221 6361) to determine the status of the existing trees and any mitigation requirements that could result from the proposed development. Noted. There are no significant trees onsite that are greater than six inches DBH, as confirmed by Ralph Vince of the Forestry Dept. Comment Number: 2 Comment Originated: 08/05/2015 08/05/2015: If tree mitigation is necessary, please include a note on the tree mitigation plan or landscape plan, as appropriate, that requires a tree removal to occur outside of the migratory songbird nesting season (February 1-July 31), or that a survey be conducted prior to removal to ensure no active nests in the area. Comment Number: 3 Comment Originated: 08/12/2015 08/12/2015: The tree with the scientific name Cercis canadensis is labeled with the common name Shadblow Serviceberry, but it should be Eastern Redbud. The 4 locations where the Redbud are shown on the plan should be planted with a canopy shade tree. (LUC 3.2.1 E 5 c) This standard also pertains where the Bigtooth maples are used in similar parking lot island areas. There are around 4 island locations where bigtooth maple is used, but they are not considered canopy shade trees. At these locations the bigtooth maple should be changed to a canopy shade tree. The proposed project should be in the early to mid-design stage for this meeting to be effective and is typically scheduled after the Current Planning conceptual review meeting. Applicants of new commercial or multi-family projects are advised to call 416-2341 to schedule a pre-submittal meeting.
