There is parallel parking along both sides of Cherry Street. There are sidewalks along both sides of Cherry Street. There are bicycle lanes along Cherry Street The Alley is to the east of (adjacent to) the proposed 320 Maple Street site. Currently, the alley is 20 feet in width in this area. At the Maple/Alley and Cherry/Alley intersections, the Alley has all movements combined into a single lane. Figure 3 shows recent peak hour counts at the Howes/Maple, Maple/Alley, and Cherry/Alley intersections. The traffic volumes at the Maple/Alley and Cherry/Alley intersections were collected in October 2015. The traffic volumes at the Howes/Maple intersection were collected in November 2015. Raw traffic data is provided in Appendix B. Table 1 shows the current morning and afternoon peak hour operation of the Howes/Maple, Maple/Alley, and Cherry/Alley intersections. The Howes/Maple, Maple/Alley, and Cherry/Alley intersections currently meets the City of Fort Collins Motor Vehicle LOS Standards during the morning and afternoon peak hours with existing control and geometry. Calculation forms are provided in Appendix C. A description of level of service for unsignalized intersections from the 2010 Highway Capacity Manual is provided in Appendix C. Table 4-3 (revised per staff comments regarding type of intersection) showing the Fort Collins Motor Vehicle LOS Standards (Intersections) is also provided in Appendix C. The 320 Maple Street site is in an area termed “mixed use districts.” In areas termed “mixed use districts,” acceptable operation at unsignalized intersections, acceptable operation is considered to be at level of service F for any approach leg for an arterial/arterial, arterial/collector and arterial/local intersections. In such areas, it is expected that there would be substantial delays to the minor street movements at unsignalized intersections during the peak hours. This is considered to be normal in urban areas. At unsignalized collector/local intersections, acceptable operation is considered to be at level of service C for any approach leg. Sight distance was evaluated at the Howes/Maple intersection. In this area, there are no significant horizontal curves and no vertical curves along Howes Street for at least 0.25 miles. This area is within the grid street system in the Fort Collins central business district (CBD). According to LCUASS, the design speed, based upon the classification of the street, should be used to determine the intersection sight distance. Howes Street is classified as two-lane arterial street. At the design of 50 mph and a passenger car design vehicle, the intersection sight distance should be 1030 feet in both directions from the Maple Street according to LCUASS, Figure 7-16. However, since the posted speed is 25 mph and this intersection is located in the CBD, application of the 50 mph design speed is not appropriate. It is more appropriate to use a design speed of 30 mph (5 mph above the posted speed). At a design speed of 30 mph the intersection sight distance is 225 feet (AASHTO, 2011, Table 9-6). The intersection sight distance was evaluated using aerial photographs and field verification. There is on-street parking that can reduce the sight distance depending on the size and location of the parked vehicle. For the westbound vehicle on Maple Street, the stopped vehicle was behind the pedestrian crosswalk. To the north the intersection sight distance is approximately 215 feet. If desired, the ‘no parking’ area on the east side of DELICH 320 Maple Street TIS, November 2015 ASSOCIATES Howes Street could be extended to achieve a sight distance of 225 feet. To the south, there is one curb parking space between Maple Street and a driveway on the east side of Howes Street. A vehicle in this space significantly impacts the sight line. Elimination of this parking space will allow adequate intersection sight distance (225 feet). For the eastbound vehicle on Maple Street, there is no predestination crosswalk or stop bar. With a vehicle stopped at the stop sign, the intersection sight distance is significantly less than 225 feet. At the Howes/Maple intersection, eastbound vehicles will typically move forward until there is adequate sight distance to execute a safe entry into the intersection. This was observed to occur during field observations. With the driver’s eye at the west curb of Howes Street, there is adequate intersection sight distance (≥225 feet) for eastbound vehicles. A vehicle at this location does not extend into Howes Street. It is suggested that the City conduct more rigorous sight distance evaluations at the Howes/Maple intersection. The evaluations may indicate elimination of some parking spaces may be appropriate. Figure 4 shows the site plan for the 320 Maple Street. The 320 Maple Street is a mixed use development consisting of 5,000 square feet of office and a 30 dwelling unit apartment building. Currently the site has a vacant building on the site. The building will be razed with 320 Maple Street development. Access to the on-site parking will be via the alley. Trip generation is important in considering the impact of a development such as this upon the existing and proposed street system. Apartment (Code 220) and General Office (Code 710) contain in Trip Generation, 9th Edition, ITE was used to estimate the trips that would be generated by the proposed/expected use at a site. A trip is defined as a one-way vehicle movement from origin to destination. Table 2 shows the expected trip generation on a daily and peak hour basis. The trip generation of the 320 Maple Street development resulted in 362 daily trip ends; 23 morning peak hour trip ends; and 26 afternoon peak hour trip ends. Directional distribution of the generated trips was determined for 320 Maple Street development and is shown in Figure 5. Figure 6 shows the site generated peak hour traffic assignment of the 320 Maple Street development Figure 7 shows the short range (2020) background morning and afternoon peak hour traffic at the Howes/Maple, Maple/Alley, and Cherry/Alley intersections. Traffic volumes along Howes Street, Maple Street, and Cherry Street were increased at a rate of 2.0 percent per year. Table 3 shows the short range (2020) background morning and afternoon peak hour operation at the Howes/Maple, Maple/Alley, and Cherry/Alley intersections. Calculation forms are provided in Appendix D. The Howes/Maple, Maple/Alley, and Cherry/Alley intersections will meet the City of Fort Collins Motor Vehicle LOS Standards during the morning and afternoon peak hours with the existing control and geometry in the short range (2020) future. Figure 8 shows the short range (2020) total morning and afternoon peak hour traffic at the Howes/Maple, Maple/Alley, and Cherry/Alley intersections. Table 4 shows the short range (2020) total morning and afternoon peak hour operation at the Howes/Maple, Maple/Alley, and Cherry/Alley intersections. Calculation forms are provided in Appendix E. DELICH 320 Maple Street TIS, November 2015 ASSOCIATES The recommended short range (2020) geometry is shown in Figure 9. This is the existing geometry at the Howes/Maple, Maple/Alley, and Cherry/Alley intersections. The 320 Maple Street site is in an area within which the City requires pedestrian and bicycle level of service evaluations. Appendix F shows a map of the area that is within 1320 feet of the 320 Maple Street site. The 320 Maple Street site is located within an area termed as “pedestrian district,” which sets the pedestrian level of service threshold at LOS A for all measured categories, except for Street Crossing at LOS B. There are four destination areas within 1320 feet of the proposed development at 320 Maple Street: 1) the residential area to the west, 2) the residential area to the north, 3) the commercial area (CBD) to the east, and 4) the commercial (CBD) area to the south. This development will build sidewalks along the site frontage. Appendix F contains a Pedestrian LOS Worksheet. Based upon Fort Collins Bicycle LOS criteria, the fort Collins CBD is a bicycle destination within 1320 feet of the 320 Maple Street site. Appendix F contains a Bicycle LOS Worksheet. The bicycle level of service will be met. Currently, this area is served by Transfort. The Downtown Transit Center is along Mason Street, within 1000 feet of the site. It is concluded that, with development of 320 Maple Street, the future level of service at the Howes/Maple, Maple/Alley, and Cherry/Alley intersections will be acceptable. Additional auxiliary lanes are not required at the key intersections. There are intersection sight distance constraints at the Howes/maple intersection. The City should conduct more rigorous sight distance evaluations. Acceptable level of service is achieved for alternative transportation modes.
