Please choose one and eliminate the other. 09/02/2014: The trash enclosure needs to be resolved if showing new enclosure on site then it will need to be on a concrete pad with a walk-in access. 07/14/2014: The trash enclosure needs to be designed with walk-in access without having to open the main service gate and located on a concrete pad at least 20ft from a public sidewalk. Comment Number: 1 Comment Originated: 07/16/2014 03/17/2015: A land use table is has still not been added. This needs to be in clude on the site plan. The use you are requesting is Offfices, financial services and clinics in the list ofpermitted uses. 09/02/2014: Where is the existing use and the proposed use table? 07/16/2014: A land use table should be included on the site plan indicating the existing use and the new proposed use and a parking table (both vehicle and bicycle spaces). Comment Number: 3 Comment Originated: 07/16/2014 Please see the following summary of comments from City staff and outside reviewing agencies for your submittal of the above referenced project. Page 1 of 7 03/17/2015: The planting legend on the landscape plan should include quantities. 09/02/2014: This site/landscape plan will need to show the righ-of-way improvements such as sidewalk location and street trees. The juniper bed dimensions should be labeled and the number of plants to be planted in a planting table. 07/16/2014: Is this a combined site and landscape plan? If so the landscaping should be included. Please outline the juniper planting bed and number of plants in each. Comment Number: 4 Comment Originated: 07/16/2014 03/17/2015: What is the drive aisle width of the compact spaces? 09/02/2014: The stall dimensions will need to be labeled. It seems that there is not enough aisle room for stall labeled 11 and 10 possibly more depending on the stall dimensions. Comment Number: 6 Comment Originated: 09/02/2014 03/17/2015: Stalls along the north property line will need to be surfaced with asphalt or concrete. The new parking areas are required a 5ft landscape setback. This can be reduced through additional screening. It is suggest a 3ft wrought-iron fence with vegetation could provide adequate screening. This would be both the north and south parking areas. 09/02/2014: Stalls along north property line will need to be surfaced with asphalt or concrete. What screening of the vehicle use area along the north property line is included? Comment Number: 7 Comment Originated: 09/02/2014 03/17/2015: The dissolving of the agreement can be as a condition of approval of PDP, but must be complete for Final Plan approval. 09/03/2014: The agreement to dissolve the old agreement will need to be completed before going to public hearing. Comment Number: 8 Comment Originated: 09/03/2014 03/17/2015: The sheet numbering will need to be revised to the correct number of sheets this can also be done through a sheet index. Comment Number: 9 Comment Originated: 03/17/2015 03/17/2015: Plans will need to be on 24"36" sheets. Additional information on the dedication process and cost can be found at: http://www.fcgov.com/engineering/devrev.php The deed will need to be finalized and accepted prior to final approval of this project. 07/15/2014: Additional right-of-way needs to be dedicated along the frontage of the property. I don¿t know exactly how much is to be dedicated, but want right-of-way so that there is 17 feet from the existing flowline of the street. The distance allows for the future parkway and detached sidewalk that is a part of the college avenue cross section. Comment Number: 2 Comment Originated: 07/15/2014 03/18/15: The applicant will need to get an access permit from CDOT for the existing driveway prior to starting the driveway work. 09/01/14: Since the driveway will not be closing the applicant will need to work with CDOT regarding a new/updated access permit for this driveway. The driveway shall be a one way driveway and that needs to be noted on the site plan and appropriate signage shown to be installed on the plans, so it is clear that cars are not to enter from the wrong way. 07/15/2014: For the driveway closure: The applicant will need to get an access permit from CDOT for the closure (no cost). The driveway cut would need to be replaced along College Ave with vertical curb and gutter. Comment Number: 6 Comment Originated: 07/15/2014 03/18/15: I will provide a copy of this document at our wednesday morning meeting. 09/03/2014: A development agreement will need to be entered into for the site. I will send out the information for development agreement sheet and that will need to be returned. Comment Number: 9 Comment Originated: 09/03/2014 03/18/2015: Showing a trash enclosure adjacent to the alley. Where are the doors? They can’t swing into the alley. Need to provide a design for this or notes that identify where the door locations will be and that they are not to swing into the alley. Comment Number: 11 Comment Originated: 03/18/2015 In reading the comment responses it states that there will be pervious pavers installed for the parking area along the north side of the lot. There is no way in looking at the plan that that could be known that that is the intent.03/18/2015: Comment Number: 12 Comment Originated: 03/18/2015 03/18/2015: If you are dedicating 9 feet of right-of-way then the distance on the plans should not be labeled as +- 9 feet but as a definitive 9.0 feet. Comment Number: 13 Comment Originated: 03/18/2015 The ROW dedication document. We will not accept this with a reference to a site plan within the legal description. 03/18/2015: Comment Number: 14 Comment Originated: 03/18/2015 Department: Environmental Planning Contact: Lindsay Ex, 970-224-6143, lex@fcgov.com Topic: General 07/11/2014: No comments. The parking stall just to the west appears to be less than 3 feet from the tree. The extent of the pavers near this tree is not very not clear. Please review these conflicts and consider if the parking stall can be shifted to the west or possibly not included to provide better protection to the tree. The City Forester is available to meet on site if needed to help evaluate. Comment Number: 8 Comment Originated: 09/03/2014 03/17/2015: Thank you for adding the proposed Yellowood tree NW of the building. Mitigation trees need to be upsized, and in the case of Yellowwood which is an ornamental tree the mitigation size is 2.5 inch caliper. Please record the size of the Yellowwood in the Tree/Planting Legend as 2.5 inch caliper. The property has previously been found to be eligible for local designation for both its architecture and historical associations. The property is also likely to be eligible for listing on both the State and National Registers. Comment Number: 1 Comment Originated: 06/30/2014 Department: PFA Contact: Jim Lynxwiler, 970-416-2869, jlynxwiler@poudre-fire.org Topic: General FIRE ACCESS 03/18/2015: Contrary to the applicant's comment in the most recent response letter, fire access requirements for this site have NOT been met. Prior fire department comment from 09/03/2014 (below), remains active. An Emergency Access Easement on the property will be needed or the building will require a fire sprinkler system as a means for offsetting the lack of access condition. Fire lane standards require 20' width but the fire marshal will allow a four foot width reduction (to 16'). Plan revisions will need to be reviewed prior to approval. 09/03/2014: FIRE LANES The issue of fire access to this property needs to be revisited. It's now my understanding the proposal to share a drive aisle with the commercial property to the south has been rescinded and fire access will need to be achieved on-site as we cannot take access off of College Ave. Please contact me to discuss this further. Code reference provided below. Code language and Fire lane specifications are provided below. IFC 503.1.1: Fire Lanes shall be provided to within 150' of all portions of the building, as measured by an approved route around the exterior of the building. When fire lanes cannot be provided, the fire code official is authorized to increase the dimension of 150 feet if the building is equipped throughout with an approved, automatic fire-sprinkler system. FIRE LANE SPECIFICATIONS A fire lane plan shall be submitted for approval prior to installation. In addition to the design criteria already contained in relevant standards and policies, any new fire lane must meet the following general requirements: > Shall be designated on the plat as an Emergency Access Easement. > Maintain the required 20 foot minimum unobstructed width & 14 foot minimum overhead clearance. > Be designed as a flat, hard, all-weather driving surface capable of supporting 40 tons. > Dead-end fire access roads in excess of 150 feet in length shall be provided with an approved area for turning around fire apparatus. > The required turning radii of a fire apparatus access road shall be a minimum of 25 feet inside and 50 feet outside. Turning radii shall be detailed on submitted plans. > Be visible by painting and/or signage, and maintained unobstructed at all times. > Additional access requirements exist for buildings greater than 30' in height. Refer to Appendix D of the 2012 IFC or contact PFA for details. International Fire Code 503.2.3, 503.2.4, 503.2.5, 503.3, 503.4 and Appendix D; FCLUC 3.6.2(B)2006 and Local Amendments. Comment Number: 6 Comment Originated: 03/17/2015 Department: Traffic Operation Contact: Martina Wilkinson, 970-221-6887, mwilkinson@fcgov.com Topic: Site Plan Page 6 of 7 03/17/2015: The response letter indicates that the application for the change in use permit from CDOT is attached. I didn't see it in the packet. This permit will be needed to be completed before the applicant can use the driveway in the manner shown. 09/02/2014: Since the shared drive concept is abandoned, the existing drive will be used. CDOT appears to be supportive of this. The drive needs to be one way (inbound only), and a change in use permit will be needed from CDOT. 07/16/2014: The shared driveway off College Avenue needs to function as an appropriate high volume drive that accesses a state highway. If it's being used for 2-way traffic, it would need to accommodate 2-way traffic for at least some distance from street.
