RE: Village on Redwood – Redwood Street Flowline Slope Variance
Dear Marc:
Fort Collins Housing Authority is proposing a low income housing development along the west
side of Redwood Street (classified as a Minor Collector street) and is surrounded by residential
development. This project is required to provide on street parking by means of expanding the
existing roadway section. A variance is requested from Chapter 7.4.1.B.2 – Minimum
Flowline Grades in the Larimer County Urban Area Street Standards to allow the project
to a minimum flowline grade of 0.40% rather than the required 0.50%.
Redwood Street currently has an average flowline slope of 0.46% in reference to the project
topographic survey. Providing the on street parking, half of a minor collector street section,
requires Redwood Street to expand 7.74 ft west at the north end to match the existing flowline at
the south end of the proposed street improvements. Due to the existing inadequate flowline
slope, while providing the minimum 2.0% pavement cross slope with the proposed improvments,
the minimum 0.50% flowline slope is unable to be achieved. Positive drainage within the
proposed flowline is able to be achieve by utilizing a minimum flowline slope of 0.40%.
In consideration of the existing flowline slopes of Redwood Street, we do not anticipate that this
variance will be detrimental to the public health, safety, or welfare. Please call me at (970) 347-
