RE: Village on Redwood – Redwood Street Sight Distance Variance
Dear Marc:
Fort Collins Housing Authority is proposing a low income housing development along the west
side of Redwood Street (classified as a Minor Collector street) and is surrounded by residential
development. This project is required to establish sight distance triangles and easements per the
Minor Collector standards and design speeds. A variance is requested from Table 7-3 “Fort
Collins (GMA and City Limits) Street Standards – Technical Design Criteria” and Figure
7-16 “Sight Distance (Sight Triangle)” in the Larimer County Urban Area Street
Standards to allow the project to apply the sight distances for a roadway design speed of 40
mph in reference to AASHTO’s current A Policy on Geometric Design of Highways and
Streets.
Redwood Street currently does not meet the standards for a Minor Collector street which creates
difficulty applying the LCUASS sight distance standards. Below is a table summarizing the
existing conditions of Redwood Street in reference to LCUASS for a Minor Collector street:
The current geometry of Redwood Street is somewhere between the Local Residential and Minor
Collector standards with the speed limit posted as 25 mph.

Rather than requesting a reduction in design speed in reference to the existing geometry of
Redwood, we reviewed the sight distance calculations in reference to current (2011) AASHTO
edition of A Policy on Geometric Design of Highways and Streets. Below is a table comparing
the LCUASS and AASHTO sight distances:
Attached is an exhibit showing the AASHTO sight distance triangles for both proposed accesses
to Redwood Street.
In consideration of the existing geometry of Redwood Street, we do not anticipate that this
variance will be detrimental to the public health, safety, or welfare. Please call me at (970) 347-
