INTRODUCTION This transportation impact study (TIS) addresses the capacity, geometric, and control requirements at and near the proposed SouthEast Community Park development. The proposed SouthEast Community Park site is located in the northeast quadrant of the Ziegler/Kechter intersection in Fort Collins, Colorado. During the course of the analysis, numerous contacts were made with the owner (City of Fort Collins), park planner (CIVITAS), the project engineer (Interwest), the project planning consultant (Ripley Design), Fort Collins Traffic Engineering, and Fort Collins Transportation Planning. The Transportation Impact Study Base Assumptions form and related documents are provided in Appendix A. This study generally conforms to the format set forth in the Fort Collins TIS Guidelines in the “Larimer County Urban Area Street Standards” (LCUASS). It was requested by staff that Saturday noon and weekday afternoon peak hour be analyzed due to the trip generation, this is a full transportation impact study. The study involved the following steps: - Collect physical, traffic, and development data; - Perform trip generation, trip distribution, and trip assignment; - Determine peak hour traffic volumes; - Conduct capacity and operational level of service analyses on key intersections; - Analyze signal warrants; - Conduct level of service evaluation of pedestrian, bicycle, and transit modes of transportation DELICH SouthEast Community Park TIS, May 2015 ASSOCIATES Page 2 II. Using the Saturday noon and weekday afternoon peak hour traffic shown in Figure 4, the peak hour operation is shown in Table 1. Calculation forms are provided in Appendix C. The key intersections currently meet the City of Fort Collins Motor Vehicle LOS standards during the Saturday noon and weekday afternoon peak hours with existing control and geometry. A description of level of service for signalized and unsignalized intersections from the 2010 Highway Capacity Manual is provided in Appendix C. Table 4-3 (revised per staff comments regarding type of intersection) showing the Fort Collins Motor Vehicle LOS Standards (Intersections) are also provided in Appendix C. This site is in an area termed “low density mixed use residential” on the Fort Collins Structure Plan. In areas termed “low density mixed use residential,” acceptable operation at signalized intersections during the peak hours is defined as level of service D or better. At unsignalized intersections, acceptable operation is considered to be at level of service F for any approach leg for an arterial/arterial, arterial/collector and arterial/local intersections. In such areas, it is expected that there would be substantial delays to the minor street movements at unsignalized intersections during the peak hours. This is considered to be normal in urban areas. It is expected that the Timberline/Zephyr intersection will be signalized when warranted. At unsignalized collector/local intersections, acceptable operation is considered to be at level of service C for any approach leg. Pedestrian Facilities There are sidewalks along Ziegler Road, Kechter Road, Saber Cat Drive, Sage Creek Road, Evening Primrose Lane, and Lady Moon Drive. There is no sidewalk on the west side of Zeigler Road north of Sage Creek. It is expected that as properties in this area are developed or redeveloped, sidewalks will be installed as part of the street/property infrastructure. Bicycle Facilities Bicycle lanes exist along Kechter Road, Lady Mon Drive, and Ziegler Road, north of Kechter Road within the study area. Transit Facilities Currently, this area of Fort Collins is not served by Transfort. The closest route is Route 16 that has a stop at the Ziegler/Rock Creek intersection. PROPOSED DEVELOPMENT The SouthEast Community Park is proposed to be an “active” park, located in the northeast quadrant of the Ziegler/Kechter intersection. Figure 5 shows a site plan of the SouthEast Community Park. The short range analysis (Year 2019) includes the development of the SouthEast Community Park and an appropriate increase in background traffic due to normal growth and other potential developments in the area. The long range future analysis year is considered to be 2035. There will be one direct public access to the SouthEast Community Park. This access will be to Ziegler Road across from Sage Creek Road. This access will serve approximately 120 parking spaces. There will be approximately 81 spaces along Saber Cat Drive, 44 of the spaces current existing. There will be approximately 24 spaces along Lady Moon Drive. The Fossil Ridge High School parking lot will serve as overflow parking for the SouthEast Community Park. Trip Generation Trip generation is important in considering the impact of a development such as this upon the existing and proposed street system. Trip generation information contained in Trip Generation, 9th Edition, ITE is normally used to estimate trips that would be generated by the proposed/expected uses at this site. However, the trip generation information was deemed to be unreliable for the type of park intended. SouthEast Community Park will be an “active” park with ball fields, recreational fields, a core play area, and a BMX track. It will be similar, in function, to Spring Creek Park, Fossil Creek Park, and Rolland Moore Park. It was agreed that the trip generation for SouthEast Community Park would be the same as that used in the “Spring Canyon Community Park Transportation Impact Study,” May 2005 and in the “Fossil Creek Park Transportation Impact Study,” March 2001. Since Saturday noon was not counted in either study, it was determined that the Saturday noon trip generation would be the same as the weekday afternoon peak hour trip generation. The daily, Saturday noon, and weekday afternoon peak hour trip generation is shown in Table 2. The trip generation for the SouthEast Community Park is 1900 daily trip ends; 500 Saturday noon trip ends; and 500 weekday afternoon peak hour trip ends. The peak hour trip generation reflects the probable activity when an event is occurring at the park. It is expected that there will be a significant number of days when the traffic will be less. Figure 6 shows the trip distribution for the short range (2019) and long range (2035) analysis futures. The trip distribution was agreed to by City of Fort Collins staff in the scoping meeting. Background Traffic Projections Figure 7 shows the short range (2019) background Saturday noon and weekday afternoon peak hour traffic projections. These forecasts assume that Trilby Road and Zephyr road are connected between Timberline Road and Kechter Road based upon recently approved developments. Background traffic projections for the short range future were obtained by reviewing the North Front Range Regional Transportation Plan, engineering judgment, and various traffic studies prepared for this area of Fort Collins. Based upon these sources, it was determined that the traffic volumes would increase by approximately 1.0 percent per year plus other developments in the area. The other developments included in the short range (2019) future are Kechter Crossing, Mail Crossing, and Kechter Farm – Filing 1. This reflects completion of Trilby Road, as shown in the Fort Collins Master Street Plan. Figure 8 shows the long range (2035) background Saturday noon and weekday afternoon peak hour traffic projections. This reflects completion of Trilby Road, as shown in the Fort Collins Master Street Plan. The traffic volumes would increase by approximately 1.0 percent per year plus other developments in the area. Trip Assignment Trip assignment is how the generated and distributed trips are expected to be loaded on the street system. The assigned trips are the resultant of the trip distribution process. Figure 9 shows the site generated Saturday noon and weekday afternoon peak hour traffic assignment. Figure 10 shows the short range (2019) total (site plus background) Saturday noon and weekday afternoon peak hour traffic assignment. Figure 11 shows the long range (2035) total (site plus background) Saturday noon and weekday afternoon peak hour traffic assignment. Signal Warrants As a matter of policy, traffic signals are not installed at any location unless warrants are met according to the Manual on Uniform Traffic Control Devices. For the roads in the vicinity of the SouthEast Community Park development, four hour and/or eight hour signal warrants are applicable. These warrants require much data and are applied when the SCALE: 1"=1000' TRIP DISTRIBUTION Figure 6 DELICH ASSOCIATES SouthEast Community Park TIS, May 2015 Page 13 Kechter Road Trilby Road Lady Moon Drive Ziegler Road Rock Creek Saber Cat Lady Moon Drive 10% 15% 25% 5% 25% 15% 5% Saturday Noon/PM SHORT RANGE (2019) BACKGROUND SATURDAY NOON AND WEEKDAY AFTERNOON PEAK HOUR TRAFFIC Figure 7 DELICH ASSOCIATES SouthEast Community Park TIS, May 2015 Page 14 Evening Primrose Lane Lady Moon Drive Ziegler Road Kechter Road 15/20 246/378 12/21 10/29 253/581 34/46 7/7 4/6 10/19 17/77 3/4 3/27 53/69 15/40 74/65 9/28 18/38 8/36 17/28 185/311 58/79 18/36 188/229 58/97 4/6 259/403 7/25 259/602 14/16 5/2 17/49 33/55 13/13 32/54 5/19 3/48 250/326 1/8 256/412 8/19 14/26 4/6 Sage Creek Road Saber Cat Drive Saturday Noon/PM LONG RANGE (2035) BACKGROUND SATURDAY NOON AND WEEKDAY AFTERNOON PEAK HOUR TRAFFIC Figure 8 DELICH ASSOCIATES SouthEast Community Park TIS, May 2015 Page 15 Evening Primrose Lane Lady Moon Drive Ziegler Road Kechter Road 65/80 20/50 90/80 15/35 25/45 15/45 20/35 210/365 70/90 25/45 220/285 70/115 5/5 300/480 10/25 300/725 15/15 5/5 20/55 33/55 15/15 32/54 5/25 5/55 295/390 5/10 295/485 10/20 15/25 5/5 Sage Creek Road Saber Cat Drive Saber Cat Drive 35/60 105/250 25/90 55/120 85/300 165/310 35/40 115/105 40/30 165/195 Saturday Noon/PM SITE GENERATED SATURDAY NOON AND WEEKDAY AFTERNOON PEAK HOUR TRAFFIC Figure 9 DELICH ASSOCIATES SouthEast Community Park TIS, May 2015 Page 16 Lady Moon Drive Ziegler Road Kechter Road 7/7 8/8 20/20 5/5 15/15 20/20 15/15 5/5 27/27 7/7 17/17 13/13 13/13 21/21 40/40 35/35 26/26 59/59 23/23 41/41 Sage Creek Road Saber Cat Drive Saber Cat Drive 41/41 4/4 45/45 27/27 28/28 68/68 8/8 42/42 5/5 3/3 50/50 40/40 1/1 49/49 101/101 4/4 34/34 43/43 6/6 7/7 1/1 Saturday Noon/PM SHORT RANGE (2019) TOTAL SATURDAY NOON AND WEEKDAY AFTERNOON PEAK HOUR TRAFFIC Figure 10 DELICH ASSOCIATES SouthEast Community Park TIS, May 2015 Page 17 Evening Primrose Lane Lady Moon Drive Ziegler Road Kechter Road 15/20 272/404 71/80 10/29 293/621 69/81 7/7 4/6 10/19 40/100 3/4 44/68 60/78 23/48 74/65 29/48 23/43 23/51 37/48 200/326 63/84 41/59 211/252 58/97 44/76 40/62 30/30 45/67 18/32 24/69 300/376 1/8 296/452 8/19 14/26 4/6 Sage Creek Road Saber Cat Drive Saber Cat Drive 32/51 132/251 26/76 Saturday Noon/PM LONG RANGE (2035) TOTAL SATURDAY NOON AND WEEKDAY AFTERNOON PEAK HOUR TRAFFIC Figure 11 DELICH ASSOCIATES SouthEast Community Park TIS, May 2015 Page 18 Evening Primrose Lane Lady Moon Drive Ziegler Road Kechter Road 70/85 30/60 90/80 35/55 30/50 30/60 40/55 225/380 75/95 50/70 245/310 70/115 45/80 40/60 30/30 45/70 20/40 25/75 345/440 5/10 335/525 10/20 15/25 5/5 Sage Creek Road Saber Cat Drive Saber Cat Drive 35/60 145/290 30/95 100/165 110/325 195/340 105/110 125/115 40/30 205/235 140/140 15/90 25/25 300/470 75/85 DELICH SouthEast Community Park TIS, May 2015 ASSOCIATES Page 19 traffic is actually on the area road system. It is acknowledged that peak hour signal warrants should not be applied, but since the peak hour forecasts are readily available in a traffic impact study, it is reasonable to use them to get an idea whether other signal warrants may be met. If peak hour signal warrants will not be met at a given intersection, it is reasonable to conclude that it is not likely that other signal warrants would be met. If peak hour signal warrants are met, it merely indicates that further evaluation should occur in the future as the development occurs. However, a judgment can be made that some intersections will likely meet other signal warrants. Using the short (2019) and long range (2035) total afternoon peak hour traffic, it is unlikely that any of the stop sign controlled intersection will meet the minimum threshold for the minor street. Therefore, it is not likely that other signal warrants would be met. Operation Analysis Capacity analyses were performed at the Ziegler/Saber Cat-County Fair, Ziegler/Sage Creek-Site Access, Ziegler/Kechter, Kechter/Evening Primrose, Kechter/Lady Moon, and Lady Moon/Saber Cat intersections. The operations analyses were conducted for the short range and long range futures, reflecting year 2019 and 2035 conditions, respectively. Using the traffic volumes shown in Figure 7, the Ziegler/Saber Cat-County Fair, Ziegler/Sage Creek, Ziegler/Kechter, Kechter/Evening Primrose, Kechter/Lady Moon, and Lady Moon/Saber Cat intersections operate in the short range (2019) background traffic future as indicated in Table 3. Calculation forms for these analyses are provided in Appendix D. The key intersections will meet the City of Fort Collins Motor Vehicle LOS standards during the Saturday noon and weekday afternoon peak hours. Using the traffic volumes shown in Figure 8, the Ziegler/Saber Cat-County Fair, Ziegler/Sage Creek, Ziegler/Kechter, Kechter/Evening Primrose, Kechter/Lady Moon, and Lady Moon/Saber Cat intersections operate in the long range (2035) background traffic future as indicated in Table 4. Calculation forms for these analyses are provided in Appendix E. The key intersections will meet the City of Fort Collins Motor Vehicle LOS standards during the Saturday noon and weekday afternoon peak hours. Using the traffic volumes shown in Figure 10, the Ziegler/Saber Cat-County Fair, Ziegler/Sage Creek-Site Access, Ziegler/Kechter, Kechter/Evening Primrose, Kechter/Lady Moon, and Lady Moon/Saber Cat intersections operate in the short range (2019) total traffic future as indicated in Table 5. Calculation forms for these analyses are provided in Appendix G. The key intersections will meet the City of Fort Collins Motor Vehicle LOS standards during the Saturday noon and weekday afternoon peak hours. Geometry Based on LCUASS, Figure 8-4, northbound right-turn lanes are required at the Ziegler/Saber Cat and Ziegler Road/Sage Creek-Site Access intersections. There is also a westbound right-turn lane required at the Kechter/Lady Moon intersection. Since the forecasted traffic reflects an event condition and since the curb and gutter is established, it is unsure if these right-turn lanes be waived. Figure 12 shows a schematic of the short range (2019) and long range (2035) geometry. This is existing geometry at the Ziegler/Kechter, Kechter/Evening Primrose, and Lady Moon/Saber Cat-County Fair intersections. At the Ziegler/Saber Cat intersection it was assumed that Saber Cat Drive and County Fair Lane would have a left-turn lane and a through/right-turn lane. Pedestrian Level of Service Appendix H shows a map of the area that is within 1320 feet of the SouthEast Community Park development. There are five pedestrian destinations within 1320 feet of the SouthEast Community Park development. These are: 1) the residential area to the east (Sage Creek) of this site, 2) the residential area to the southwest (Homestead) of this site, 3) the residential area to the south (Fossil Lake) of this site, 4) the residential area to the east (Willow Brook) of this site, and 5) Fossil Ridge High School to the north of this site. The SouthEast Community Park site is located within an area termed as “school walking area,” which sets the level of service threshold at LOS C for visual interest and amenity and LOS B for all other measured categories. Pedestrian level of service is achieved for all pedestrian destinations. The Pedestrian LOS Worksheet is provided in Appendix H. There are few locations that have gaps in the sidewalk system. There is no sidewalk on Kechter Road from Timberline to Rabbit Creek Road and then there is no sidewalk on the south side of Kechter Road from Rabbit Creek Road to Cornerstone Drive. There is no sidewalk on the east side of Ziegler Road, north of Rock Creek Drive. There is no sidewalk on the west side of Ziegler Road from approximately 725 feet north of Saber Cat Drive to approximately 550 feet south of Saber Cat Drive. Bicycle Level of Service Appendix H shows a map of the area that is within 1320 feet of the SouthEast Community Park development. There is one bicycle destination within 1320 feet of the SouthEast Community Park development, it is Fossil Ridge High School. The Bicycle LOS Worksheet is provided in Appendix H. The minimum level of service for this site is C. This site is connected to bike lanes on Kechter Road and Ziegler Road. Therefore, it is concluded that level of service A can be achieved. There are bike lanes on all major streets near the SouthEast Park development. CONCLUSIONS This study assessed the impacts of the SouthEast Community Park on the street system in the vicinity of the proposed development in the short range (2019) and long range (2035) futures. As a result of this analysis, the following is concluded: - The development of the SouthEast Community Park is feasible from a traffic engineering standpoint. The SouthEast Community Park development will generate approximately 1900 daily trips, 500 Saturday noon trip ends, and 500 weekday afternoon peak hour trip ends. - Current operation at the Ziegler/Saber Cat, Ziegler/Sage Creek, Ziegler/Kechter, Kechter/Evening Primrose, Kechter/Lady Moon, and Lady Moon/Saber Cat intersections meet the City of Fort Collins Motor Vehicle LOS standards during the Saturday noon and weekday afternoon peak hours. - Using the short range (2019) and long range (2035) total weekday afternoon peak hour traffic forecasts, it is unlikely that any of the stop sign controlled intersections will meet the minimum threshold for the minor street. Therefore, it is not likely that other signal warrants would be met. - In the short range (2019) future, given development of the SouthEast Community Park and an increase in background traffic, the Ziegler/Saber Cat-County Fair, Ziegler/Sage Creek-Site Access, Ziegler/Kechter, Kechter/Evening Primrose, Kechter/Lady Moon, and Lady Moon/Saber Cat intersections will meet the City of Fort Collins Motor Vehicle LOS standards during the Saturday noon and weekday afternoon peak hours. - In the long range (2035) future, given development of the SouthEast Community Park and an increase in background traffic, the Ziegler/Saber Cat-County Fair, Ziegler/Sage Creek-Site Access, Ziegler/Kechter, Kechter/Evening Primrose, Kechter/Lady Moon, and Lady Moon/Saber Cat intersections will meet the City of Fort Collins Motor Vehicle LOS standards during the Saturday noon and weekday afternoon peak hours. - The short range (2019) and long range (2035) geometry is shown in Figure 12. Northbound right-turn lanes are required at the Ziegler/Saber Cat and Ziegler Road/Sage Creek-Site Access intersections. A westbound right-turn lane required at the Kechter/Lady Moon intersection. Since the forecasted traffic reflects an event condition and since the curb and gutter is established, it is unsure if these right-turn lanes be waived - Acceptable level of service is achieved for pedestrian, bicycle, and transit modes based upon the measures in the multi-modal transportation guidelines and future improvements to the street system in the area.
