I. INTRODUCTION
This transportation impact study (TIS) addresses the capacity, geometric, and
control requirements at and near the proposed SouthEast Community Park development.
The proposed SouthEast Community Park site is located in the northeast quadrant of the
Ziegler/Kechter intersection in Fort Collins, Colorado.
During the course of the analysis, numerous contacts were made with the owner
(City of Fort Collins), park planner (CIVITAS), the project engineer (Interwest), the project
planning consultant (Ripley Design), Fort Collins Traffic Engineering, and Fort Collins
Transportation Planning. The Transportation Impact Study Base Assumptions form and
related documents are provided in Appendix A. This study generally conforms to the
format set forth in the Fort Collins TIS Guidelines in the “Larimer County Urban Area Street
Standards” (LCUASS). It was requested by staff that Saturday noon and weekday
afternoon peak hour be analyzed Due to the trip generation, this is a full transportation
impact study. The study involved the following steps:
- Collect physical, traffic, and development data;
- Perform trip generation, trip distribution, and trip assignment;
- Determine peak hour traffic volumes;
- Conduct capacity and operational level of service analyses on key intersections;
- Analyze signal warrants;
- Conduct level of service evaluation of pedestrian, bicycle, and transit modes of
transportation

II. EXISTING CONDITIONS
The location of the SouthEast Community Park development is shown in Figure
1. It is important that a thorough understanding of the existing conditions be presented.
Land Use
Land uses in the area are primarily residential and institutional. There are
residential uses to the east, west, and south of the site. Fossil Ridge High School is to
the north of the site. The proposed SouthEast Community Park site currently has a
baseball field and BMX track on it, with the remainder as vacant. The center of Fort
Collins lies to the northwest of the proposed SouthEast Community Park site.
Streets
The primary streets near the SouthEast Community Park site are Ziegler Road,
Kechter Road, Lady Moon Drive, Saber Cat Drive, Sage Creek Road, and Evening
Primrose Lane. Figure 2 shows a schematic of the existing geometry at the
Ziegler/Saber Cat, Ziegler/Sage Creek, Ziegler/Kechter, Kechter/Evening Primrose,
Kechter/Lady Moon, and Lady Moon/Saber Cat intersections. Ziegler Road is to the
west of (adjacent to) the proposed SouthEast Community Park site. It is a north-south
street classified as a two-lane arterial, north of Kechter Road and a two-lane collector,
south of Kechter Road according to the Fort Collins Master Street Plan. Currently,
Ziegler Road has a two-lane cross section in this area. At the Ziegler/Saber Cat
intersection, Ziegler Road has a southbound left-turn lane and a through lane in each
direction. At the Ziegler/Sage Creek intersection, Ziegler Road has a two-way left-turn
lane and a through lane in each direction. The Ziegler/Saber Cat and Ziegler/Sage
Creek intersections have stop sign control on Saber Cat Drive and Sage Creek Road,
respectively. The Ziegler/Kechter intersection is a single lane roundabout. The posted
speed limit in this area of Ziegler Road is 40 mph
Saber Cat Drive is to the north of (adjacent to) the proposed SouthEast
Community Park site. It is an east-west street classified as a local street according to
the Fort Collins Master Street plan. Currently, Saber Cat Drive has a two-lane cross
section. Saber Cat Drive only has an east leg at the Ziegler/Saber Cat intersection. In
the future, there will be a west leg at this intersection (County Fair Lane). At the
Ziegler/Saber Cat intersection, Saber Cat Drive has separate westbound left-turn and
right-turn lanes. Saber Cat Drive only has west leg at the Lady Moon/Saber Cat
intersection. At the Lady Moon/Saber Cat intersection, Saber Cat Drive has separate
eastbound left-turn and right-turn lanes. The Lady Moon/Saber Cat intersection has
stop sign control on Saber Cat Drive. The posted speed limit in this area of Saber Cat
Drive is 25 mph.

Sage Creek Road is to the west of the proposed SouthEast Community Park site.
It is an east-west street classified as a local street according to the Fort Collins Master
Street plan. Currently, Sage Creek Road has a two-lane cross section. Sage Creek
Road only has a west leg at the Ziegler/Sage Creek intersection. At the Ziegler/Sage
Creek intersection, Sage Creek Road has all eastbound movements combined into a
single lane. The posted speed limit in this area of Sage Creek Road is 25 mph.
Kechter Road is to the south of (adjacent to) the proposed SouthEast Community
Park site. It is an east-west street classified as a two-lane arterial according to the Fort
Collins Master Street Plan. Currently, Kechter Road has a two-lane cross section in this
area. At the Kechter/Evening Primrose intersection, Kechter Road has a two-way left-
turn lane and a through lane in each direction. At the Kechter/Lady Moon intersection,
Kechter Road has an eastbound and westbound left-turn lane, a through lane in each
direction, and an eastbound right-turn lane. The Kechter/Evening Primrose intersection
has stop sign control on Evening Primrose Lane. The Kechter/Lady Moon intersection
is signalized. The posted speed limit in this area of Kechter Road is 40 mph.
Evening Primrose Lane is to the south of the proposed SouthEast Community
Park site. It is a north-south street classified as a local street according to the Fort
Collins Master Street plan. Currently, Evening Primrose Lane has a two-lane cross
section. Evening Primrose Lane only has a south leg at the Kechter/Evening Primrose
intersection. At the Kechter/Evening Primrose intersection, Evening Primrose Lane has
all northbound movements combined into a single lane. There is no posted speed limit
on Evening Primrose Lane.
Lady Moon Drive is to the east of (adjacent to) the proposed SouthEast
Community Park site. It is a north-south street classified as a two-lane collector
according to the Fort Collins Master Street plan. Currently, Lady Moon Drive has a two-
lane cross section. At the Kechter/Lady Moon intersection, Lady Moon Drive has a
northbound and a southbound left-turn lane and a through/right-turn lane in each
direction. At the Lady Moon/Saber Cat intersection, Lady Moon Drive has a northbound
left-turn/through lane, a southbound through lane, and a southbound right-turn lane.
The posted speed limit in this area of Lady Moon Drive is 25 mph, south of Kechter
Road and 30 mph, north of Kechter Road.
Existing Traffic
Recent Saturday noon and weekday afternoon peak hour traffic volumes are
shown in Figure 3. The traffic counts at the Ziegler/Saber Cat, Ziegler/Sage Creek,
Ziegler/Kechter, Kechter/Evening Primrose, Kechter/Lady Moon, and Lady Moon/Saber
Cat intersections were obtained in April 2014 while school was in session. Raw traffic
count data are provided in Appendix B. Since the counts were done on different days,
the counts were adjusted/balanced. The adjusted/balanced recent Saturday noon and
weekday afternoon peak hour traffic is shown in Figure 4.

Existing Operation
The Ziegler/Saber Cat, Ziegler/Sage Creek, Ziegler/Kechter, Kechter/Evening
Primrose, Kechter/Lady Moon, and Lady Moon/Saber Cat intersections were evaluated
using techniques provided in the 2010 Highway Capacity Manual. Using the Saturday
noon and weekday afternoon peak hour traffic shown in Figure 4, the peak hour
operation is shown in Table 1. Calculation forms are provided in Appendix C. The key
intersections are currently operating acceptably with existing control and geometry in
the Saturday noon and weekday afternoon peak hours. A description of level of service
for signalized and unsignalized intersections from the 2010 Highway Capacity Manual
and a table showing the Fort Collins Motor Vehicle LOS Standards (Intersections) are
also provided in Appendix C. This site is in an area termed “low density mixed use
residential” on the Fort Collins Structure Plan. In areas termed “low density mixed use
residential,” acceptable overall operation at signalized intersections during the peak
hours is defined as level of service D or better. At signalized intersections, acceptable
operation of any leg and any movement is level of service D. At arterial/collector and
arterial/local stop sign controlled intersections, acceptable operation is considered to be at
level of service F for any approach leg, which is considered to be normal in an urban
environment. At arterial/arterial, arterial/collector, or collector/local stop sign controlled
intersections, acceptable operation is considered to be at level of service C for any
approach leg.
Pedestrian Facilities
There are sidewalks along Ziegler Road, Kechter Road, Saber Cat Drive, Sage
Creek Road, Evening Primrose Lane, and Lady Moon Drive. There is no sidewalk on
the west side of Zeigler Road north of Sage Creek. It is expected that as properties in
this area are developed or redeveloped, sidewalks will be installed as part of the
street/property infrastructure.
Bicycle Facilities
Bicycle lanes exist along Kechter Road, Lady Mon Drive, and Ziegler Road, north
of Kechter Road within the study area.
Transit Facilities
Currently, this area of Fort Collins is not served by Transfort. The closest route is
Route 16 that has a stop at the Ziegler/Rock Creek intersection.

III. PROPOSED DEVELOPMENT
The SouthEast Community Park is proposed to be an “active” park, located in the
northeast quadrant of the Ziegler/Kechter intersection. Figure 5 shows a site plan of the
SouthEast Community Park. The short range analysis (Year 2019) includes the
development of the SouthEast Community Park and an appropriate increase in
background traffic due to normal growth and other potential developments in the area.
The long range future analysis year is considered to be 2035. There will be two public
accesses to the SouthEast Community Park. One access will be to Ziegler Road
across from Sage Creek Road. This access will serve approximately 56 parking
spaces. One access will be to Kechter Road. This access will serve approximately 127
parking spaces. There will be approximately 70 spaces added along Saber Cat Drive.
The Fossil Ridge High School parking lot will serve as overflow parking for the
SouthEast Community Park. The site plan shows the preferred access location on
Kechter Road. Per conversations with City staff, three access alternatives to Kechter
Road were evaluated.
Trip Generation
Trip generation is important in considering the impact of a development such as this
upon the existing and proposed street system. Trip generation information contained in
Trip Generation, 9th Edition, ITE is normally used to estimate trips that would be generated
by the proposed/expected uses at this site. However, the trip generation information was
deemed to be unreliable for the type of park intended. SouthEast Community Park will be
an “active” park with ball fields, recreational fields, a core play area, and a BMX track. It
will be similar, in function, to Spring Creek Park, Fossil Creek Park, and Rolland Moore
Park. It was agreed that the trip generation for SouthEast Community Park would be the
same as that used in the “Spring Canyon Community Park Transportation Impact Study,”
April 2005 and in the “Fossil Creek Park Transportation Impact Study,” March 2001. Since
Saturday noon was not counted in either study, it was determined that the Saturday noon
trip generation would be the same as the weekday afternoon peak hour trip generation.
The daily, Saturday noon, and weekday afternoon peak hour trip generation is shown in
Table 2. The trip generation for the SouthEast Community Park is 1900 daily trip ends;
500 Saturday noon trip ends; and 500 weekday afternoon peak hour trip ends. The peak
hour trip generation reflects the probable activity when an event is occurring at the park. It
is expected that there will be a significant number of days when the traffic will be less.

Trip Distribution
Trip distribution for the SouthEast Community Park was based on existing/future
travel patterns, land uses in the area, consideration of trip attractions/productions in the
area, and engineering judgment. Figure 6 shows the trip distribution for the short range
(2019) and long range (2035) analysis futures. The trip distribution was agreed to by
City of Fort Collins staff in the scoping meeting.
Background Traffic Projections
Figure 7 shows the short range (2019) background Saturday noon and weekday
afternoon peak hour traffic projections. These forecasts assume that Trilby Road and
Zephyr road are connected between Timberline Road and Kechter Road based upon
recently approved developments. Background traffic projections for the short range
future were obtained by reviewing the North Front Range Regional Transportation Plan,
engineering judgment, and various traffic studies prepared for this area of Fort Collins.
Based upon these sources, it was determined that the traffic volumes would increase by
approximately 1.0 percent per year plus other developments in the area. The other
developments included in the short range (2019) future are Kechter Crossing, Mail
Crossing, and Kechter Farm – Filing 1. This reflects completion of Trilby Road, as
shown in the Fort Collins Master Street Plan.
Figure 8 shows the long range (2035) background Saturday noon and weekday
afternoon peak hour traffic projections. This reflects completion of Trilby Road, as
shown in the Fort Collins Master Street Plan. The traffic volumes would increase by
approximately 1.0 percent per year plus other developments in the area.
Trip Assignment
Trip assignment is how the generated and distributed trips are expected to be
loaded on the street system. The assigned trips are the resultant of the trip distribution
process. In all cases, there would be a park access across from Sage Creek Road.
Figures 9 and 10 show the respective site generated Saturday noon and weekday
afternoon peak hour traffic assignment with a full movement access to Kechter Road and
a ¾ movement access to Kechter Road. Three scenarios were considered for the site
access to Kechter Road: 1) across from Evening Primrose Lane, 2) off set to the east of
Evening Primrose Lane, and 3) a ¾ movement where the eastbound exiting traffic would
use the roundabout to head to the east. Figures 11, 12 and 13 show the short range
(2019) total (site plus background) Saturday noon and weekday afternoon peak hour traffic
assignment with the three scenarios. Figures 14, 15, and 16 show the long range (2035)
total (site plus background) Saturday noon and weekday afternoon peak hour traffic
assignment with the three scenarios.

Signal Warrants
As a matter of policy, traffic signals are not installed at any location unless warrants
are met according to the Manual on Uniform Traffic Control Devices. For the roads in the
vicinity of the SouthEast Community Park development, four hour and/or eight hour signal
warrants are applicable. These warrants require much data and are applied when the
traffic is actually on the area road system. It is acknowledged that peak hour signal
warrants should not be applied, but since the peak hour forecasts are readily available in a
traffic impact study, it is reasonable to use them to get an idea whether other signal
warrants may be met. If peak hour signal warrants will not be met at a given intersection,
it is reasonable to conclude that it is not likely that other signal warrants would be met. If
peak hour signal warrants are met, it merely indicates that further evaluation should occur
in the future as the development occurs. However, a judgment can be made that some
intersections will likely meet other signal warrants.
Using the short (2019) and long range (2035) total afternoon peak hour traffic, it is
unlikely that any of the stop sign controlled intersection will meet the minimum threshold
for the minor street. Therefore, it is not likely that other signal warrants would be met.
Operation Analysis
Capacity analyses were performed at the Ziegler/Saber Cat-County Fair,
Ziegler/Sage Creek-Site Access, Ziegler/Kechter, Kechter/Evening Primrose,
Kechter/Lady Moon, and Lady Moon/Saber Cat intersections. The operations analyses
were conducted for the short range and long range futures, reflecting year 2019 and 2035
conditions, respectively.
Using the traffic volumes shown in Figure 7, the Ziegler/Saber Cat-County Fair,
Ziegler/Sage Creek, Ziegler/Kechter, Kechter/Evening Primrose, Kechter/Lady Moon,
and Lady Moon/Saber Cat intersections operate in the short range (2019) background
traffic future as indicated in Table 3. Calculation forms for these analyses are provided in
Appendix D. The key intersections will operate acceptably.
Using the traffic volumes shown in Figure 8, the Ziegler/Saber Cat-County Fair,
Ziegler/Sage Creek, Ziegler/Kechter, Kechter/Evening Primrose, Kechter/Lady Moon,
and Lady Moon/Saber Cat intersections operate in the long range (2035) background
traffic future as indicated in Table 4. Calculation forms for these analyses are provided in
Appendix E. The key intersections will operate acceptably.

Ziegler/Sage Creek-Site Access, Ziegler/Kechter, Kechter/Evening Primrose-Site

the existing control.
Using the traffic volumes shown in Figure 15, the Kechter/Evening Primrose and
Kechter/Site Access intersections operate in the long range (2035) total traffic future as
indicated in Table 9. Table 9 reflects full-movement access to Kechter Road located to the
east of the Kechter/Evening Primrose intersection. The other key intersections (not shown
in Table 9) will operate the same as that shown in Table 8. Calculation forms for these
analyses are provided in Appendix J. The key intersections will operate acceptably.
Using the traffic volumes shown in Figure 16, the Ziegler/Kechter, Kechter/Evening
Primrose, and Kechter/Site Access intersections operate in the long range (2035) total
traffic future as indicated in Table 10. Table 10 reflects full-movement access to Kechter
Road located to the east of the Kechter/Evening Primrose intersection. The other key
intersections (not shown in Table 10) will operate the same as that shown in Table 8.

will operate acceptably.
In the long range future (Figure 14 and Table 8), the south leg (northbound Evening
Primrose) operates at LOS E in the afternoon peak hour with the site access lined up at
this intersection. With the site access located east of the Kechter/Evening Primrose
intersection (Figure 15 and Table 9), the south leg (northbound Evening Primrose)
operates at LOS C in the afternoon peak hour. Clearly lining up the site access will
negatively impact this intersection. Based on the level of service analysis, the site access
east of Evening Primrose Lane is the recommended access location. According to Figure
15, the highest eastbound left-turn volume at the Kechter/Site Access intersection is 95
vehicles with an average delay of 8.7 seconds. Therefore, the probability that there would

be an eastbound left-turning vehicle is 0.23 or 23%. The highest westbound left-turn
volume at the Kechter/Evening Primrose intersection is 10 vehicles with an average delay
of 9 seconds. Therefore, the probability that there would be a westbound left-tuning
vehicle is 0.025 or 2.5%. The probability that an eastbound vehicle and a westbound left-
turning vehicle occur at the same time is 0.008 or 0.58%. Therefore, it is unlikely that left-
turning vehicles will have a conflict along Kechter Road.
Geometry
In consideration of LCUASS, Figure 8-4, there are a number of intersections
(Ziegler/Saber Cat, Ziegler/Sage Creek-Site Access, Kechter/Site Access, and
Kechter/Lady Moon) where right-turn lane volumes exceed the threshold. In all cases, the
threshold is marginally exceeded. Since the forecasted traffic reflects an event condition
and since the curb and gutter is established, it is recommended that these right-turn lanes
be waived. Figure 17 shows a schematic of the short range (2019) and long range (2035)
geometry, with the Site Access to Kechter Road offset to the east of Evening Primrose.
This is the recommended site access location based on level of service. This is existing
geometry at the Ziegler/Sage Creek-Site Access, Ziegler/Kechter, Kechter/Evening
Primrose, Kechter/Lady Moon, and Lady Moon/Saber Cat-County Fair intersections. At
the Ziegler/Saber Cat-County Fair intersection it was assumed that Saber Cat Drive and
County Fair Lane would have a left-turn lane and a through/right-turn lane.
Pedestrian Level of Service
Appendix L shows a map of the area that is within 1320 feet of the SouthEast
Community Park development. There are five pedestrian destinations within 1320 feet
of the SouthEast Community Park development. These are: 1) the residential area to
the east (Sage Creek) of this site, 2) the residential area to the southwest (Homestead)
of this site, 3) the residential area to the south (Fossil Lake) of this site, 4) the residential
area to the east (Willow Brook) of this site, and 5) Fossil Ridge High School to the north
of this site. The SouthEast Community Park site is located within an area termed as
“school walking area,” which sets the level of service threshold at LOS C for visual
interest and amenity and LOS B for all other measured categories. Pedestrian level of
service is achieved for all pedestrian destinations. The Pedestrian LOS Worksheet is
provided in Appendix L.
Bicycle Level of Service
Appendix L shows a map of the area that is within 1320 feet of the SouthEast
Community Park development. There is one bicycle destination within 1320 feet of the
SouthEast Community Park development, it is Fossil Ridge High School. The Bicycle
LOS Worksheet is provided in Appendix L. The minimum level of service for this site is
C. This site is connected to bike lanes on Kechter Road and Ziegler Road. Therefore,
it is concluded that level of service A can be achieved.

IV. CONCLUSIONS
This study assessed the impacts of the SouthEast Community Park on the street
system in the vicinity of the proposed development in the short range (2019) and long
range (2035) futures. As a result of this analysis, the following is concluded:
- The development of the SouthEast Community Park is feasible from a traffic
engineering standpoint. The SouthEast Community Park development will
generate approximately 1900 daily trips, 500 Saturday noon trip ends, and 500
weekday afternoon peak hour trip ends.
- Current operation at the Ziegler/Saber Cat, Ziegler/Sage Creek, Ziegler/Kechter,
Kechter/Evening Primrose, Kechter/Lady Moon, and Lady Moon/Saber Cat
intersections is acceptable.
- Using the short range (2019) and long range (2035) total weekday afternoon peak
hour traffic forecasts, it is unlikely that any of the stop sign controlled intersections
will meet the minimum threshold for the minor street. Therefore, it is not likely that
other signal warrants would be met.
- In the short range (2019) future, given development of the SouthEast Community
Park and an increase in background traffic, the Ziegler/Saber Cat-County Fair,
Ziegler/Sage Creek-Site Access, Ziegler/Kechter, Kechter/Evening Primrose-Site
Access, Kechter/Lady Moon, and Lady Moon/Saber Cat intersections will operate
acceptably. The SouthEast Community Park Access to Kechter Road will operate
acceptably in all three scenarios.
- In the long range (2035) future, given development of the SouthEast Community
Park and an increase in background traffic, the Ziegler/Saber Cat-County Fair,
Ziegler/Sage Creek-Site Access, Ziegler/Kechter, Kechter/Evening Primrose-Site
Access, Kechter/Lady Moon, and Lady Moon/Saber Cat intersections will operate
acceptably. The SouthEast Community Park Access to Kechter Road will operate
acceptably in all three scenarios.
- It is recommended that the site access on Kechter Road be located to the east of
the Kechter/Evening Primrose intersection.
- The short range (2019) and long range (2035) geometry is shown in Figure 17.
- Acceptable level of service is achieved for pedestrian, bicycle, and transit modes
