Response: This comment was with regard to placing conduit under the shared driveway, which we are no longer proposing, thus this comment is no longer applicable. At this time the payment amount is $209 per L.F. of property frontage. We are in the process of updating this number for the year 2015 and the price per L.F may change prior to project approval. Response: As discussed with the owner, an appropriate payment-in-lieu will be calculated for this project. Response: The electric is already underground in this area. The existing pole has telecom wires only. We have added two 1.5” PVC conduits in the utility easement along the frontage. Please change the Autumn Blaze Pear shown as street trees to Chanticleer Pear. Response: Response: The tree height in the note has been changed to 8 feet from 6 feet as requested, and tree species changed as requested. Comment Number: 2 Comment Originated: 01/28/2015 01/28/2015: There is a 4 inch Green Ash shown to be transplanted. Since the review that occurred in 2013, Emerald Ash Borer has been found in Boulder, Colorado and it will likely be found in Fort Collins in the near future. With this potential threat to all ash trees in Fort Collins the transplanting a small ash tree generally would not be advised. Ash are currently marked as do not plant in the Front Range Tree Recommendation List. Response: Ash is no longer proposed as requested. The Landscape Plan shows a proposed canopy tree (1-AB) that is located to close to the existing street light. It is identified under note 12 of the Landscape Notes that there must be 40 ft. between canopy trees and street lights and 15 feet between ornamental trees and street lights. Department: Stormwater Engineering Contact: Jesse Schlam, 970-218-2932, jschlam@fcgov.com Topic: Erosion Control Comment Number: 6 Comment Originated: 01/28/2015 01/28/2015: Section A.7 of Appendix C - "washing out concrete trucks" silt fence and straw wattles are not acceptable BMPs to prevent the pollutants associated with concrete washout, choose better BMP. Response: Straw wattles have been removed from the erosion control plan. Concrete washout will not be allowed within the construction site. Section B.2.E - "Waterline, sanitary sewer, and storm sewer will be covered and placed on the pallets". Are these the utility infrastructure? Or the stuff in the ground please clarify. Response: The majority of these materials will consist of water and sanitary sewer piping associated with Phase One. Phase Two includes a small amount of water and sanitary sewer service piping. Section B.2.J - If concrete work is to occur on a site then yes a BMP needs to be used to keep concrete and other trades men from washing in the curbline. Response: Phase One does not include any concrete placement. Phase Two includes concrete placement work for the foundations and hardscape typical for construction of a single-family home, which is often accomplished without an on-site washout area. Concrete washout will not be allowed on-site or adjacent to the site. Section B.2.N - "If sanitary facilities are located on paved surfaces, a secondary containment BMP will need to be constructed". If facilities are on hard surfaces something needs to be in place to prevent them from tipping. Detail EC4 on page C10 has shown to cause flooding issues in higher flow conditions. Please design for overflow in case of increased water to that inlet. Response: The sanitary facility will be located within the project site, off paved or hard surfaces. Please show calculation verifying that the site escrow is $1500.
