The traffic volumes at the Conifer/Redwood intersection were collected in June 2015. Raw traffic data is provided in Appendix B. Table 1 shows the current morning and afternoon peak hour operation of the Conifer/Redwood intersection. The Conifer/Redwood intersection currently meets the City of Fort Collins Motor Vehicle LOS Standards during the morning and afternoon peak hours with existing control and geometry. Calculation forms are provided in Appendix C. A description of level of service for unsignalized intersection from the 2010 Highway Capacity Manual is provided in Appendix C. Table 4-3 (revised per staff comments regarding type of intersection) showing the Fort Collins Motor Vehicle LOS Standards (Intersections) are also provided in Appendix C. The Village at Redwood site is in an area termed “low density mixed use residential.” In areas termed “low density mixed use residential,” acceptable operation at unsignalized intersections, acceptable operation is considered to be at level of service F for any approach leg for an arterial/arterial, arterial/collector and arterial/local intersections. In such areas, it is expected that there would be substantial delays to the minor street movements at unsignalized intersections during the peak hours. This is considered to be normal in urban areas. At unsignalized collector/local intersections, acceptable operation is considered to be at level of service C for any approach leg. Figure 4 shows the site plan for the Village at Redwood. The Village at Redwood is a 72 unit multi-family development. Currently the site is vacant. Access to the site will be via two full-movement accesses to/from Redwood Street. The site plan shows ‘recessed’ on-street parallel parking spaces along the site frontage. This parking will be available to the residents of the Village at Redwood, as well as the area residents. The ‘recessed’ parking will not further narrow Redwood Street in this area. Trip Generation for Apartment (Code 220) contained in Trip Generation, 9th Edition, ITE was used to estimate the trips that would be generated by the Village at Redwood. A trip is defined as a one-way vehicle movement from origin to destination. Table 2 shows the estimated trip generation on a daily and peak hour basis. The trip generation for the Village at Redwood resulted in 478 daily trip ends, 37 morning trip ends, and 45 afternoon trip ends. Directional distribution of the generated trips was determined for the Village at Redwood site and is shown in Figure 5. Figure 6 shows the site generated peak hour traffic assignment of the Village at Redwood. Figure 7 shows the short range (2020) background morning and afternoon peak hour traffic at the Conifer/Redwood intersection. Background traffic volume forecasts for the short range (2020) future were obtained by reviewing traffic studies for other developments in this area and reviewing historic counts in the area. Traffic volumes at the Conifer/Redwood intersection were increased at a rate of 2.0 percent per year. The unbuilt portion of Aspen Heights was added to the short range volumes. The short range (2020) background traffic volumes reflect the Redwood Street connection to the south. Table 3 shows the short range (2020) background morning and afternoon peak hour operation at the Conifer/Redwood intersection. Calculation forms are provided in Appendix D. The Conifer/Redwood intersection will meet the City of Fort Collins Motor Vehicle LOS Standards during the morning and afternoon peak hours with the existing control and geometry in the short range (2020) future. DELICH Village at Redwood TIS, July 2015 ASSOCIATES Figure 8 shows the short range (2020) total morning and afternoon peak hour traffic at the Conifer/Redwood, Redwood/South Site Access, and Redwood/ North Site Access intersections. Table 4 shows the short range (2020) total morning and afternoon peak hour operation at the key intersections. Calculation forms are provided in Appendix E. The Conifer/Redwood intersection will meet the City of Fort Collins Motor Vehicle LOS Standards during the morning and afternoon peak hours with the existing control and geometry. The two site access intersections on Redwood Street will meet the City of Fort Collins Motor Vehicle LOS Standards. According to Figure 8-1 in the Larimer County Urban Area Street Standards, a center left-turn lane is not required at the site access intersections. The Village at Redwood site is in an area within which the City requires pedestrian and bicycle level of service evaluations. Appendix F shows a map of the area that is within 1320 feet of the Village at Redwood site. The Village at Redwood site is located within an area termed as “transit corridor,” which sets the pedestrian level of service threshold at LOS C for all measured categories, except for Directness and Security at LOS B. There are four destination areas within 1320 feet of the proposed Village at Redwood: 1) the commercial area to the west, 2) the residential area to the south, 3) the residential neighborhood to the east, and 4) the residential neighborhood to the north. Appendix F contains a Pedestrian LOS Worksheet. Based upon Fort Collins Bicycle LOS criteria, there is one destination area within 1320 feet of the Village at Redwood site: the commercial area to the west. Appendix F contains a Bicycle LOS Worksheet. Currently, this area is served by Transfort Routes 8 and 81. There are bus stops near the Conifer/Redwood intersection. The transit service is acceptable. It is concluded that, with development of the Village at Redwood, the future level of service at the key intersections will be acceptable. The Village at Redwood can be built without additional geometric or other street improvements.
