SUBJECT: Affinity at Fort Collins Transportation Impact Study

This memorandum constitutes a transportation impact study (TIS) for Affinity at
Fort Collins. The Affinity at Fort Collins site is located north of the Front Range Village
Shopping Center and is shown in Figure 1. The current site plan for Affinity at Fort
Collins is shown in Figure 2. Affinity at Fort Collins is proposed as a senior apartment
building with 161 units. Primary access to Affinity at Fort Collins will be via Corbett
Drive. There will be emergency access to the north via Kingsley Court. The existing
geometry at the Harmony/Corbett and Corbett/Council Tree intersections is shown in
Figure 3. The scope of this memorandum was discussed with Martina Wilkinson, City of
Fort Collins Traffic Operations. Since the trip generation is expected to be low, a
memorandum analyzing impacts to the Harmony/Corbett and Corbett/Council Tree
intersections was requested. A base assumptions form and related information is
provided in Appendix A.
Recent peak hour traffic counts at the Harmony/Corbett and Corbett/Council Tree
intersections are shown in Figure 4. Traffic counts at the Harmony/Corbett intersection
were obtained in June 2013. Traffic counts at the Corbett/Council Tree intersection
were obtained in December 2014. Raw traffic count data is provided in Appendix B.
Using the volumes shown in Figure 4, the current peak hour operation at the
Harmony/Corbett and Corbett/Council Tree intersections is shown in Table 1.
Calculation forms for these analyses are provided in Appendix C. The key intersections
were analyzed using the signalized and unsignalized intersection techniques from the
2010 Highway Capacity Manual (2010 HCM). A description of level of service for
signalized and unsignalized intersections from the 2010 Highway Capacity Manual is
provided in Appendix C. Table 4-3 (revised per staff comments regarding type of
intersection) showing the Fort Collins Motor Vehicle LOS Standards (Intersections) is also
provided in Appendix C. This area of Fort Collins is considered to be a "Commercial
Corridor." In areas termed "Commercial Corridor," acceptable operation at signalized
intersections during the peak hours is defined as level of service D or better for the
overall intersection, and level of service E or better for any leg or movement. There is

no level of service threshold for arterial/arterial, arterial/collector, arterial/local, and
collector/local stop sign controlled intersections. As can be seen in Table 1, the
Harmony/Corbett and Corbett/Council Tree intersections are currently operating
acceptably with existing control and geometry. The calculated delay for each
movement and leg is provided when the level of service falls in the LOS D or LOS E
categories.
There are pedestrian facilities adjacent to developed properties. This includes all
properties within the Front Range Village Shopping Center. Bicycle lanes exist within
the cross section of Harmony Road and Corbett Drive. This area is served by Transfort
route 16, which runs along Harmony Road.
Trip Generation, 9

Edition, ITE was used to estimate the daily and peak hour
trip generation for Affinity at Fort Collins. From this reference, the rates for Senior
Attached (Code 252) were used to estimate the daily and peak hour trip generation as
shown in Table 2. The trip generation resulted in 554 daily trip ends, 32 morning peak
hour trip ends, and 40 afternoon peak hour trip ends. The trip distribution for Affinity at
Fort Collins is shown in Figure 5. Figure 6 shows the site generated peak hour traffic
assignment.
Background traffic projections for the short range (2019) future horizon were
obtained by reviewing forecasts from the Avago Expansion TIS. Figure 7 shows the
short range (2019) background peak hour traffic at the Harmony/Corbett and
Corbett/Council Tree intersections. The traffic volumes generated by the proposed
Affinity at Fort Collins were added to the background traffic volumes to produce the total
traffic volume forecasts for the short range (2019) future. Figure 8 shows the short
range (2019) total peak hour traffic at the Harmony/Corbett and Corbett/Council Tree
intersections.
Table 3 shows the short range (2019) background morning and afternoon peak
hour operation at the Harmony/Corbett and Corbett/Council Tree intersections. The
Harmony/Corbett and Corbett/Council Tree intersections will operate at acceptable
levels of service with the existing geometry and signal timing. Calculation forms for
these analyses are provided in Appendix D.
Table 4 shows the short range (2019) total morning and afternoon peak hour
operation at the Harmony/Corbett and Corbett/Council Tree intersections. The
Harmony/Corbett and Corbett/Council Tree intersections will operate at acceptable
levels of service with the existing geometry and signal timing. Calculation forms for
these analyses are provided in Appendix E.
According to the site plan, sidewalks will be built along the property frontage on
Corbett Drive and within the site. There is currently sidewalk along the west side of
Corbett Drive that extends from the Front Range Village Shopping Center to the south
property line of the Affinity at Fort Collins site. The Affinity at Fort Collins site is in an
area within which the City requires pedestrian and bicycle level of service evaluations.

Appendix F shows a map of the area that is within 1320 feet of Affinity at Fort Collins.
The Affinity at Fort Collins site is located within an area termed as “Activity Center,”
which sets the level of service threshold at LOS B for all measured categories except for
Street Crossing, which is LOS C. There are three destination areas within 1320 feet of
the proposed Affinity at Fort Collins site: 1) the residential neighborhood to the north of
the site, 2) the residential neighborhood to the southwest of the site, and 3) the
commercial land uses in the Front Range Village Shopping Center. However, the
pedestrian relationship between the subject land use and destination areas 1 and 2 will
not be significant. Appendix F contains a Pedestrian LOS Worksheet. Acceptable LOS
is achieved in every category. It is expected that sidewalks will be installed along
vacant properties, when these properties are developed in the future.
Based upon Fort Collins bicycle LOS criteria, there is one bicycle destination
within 1320 feet of the site. This destination is the Front Range Village Shopping
Center. The Bicycle LOS Worksheet is provided in Appendix F. This site connects
directly to bike lanes on Corbett Drive, which achieves level of service C.
Currently, this area is served by Transfort route 16, which runs along Harmony
Road. It is expected that transit level of service will be acceptable.
It is concluded that the Harmony/Corbett and Corbett/Council Tree intersections
will operate acceptably with existing geometry and control (signal timing). The
Harmony/Corbett and Corbett/Council Tree intersections will meet the Fort Collins
criteria for level of service during the peak hours with regard to operation. Acceptable
level of service is achieved for pedestrian, bicycle, and transit modes based upon the
measures in the multi-modal transportation guidelines.
