CSU Parking Lot
Summary of Staff Findings
• Based on the Requirements for Site Plan
Advisory Review (SPAR)
• Three Criteria:
1. Location: consistent with City Land Use designation
2. Character: Conforms to CSU design standards
3. Extent: Mitigate impacts to the extent feasible
• Recommendation: approval

Criteria 3 -- Extent (landscaping and drainage):
– Enhanced naturalized landscape buffer and detention
area (better than)
– Incorporation of naturalized bio-swale drainage design
(better than)
– Provide more varied landforms in the detention area
– Provide interpretive signage along the drainage area
– Provide flush landscape islands/naturalized water
quality system in the parking lot (better than)

– Incorporation of additional perimeter sidewalks
– Incorporation of an enhanced bus stop within the
parking lot
– Preserving existing trees along Centre and Research
– Provide a west-bound right turn lane on Drake Road

transportation
– Re-route S. College trail connection, connecting to
Mason Trail south of the parking garage
– Lengthening of turn lanes at the eastbound approach of
Pitkin to South College

– Meet City engineering standards including standard
accessible ramp details, traffic signage, etc.
