RE: River Modern Traffic Impact Study
Sustainable Traffic Solutions, Inc. prepared a traffic impact study for the River Modern
development dated March 3, 2015. The land use for the project hasn’t changed since the study
was prepared, therefore, the study is still applicable to the project.
The comments received on the study were:

03/24/2015: We'll need figure out if a variance is needed for the outbound drive or not,
and whether any parking needs to be restricted for sight distance.
Response: A variance request for the exit only access is attached to this memo. Based on my
discussion with Martina Wilkinson, both the LUCASS and AASHTO criteria will eliminate more
than an acceptable amount of on-street parking around each access. Therefore, the on-street
parking restriction will be determined at final design. Likely one or two spaces will be eliminated
around each access.

RE: River Modern Subdivision – 900 East Stuart Street
Request for Variance #3 – Access Spacing on Stuart Street
Dear Ms. Langenberger,
The River Modern Subdivision is a proposed residential subdivision at 900 East Stuart Street. The
site is on the north side of Stuart Street (classified as a Minor Collector Street) and is surrounded by
existing residential development. A low volume, exit only, driveway is proposed to intersect Stewart
Street on the east edge of the child care parcel. This proposed driveway will be within 30’ of the
existing residential driveway to the east. A variance is requested from Table 7-3 in the Larimer
County Urban Area Street Standards to allow these two driveways to be within 30’ of each
other. The standard distance between driveways is 30’.
Following are justifications for this variance:
1. The driveway will be beneficial for on-site circulation. Inbound daycare traffic will enter the
site on Cherokee Drive and then exit through this driveway. It will eliminate the need for
parents to turn around on the site to exit at Cherokee Drive.
2. The peak hour traffic volumes on Stuart Street are low, so there will be ample gaps for side
street traffic to turn into.
3. The volume of traffic on this driveway will be low with only 16 vehicles exiting the site during
the morning peak hour and 18 exiting during the evening.
4. If two motorists approached Stewart Street from the adjacent driveways at the same time,
they will be able to see each other and avoid entering the street at the same time.
We do not anticipate that this variance will be detrimental to the public health, safety, or welfare.
