Site Description
A. Construction of Rigden Farm Tract Z, which includes grading, pipeline installation,
concrete installation, street installation, which will help support a residential
development
B. Install of erosion control BMPs, set up staging area, install concrete wash-out, PLEASE
refer to site map for the remainder of construction sequences
C. The total area to be disturbed by this project is estimated at 3 acres. This includes areas
along construction route, permanent and temporary construction easement, haul roads,
staging area.
D. The subsurface soils at the site consisted of primarily of sand, clay stone, and gravely
soil. For further information on the soil please refer to soil report.
E. The existing vegetation is native grass and broad leaf weeds. Ground cover is
approximately 80%.
F. Potential Pollutants: Soil erosion into box elder ditch; Slurry into the box elder ditch,
excavation, construction, stockpiling of soil, road access to and from staging area. Fuel;
fueling of equipment and vehicles at staging area (any fuel spills will be handled
immediately following Crow Creek guidelines). Chemical; oil, grease, lubricants, port o
potty (at staging area) (any chemical spills will be handled immediately following Crow
Creek guidelines).
G. Allowable sources of non-stormwater discharge are but not limited to; concrete wash
out, landscape irrigation, and water for fire rescue
H. The 1st
receiving water is a box elder ditch, into the Cache la Poudre River. MS4 is the
City of Fort Collins.

Stormwater Management Controls
B. 1. Excavation of soil and stock piles will most likely be a daily occurrence for the first few
weeks of the project. The use of straw wattle and or earth berms will be used as the
BMP to contain any sediment into the box elder ditch.
2. Vehicle tracking will be maintained on a daily basis. The areas that may be affected
are Denver Dr, Drake Rd, Exmoor Ln, and Des Moines Dr . If significant rainfall should
occur during the duration of the project, any and all vehicle traffic will be stopped.
3. Management of any contaminated soil will happen immediately and will follow
guidelines set by Crow Creek. These policies and procedures are directed by the State of
Colorado as well as the Environmental Protection Agency. Areas of concern will be the
staging area, to and from traffic, as well as the active daily construction areas.
4. The loading and unloading of all operations will be done at the staging area (see site
map).
5. Storage of materials, fuel, chemicals will be at the staging area (see site map). Fuel
tank will be in secondary containment. All oils and lubricants will be stored in the
enclosed trailer.
6. The fueling of vehicles and equipment will be done at the staging area. If any general
maintenance needs to be done; this will take place at the staging area. If any major
repairs are need on equipment; this will be done at an offsite location.
7. If any dust or particulate (air borne) start occurring from construction traffic. A water
truck will be used to wet down areas to minimize dust.
8. Daily routine maintenance and clean up (if needed) will include but not limited to the
fuel tank, oil, lubricants, and grease and degreases. All maintenance will be done at
staging area (see site map)
9. On site waste disposal will consist of a roll off dumpster. Which will be dumped as
needed throughout the duration of the project.
10/11. A concrete wash out will be installed (see site map).This shall be monitored and
cleaned out as needed to insure proper use and the contents hauled to the dump.
12. All non-industrial waste (common trash) will be contained in a roll off dumpster.
Port o pottys will be used at the staging area and staked down to prevent tipping.
13. Construction activities shall be completed to limit the extent of materials handling to
only that which is required to complete construction of the site. Topsoil removed and
stockpiled will be provided with straw wattle barrier surrounding the pile to prevent the
soil to enter into the borrow ditch. A specific site will be designated for parking and
fueling of equipment (staging area). Any inadvertent fuel or oil spill will be removed
immediately from the site and disposed of offsite. (* please refer to specific lot map for
placement of BMP).
C.
1. Structural Practices for Erosion and Sediment Control: Structural practices will
include physical processes that will greatly reduce or eliminate the movement of
sediment or other sources of pollutants into the storm water systems. The site map will
show the proposed structural practices proposed to protect the site during construction.
These processes will be sequenced to coordinate with the actual construction activity
and be placed at the appropriate times prior to, or upon completion of that activity, or
during the interim between two construction activities. Structural practices to be
implemented on this project will include but not limited to:
Straw wattle, berms, v-ditch, silt fence, inlet protection, secondary containments,
sediment basin, dewatering, concrete wash out, temporary seeding and vehicle tracking
pad
2. Non-Structural Practices: Such as preventive maintenance or persevering natural
vegetation, are mainly definitions of operational or managerial techniques. Non-
structural practices to be implemented on this project will include but not limited to:
Use of existing vegetation, soil roughening, seeding and mulching, of soil that will be
exposed for 30 days or more and not actively constructed upon, cleaning of sediment
onto roadways, limit construction traffic to limited areas, require fuel in specific area,
require control and clean up of inadvertent spills, provide a spill prevention
plan/cleanup plan.
3. Phased BMP Implementation: The staging area, vehicle tracking pad, concrete wash
out, all secondary containment devices, waste containments and port o pottys will be
installed/constructed before construction is set to begin. The installation of straw wattle
and or earth berms (see site map) will be installed prior to excavation and will be used
to contain sediment from entering into borrow ditch. Soil roughening will happen
immediately and maintained as needed during the duration of the project. Seeding and
mulching and or landscaping will follow behind final grade and will be maintained until
final stabilization.
4. Material Handling and Spill prevention: Construction activities shall be completed to
limit the extent of materials handling to only that which is required to complete
construction of the site. Topsoil removed and stockpiled will be provided with straw
wattles surrounding the pile to prevent the movements of sediment until it is moved
back into place. A specific site will be designated for parking and fueling of equipment.
Any spill will be removed immediately from the site and properly disposed of offsite.
Concrete wash out will be provided for any truck wash out required at the exit of the
project (see site map). The concrete wash out shall be monitored and cleaned of
concrete when needed and the material hauled to the dump.
5. Final Stabilization: Final stabilization will be accomplished by re-vegetation. Included
in re-vegetation will be the seeding/crimping of a dry land grass mix in the areas
disturbed and the install of landscaping. The final stabilization of the project will occur
when the crop of dry land grass mix, or otherwise, has been established and the cover is
is 70% of original vegetation growth.
6. Inspection and Maintenance: The contractor shall maintain the controls and practices
discussed in the SWMP per the requirements of the Colorado General Permit. The
erosion control features shown on the site plan will be inspected every 14 days or after
and significant storm event. Preventive maintenance shall be identified during the
inspections and carried out as soon as possible. Maintenance will include but not limited
to: resetting/replacing straw wattle, maintaining berms, cleaning of sediment onto road
ways, removal of sediment from sediment traps. Contractor will be responsible for
maintaining erosion control inspections and maintenance logs.
