Alternatively, conduits may be installed in preparation of undergrounding since the frontage of property is short. A utility easement may need to be created behind the property line to include the conduits along with the water meters. 3/6/2013: Sheet C3 – There is overhead electric in front of the property. Please explore what will be required for this project to relocate the overhead electric now or in the future Conduits, easement, etc? Response: The overhead utilities in front of the site are telecom only. According to Janet McTague, the electric is already underground to the northwest corner of the site and is of sufficient size to serve this project. We will work during final design with the overhead telecom utilities to extend those underground through the additional utility easement we are providing along the frontage. Topic: General Comment Number: 13 Comment Originated: 12/11/2012 5/28/2013: Thank you for the Engineer’s Estimate, now that Coy Ditch has been confirmed to no longer need to remain, this estimate may need to be updated. At this time the Local Street portion of $204/L.F. will be all that needs to be collected. The project will be responsible for removing CMP, filling in and abandoning the Coy Ditch along its frontage. 3/6/2013: As was discussed prior to resubmittal, the project will be able to make payment in lieu for the frontage improvements and Coy Ditch relocation. This payment will most likely have 3 parts; the local street portion which is $204/lf of frontage, an engineer’s estimate to construct the new Coy Ditch location and an engineer’s estimate to abandon the Coy Ditch in the right of way. 12/11/2012: Engineering and transportation staff will need to discuss internally the applicant’s desire to escrow funds for the construction of curb, gutter, sidewalk and Coy Ditch. Recent direction has been to no longer escrow for future construction. Response: We have coordinated with Stormwater and Natural Resources on the disposition of the Coy ditch. They currently have a project underway to remove and fill in the Coy. Comment Number: 24 Comment Originated: 5/28/2013 5/28/2013: The City just announced that the Coy Ditch rights have been purchased by Natural Resources and they no longer need the ditch along the frontage of your project. Please incorporate removing the CMP, filling in the ditch and abandoning it along your frontage. Contact Natural Resources on whether or not they need a signature block or any special notes on any sheets. Response: As previously mentioned, we have coordinated and will continue to coordinate with Stormwater and Natural Resources regarding the Coy. Comment Number 23 Comment Originated: 3/6/2013 5/28/2013: The Coy Ditch rights have been purchased by City of Fort Collins Natural Resources and thus an easement will no longer be required to be dedicated on the property. However, please contact Natural Resources to determine if they still require a signature block since this project incorporates the area of the existing ditch. 03/06/2013: Is there specific Coy Ditch easement language that needs to be included on the plat. For example anything that pertains to specifics regarding Landscaping allowed in easement, maintenance, etc? Response: Additional signature blocks are not needed per discussion with Natural Resources and Stormwater. Response: Troy Jones met with Tim Buchanan on-site after this comment was made and got clear about his evaluation of species and condition, which is now reflected on the landscape plan. Comment Number: 3 Comment Originated: 5/28/2013 5/28/2013: Please add a landscape note that describes tree transplanting. Tree transplanting shall following the recommendations of a qualified tree transplanting contractor, as to time of year transplanting can occur, size of tree spade, and watering and aftercare. Response: Please see revised landscape plan. Department: Light and Power Contact: Doug Martine 970-224-6152 Topic: General Comment Number: 1 Comment Originated: 2/21/2013 5/23/2013: If/when the existing Light & Power facilities need to be relocated, the requesting party will be responsible for the costs. 2/21/2013: The existing streetlight and electric vault near the N.W. corner of the site will need to be relocated at the developer’s expense to just behind the curb. The landscape plan needs to show this light, and street tree locations adjusted to provide a minimum of 40 feet of clearance between the light and the tree (15 feet if the tree is an ornamental type). Response: As previously discussed, the electric does not require relocating. Response: The Irrigation company no longer owns the water rights to the Coy Ditch. It was purchased by the City of Fort Collins Natural Areas. The ditch company signature is no longer needed per discussion with John Stokes (Natural Resources) and Glen Schlueter (Stormwater). This may allow the site to be lowered and minimize the retaining wall height. Response: The ditch has been removed from the ultimate design. It is anticipated that the City project to remove and fill in the Coy will be complete before this project begins construction. However, the interim condition (showing the Coy in place, but functioning as a drainage ditch) is being retained in the plans in case that project does not move ahead as quickly as expected. We will continue to coordinate on the schedule and scope of the City project as the project moves through final design.
