INTRODUCTION This Intermediate transportation impact study (TIS) addresses the capacity, geometric, and control requirements for the proposed Mainstreet development. The proposed Mainstreet development is located in the northeast quadrant of the future Ziegler/Precision intersection in Fort Collins, Colorado. During the course of the analysis, numerous contacts were made with the project engineering consultants (Cole & Associates/Aspen Engineering) and Fort Collins Traffic Operations. This study generally conforms to the format set forth in the Fort Collins TIS Guidelines in the “Larimer County Urban Area Street Standards” (LCUASS). A scoping discussion was held with the Fort Collins Traffic Engineering staff. The Transportation Impact Study Base Assumptions form and related documents are provided in Appendix A. The study involved the following steps: - Collect physical, traffic, and development data; - Perform trip generation, trip distribution, and trip assignment; - Determine peak hour traffic volumes; - Conduct capacity and operational level of service analyses on key intersections; - Analyze signal warrants; - Conduct level of service evaluation of pedestrian, bicycle, and transit modes of transportation DELICH Mainstreet TIS, October 2014 ASSOCIATES Page 1 II. EXISTING CONDITIONS The location of Mainstreet is shown in Figure 1. It is important that a thorough understanding of the existing conditions be presented. Land Use Land uses in the area are primarily commercial, industrial, or residential. There are residential uses to the west and southeast of the site. There are commercial uses to the north of the site. There are industrial uses north and east of the site. The center of Fort Collins lies to the northwest of the proposed Mainstreet site. Streets The primary streets near the Mainstreet site are Ziegler Road, Timberwood Drive, and Precision Drive. Figure 2 shows a schematic of the existing geometry at the Ziegler/Timberwood-Intel North Access and Ziegler/Intel South Access intersections. Ziegler Road is west of (adjacent to) the proposed Mainstreet site. Ziegler Road is classified as a four-lane arterial street, north of Rock Creek Drive and a two-lane arterial street, south of Rock Creek Drive on the Fort Collins Master Street Plan. Currently, Ziegler Road has a four-lane cross section with auxiliary lanes north of Rock Creek Drive and has a two-lane cross section with auxiliary lanes south of Rock Creek Drive. At the Ziegler/Timberwood-Intel North Access intersection, Ziegler Road has northbound and southbound left-turn lanes and two through lanes in each direction. At the Ziegler/Intel South Access intersection, Ziegler Road has a southbound left-turn lane and two through lanes in each direction. The Ziegler/Intel South Access intersection has stop sign control on the Intel South Access. The existing speed limit in this area is 40 mph. Timberwood Drive is classified as a collector street on the Fort Collins Master Street Plan. It serves commercial land uses along Harmony Road and connects to Corbett Drive and the PVH Harmony Campus to the west. The east leg at the Ziegler/Timberwood intersection is the Intel North Access. At the Ziegler/Timberwood- Intel North Access intersection, Timberwood Drive and the Intel North Access have all movements combined in single approach lanes. The Ziegler/Timberwood-Intel North Access intersection has stop sign control on Timberwood Drive and the Intel North Access. Precision Drive is classified as an industrial local street. The Ziegler/Precision intersection does not exist. Precision Drive currently exists east of Technology Parkway. Precision Drive will be extended to Ziegler Road with the development of Mainstreet. The counts at the Ziegler/Timberwood-Intel North Access intersection were obtained in October 2014. Raw traffic count data is provided in Appendix B. The traffic volumes at the Ziegler/Intel South Access were synthesized based upon the traffic volumes at the Ziegler/Timberwood-Intel North Access intersection and discussions with an Intel representative. The Intel South Access is used by trucks and an occasional passenger car vehicle type. Existing Operation The Ziegler/Timberwood-Intel North Access and Ziegler/Intel South Access intersections were evaluated and the peak hour operation is displayed in Table 1. Calculation forms are provided in Appendix C. The Ziegler/Timberwood-Intel North Access and Ziegler/Intel South Access intersections are currently operating acceptably with existing control and geometry in the morning and afternoon peak hours. The intersections were evaluated using techniques provided in the 2010 Highway Capacity Manual. A description of level of service for unsignalized intersections from the 2010 Highway Capacity Manual and a table showing the Fort Collins Motor Vehicle LOS Standards (Intersections) are also provided in Appendix C. The Mainstreet site is in an area termed “all other areas.” In areas termed “all other areas,” acceptable operation at unsignalized intersections during the peak hours is defined as level of service E or better for any approach leg for an arterial/collector intersection and an arterial/local intersection. Pedestrian Facilities There are sidewalks adjacent to developed properties along Ziegler Road, Timberwood Drive, and the existing portions of Precision Drive within the pedestrian influence area. Many of the street cross section elements were built prior to the current standards. Therefore, some of the sidewalks may be considered to be substandard. Bicycle Facilities There are bicycle lanes along Ziegler Road within the study area. Transit Facilities Currently, this area of Fort Collins is served by Transfort Route 16. Route 16 operates primarily along Harmony Road and Ziegler Road. PROPOSED DEVELOPMENT Mainstreet is a residential rehabilitation facility development with 100 beds. Figure 4 shows a site plan of Mainstreet. The short range analysis (Year 2019) includes development of Mainstreet and an appropriate increase in background traffic due to normal growth and other potential developments in the area. The site plan shows a new driveway for the Mainstreet site. There will only be one driveway in this area. The driveway location will be resolved as this proposal proceeds. It will be shared by Mainstreet and Intel. There will also be access to/from the future extension of Precision Drive. Trip Generation Trip generation is important in considering the impact of a development such as this upon the existing and proposed street system. A compilation of trip generation information contain in Trip Generation, 9 th Edition, ITE was used to estimate the trips that would be generated by the proposed/expected uses at this site. It was determined that Assisted Living (Code 254) was the land use that best fit the Mainstreet site. A trip is defined as a one-way vehicle movement from origin to destination. Table 2 shows the expected trip generation on a daily and peak hour basis. The trip generation of Mainstreet development resulted in 274 daily trip ends, 18 morning peak hour trip ends, and 30 afternoon peak hour trip ends. Figure 5 shows the trip distribution for the short range (2019) analysis future. The trip distribution was agreed to by City of Fort Collins staff in the scoping discussions. Background traffic projections for the short range future horizon were obtained by reviewing the North Front Range Regional Transportation Plan and various traffic studies prepared for this area of Fort Collins. Based upon these sources, it was determined that traffic volumes on Ziegler Road and Timberwood Drive would increase by approximately 2% per year in the short range future. The background traffic growth was agreed to by City of Fort Collins staff in the scoping discussions. Traffic from Kechter Farm was included in the short range (2019) background forecasts. For analysis purposes, Precision Drive was assumed to be extended to Ziegler Road. Traffic from various developments within the Harmony Tech Park were reassigned to the extension of Precision Drive. Trip Assignment Trip assignment is how the generated and distributed trips are expected to be loaded on the street system. The assigned trips are the resultant of the trip distribution process. Figure 7 shows the site generated peak hour traffic assignment. Figure 8 shows the short range (2019) total (site plus background) peak hour traffic assignment. Signal Warrants As a matter of policy, traffic signals are not installed at any location unless warrants are met according to the Manual on Uniform Traffic Control Devices. The Ziegler/ Timberwood-Intel North Access and Ziegler/Precision stop sign controlled intersections will not meet signal warrants in the future. Operation Analysis Operation analyses were performed at the Ziegler/Timberwood-Intel North Access, Ziegler/Site Access, and Ziegler/Precision intersections. The operation analyses were conducted for the short range future, reflecting year 2019 conditions. Using the traffic volumes shown in Figure 6, the key intersections operate in the short range (2019) background traffic future, with the existing geometry, as indicated in Table 3. Calculation forms for these analyses are provided in Appendix D. The key intersections will operate acceptably. Using the traffic volumes shown in Figure 8, the key intersections operate in the short range (2019) total traffic future, with the existing geometry and signal timing, as indicated in Table 4. Calculation forms for these analyses are provided in Appendix E. The key intersections will operate acceptably. This is the existing geometry at the Ziegler/Timberwood-Intel North Access and Ziegler/Site Access intersections. The distance from the Mainstreet Driveway to Timberwood Drive is 460 feet. There is a northbound left-turn lane (100 feet plus bay taper at 55 feet) approaching Timberwood Drive. The storage component, using the forecasted traffic (Figure 8) is 100 feet for this northbound left-turn lane. South of this left-turn lane, Ziegler Road is striped as a continuous left-turn lane to the bay taper of the southbound left-turn lane approaching Rock Creek Drive. The distance from the Mainstreet Driveway to future Precision Drive is 460 feet. There are no streets or driveways on the west side of Ziegler Road between Timberwood Drive and Rock Creek Drive. The southbound left-turn storage components, using the forecasted traffic (Figure 8), are 50 feet approaching the Mainstreet Driveway and 100 feet approaching Precision Drive. The storage component of 50 feet can be provided at either Ziegler Road driveway location. It is recommended that the existing continuous left-turn lane striping remain. Pedestrian Level of Service Appendix F shows a map of the area that is within 1320 feet of the Mainstreet site. There will be five pedestrian destinations within 1320 feet of Mainstreet site. These are: 1) the Harmony Tech Park to the north, south, and east of the site; 2) the residential area to the west of the site, and 3) the commercial area to the northwest of the site. This site is in an area type termed “other.” The Pedestrian LOS Worksheet is provided in Appendix F. The minimum level of service for “other” is C for all areas of evaluation. Sidewalks exists on the route to destination areas 2 and 3. Sidewalks will be constructed with the extension of Precision Drive. Therefore, the pedestrian level of service will be acceptable to all destination areas. Bicycle Level of Service Appendix F shows a map of the area that is within 1320 feet of Mainstreet development. There will be one bicycle destination within 1320 feet of Mainstreet development. This is the commercial area to the northwest of the site. The Bicycle LOS Worksheet is provided in Appendix F. The base level of service is C for the bicycle destination. This site is connected to Ziegler Road. Therefore, it is concluded that level of service B can be achieved. Transit Level of Service This area of Fort Collins is served by Transfort Route 16. Route 16 operates primarily along Harmony Road and Ziegler Road. CONCLUSIONS This study assessed the impacts of Mainstreet on the street system in the vicinity of the proposed development in the short range (2019) and long range (2035) future. As a result of this analysis, the following is concluded: - The development of Mainstreet is feasible from a traffic engineering standpoint. At full development, Mainstreet will generate approximately 274 daily trip ends, 18 morning peak hour trip ends, and 30 afternoon peak hour trip ends. - All intersections operate acceptably with the existing traffic and geometry. - The Ziegler/Timberwood-Intel North Access and Ziegler/Precision stop sign controlled intersections will not meet signal warrants in the future. - In the short range (2019) future, given development of Mainstreet and an increase in background traffic, the key intersections will operate acceptably. - The short range (2019) geometry is shown in Figure 9. This is the current geometry. - Acceptable level of service is achieved for pedestrian, bicycle, and transit modes based upon the measures in the multi-modal transportation guidelines and the Fort Collins Pedestrian Plan.
