It would also be beneficial to incorporate several different types of species interspersed with one another or as clusters to avoid creating a monoculture. Comment Number: 1 Comment Originated: 08/19/2014 08/19/2014: Given the unique conditions of the site and the solar garden use, and requirements for non-traditional landscaping (e.g. no trees), lets discuss submitting an alternative compliance request to document these aspects and the alternatives proposed. Comment Number: 2 Comment Originated: 08/19/2014 08/19/2014: The site plan note that the location of the transformer and inverter equipment may change leaves a lot of ambiguity. I'd like to pin down a definite location for this equipment as soon as possible so this note can be removed, or add additional documentation that landscaping or screening is required if this equipment is moved and will be visible from the public right-of-way. Comment Number: 3 Comment Originated: 08/19/2014 Please see the following summary of comments from City staff and outside reviewing agencies for your submittal of the above referenced project. If you have questions about any comments, you may contact the individual commenter or direct your questions through the Project Planner, Ryan Mounce, at 970-224-6186 or rmounce@fcgov.com. RE: Riverside Community Solar Garden, PDP140013, Round Number 1 Page 1 of 6 08/19/2014: Additional labels and clarifications are needed for the site plan: Please add a lot coverage table showing the total area (SF) of Phase 1, Phase 2 and the remainder of the parcel. Please show the location of the remnant asphalt along the top of the river slope and add a note whether this will be removed or remain. Please add a note that the building is to be demolished. Please add a label that the eastern fence is existing chain-link fencing with barbed wire for the Wastewater Treatment Plant. The cover sheet will need signature blocks for Owner's Authorization and Direction of Planning approval. Please let me know if you need examples or sample language. Comment Number: 4 Comment Originated: 08/19/2014 08/20/2014: At a future time, further notes or details may need to be added to the site and landscape plan as we learn more about a potential Art in Public Places component to the project. Current submittal is showing a future 6ft sidewalk to be installed by others. Typically, development projects are required to build all public infrastructure as part of the current project. Comment Number: 2 Comment Originated: 08/19/2014 08/19/2014: The new sidewalk along Riverside will need to extend to the southeast and connect to the existing sidewalk along E Mulberry St. The sidewalk alignment will also need to extend to Mulberry St ROW line. See redlines. Comment Number: 3 Comment Originated: 08/19/2014 08/19/2014: The existing handicap ramp along E Mulberry St, adjacent to the site, does not comply with current ADA standards. Replacement of the deficient ramp to current standards will need to be completed with this project Comment Number: 4 Comment Originated: 08/19/2014 Page 2 of 6 08/19/2014: A grading plan may be necessary to determine the layout of the sidewalk along the Riverside frontage of the property. Maximum cross slope on sidewalk is 2%. Are you planning on sloping the sidewalk NE, away from the railroad tracks? Comment Number: 5 Comment Originated: 08/19/2014 08/19/2014: Please add a type III barricade where the sidewalk ends at the NW property line. Comment Number: 6 Comment Originated: 08/19/2014 08/19/2014: COFC Engineering and CDOT have concerns regarding the proposed access point off of the COFC Waste Water Treatment Plant (WWTP) driveway. The access needs to move north, out of CDOT right-of-way. This will involve coordination with COFC WWTP. An access easement or letter from the COFC WWTP will be needed to obtain access from a separate parcel. Both the line and the hatching need to be labeled on the landscape/site plan. Comment Number: 1 Comment Originated: 08/19/2014 08/19/2014: The natural habitat buffer zone needs to be delineated and labeled on the site/landscaping plan. Comment Number: 2 Comment Originated: 08/19/2014 08/19/2014: Please add the following statement to the notes on the site and landscape plans, and on any sheets that show the habitat buffer: Please see Section 3.4.1 of the Land Use Code for allowable uses within the buffer zone. Comment Number: 3 Comment Originated: 08/19/2014 08/19/2014: Was an assessment ever performed to look at the possibility of removing the asphalt along the upper bank? Comment Number: 9 Comment Originated: 08/19/2014 08/19/2014: If the building is going to be demolished - please ensure the interior is surveyed prior to demolition to make sure bats or owls are not utilizing the building. Comment Number: 10 Comment Originated: 08/19/2014 Topic: Landscape Plans 08/19/2014: Please add a note to the landscape plan stating: The objective of the buffer zone is to protect the ecological character of the natural habitat from the impacts of the activities associated with development and should be maintained as a native landscape. Comment Number: 4 Comment Originated: 08/19/2014 Page 3 of 6 08/19/2014: Section 4.17(D)(1)(a) of the Land Use Code calls for a "continuous landscape buffer along the River". To help meet this, additional native shrubs should be planted in a natural manner between the development and the River. Comment Number: 5 Comment Originated: 08/19/2014 08/19/2014: Areas within the habitat buffer that are bare or disturbed will need to be re-seeded. Comment Number: 7 Comment Originated: 08/19/2014 08/19/2014: Species in the seed mixes need to be provided. Comment Number: 8 Comment Originated: 08/19/2014 Topic: Site Plan 08/19/2014: Please show the distance between the fence and the top of bank where it is nearest. Comment Number: 6 Comment Originated: 08/19/2014 Department: Forestry Contact: Tim Buchanan, 970-221-6361, tbuchanan@fcgov.com Topic: Landscape Plans 08/20/2014: The second site meeting with the applicant indicated that the entry drive would be revised and not cross CDOT right of way. The neww route presented appears to have very small tree impact, but will need to be reviewed at next round of review. Comment Number: 1 Comment Originated: 08/20/2014 08/20/2014: Along Riverside wide grouping of Autumn Brilliance Serviceberry are shown. Consider using the native chokecherry or another native drought tolerant shrub in place of the A.B. Serviceberry as the native choke cherry has much better xeric adaptation. A substantial water berm/basin around these plants would help for establishment. Please provide landscape note that describes how these plants will be irrigated to establishment.
