Avondale Cottages is a qualified affordable for sale housing project to be constructed by Fort Collins Habitat for Humanity. Avondale Cottages was planned with several design objectives: • Create a pedestrian friendly environment • Provide an extensive pedestrian network throughout the development with connecting sidewalks through common open spaces, and connecting to existing sidewalk stubs in adjacent neighborhoods. • Provide pedestrian connectivity to the adjacent neighborhoods to provide easy access for residents of the community. This will also provide access to alternative modes of transportation. • Being an infill site, with existing landscaping around the perimeter, a strong goal was to devise a site plan that worked with the existing landscaping and minimized the impacts on both the landscaping and adjacent neighborhood. • Create an attractive street scape by having homes face adjacent streets, or internal and external green spaces. Garages are placed to the rear of the homes on alley like private drives. • Minimize Impacts on adjacent residential properties (Ridgewood Hills) • Create an attractive affordable housing community that the entire city can be proud of. As a result of these design objectives, Avondale Cottages is a well designed community within the overall Ridgewood Hills community and will be a positive addition to the City of Fort Collins. Landscape, Open Space and Non -vehicle Circulation Elements Avondale Cottages includes open space and landscape elements, including maintaining as many existing trees and landscape elements as possible, as well as providing internal connecting walkways and pocket green spaces. Ownership and Maintenance Common Open Space elements will be maintained by an Owners Association that will maintain common elements within that development. The Owners Association will maintain the following elements. • Common Greens • Common open space elements • The private drive Avondale Cottages Application April 23, 2014 5 Planning Rationale and Assumptions Avondale Cottages is designed to provide an additional home ownership opportunity within Ridgewood Hills and the City of Fort Collins with a well thought out and well designed affordable home ownership community. Anticipated Development Schedule Project Approval Sept 2014 Infrastructure Fall 2014 Home Construction 2015-2016 Neighborhood Meeting A neighborhood meeting as held on April 7th, 2014. About 20 interested neighbors attended the meeting. There were some general concerns with traffic impacts, however, with only 10 homes, this community would have minimal impacts on traffic. The other significant concern was the original proposal to connect the southeast corner of the community to the existing private drive to the east. This would have necessitated the removal of some of the existing parking. The primary purpose of this connection was for fire access. This did cause quite a concern with the neighbors who entitled the development team to the existing parking shortfalls, and didn't want this proposal to compound the problem. In response, the development team visited with PFA and came up with the solution to eliminate the connection, and use the internal private drive system as a hammerhead turn around for the fire department. This allows us to leave the existing private drive and parking alone. Avondale Cottages Application April 23, 2014 6 Principles and Policies Specific principles and policies of the Fort Collins City Plan that are addressed by the Avondale Cottages community are as follows: Policy LIV 7.1— Encourage Variety in Housing Types and Locations: Encourage a variety of housing types and densities, including mixed -used developments that are well -served by public transportation and close to employment centers, shopping, services, and amenities. Avondale Cottages provides a small affordable home ownership home that is currently not available in the area. PTM Policy LIV 8.5 — Integrate and Distribute Affordable Housing Encourage the integration and distribution of affordable housing as part of individual neighborhoods and the larger community rather than creating larger concentrations of affordable units in isolated areas. Avondale Cottages is a qualified affordable housing community. It will be built by Fort Collins Habitat for Humanity which provides a way for qualified recipients to achieve home ownership through sweat equity. Currently, Habitat for Humanity is the only entity providing qualified affordable home ownership. Policy LIV 10.1— Design Safe, Functional, and Visually Appealing Streets Ensure all new public streets are designed in accordance with the City street standards and design all new streets to be functional, safe, and visually appealing, with flexibility to serve the context and purpose of the street corridor. Provide a layout that is simple, interconnected, and direct, avoiding circuitous routes. Include elements such as shade trees, landscaped medians and parkways, public art, lighting, and other amenities in the streetscape. Approve alternative street designs where they are needed to accommodate unique situations, such as "green" stormwater functions, important landscape features, or distinctive characteristics of a neighborhood or district, provided that they meet necessary safety, accessibility, and maintenance requirements. (Also see the Transportation chapter.) Policy LIV 10.2 — Incorporate Street 'Nees Utilize street trees to reinforce, define and connect the spaces and corridors created by buildings and other features along a street. Preserve existing trees to the maximum extent feasible. Use canopy shade trees for the majority of tree plantings, including a mixture of tree types, arranged to establish urban tree canopy cover. Avondale Cottages utilizes the existing street network. In addition, great care has been taken in the site plan to preserve the existing street trees, and other landscaping to provide a buffer to the arterial streets. Avondale Cottages Application April 23, 2014 7 Princilgle LIV22• The design of residential neighborhoods should emphasize creativity diversity and individuality be responsive to its context and contribute to a comfortable. interesting community Policy LIV 22.1— Vary Housing Models and Types Provide variation in house models and types in large developments, along with variations in lot and block sizes, to avoid monotonous streetscapes, increase housing options, and eliminate the appearance of a standardized subdivision. Policy LIV 22.4 — Orient Buildings to Public Streets or Spaces Orient residential buildings towards public sidewalks or other public outdoor spaces that connect to streets, the commercial core, and transit stops. Examples of public outdoor spaces include parks, squares, gardens with walkways, and courtyards. Policy LIV 22.5 — Create Visually Interesting Streetscapes All new residential buildings should be designed to emphasize the visually interesting features of the building, as seen from the public street and sidewalk, and to minimise and mitigate the visual impact of garage doors, driveways, and other off-street parking. Avondale Cottages will include four distinctive plans, a ranch style home, a two story home, a story and a half home, and two story duplexes. This provides a lot of diversity for a 10 home community. Along Avondale Road, which is the community entry for Ridgewood Hills, homes face the street, with garages to the rear off of a shared private drive. All of the homes are designed to incorporate front porches to provide an additional street scape element, and encourage neighborhood interaction.
