Please accept this letter and the accompanying documents in response to review comments
received from the City of Fort Collins and referral agencies regarding our first submittal of Final
Compliance drawings for the proposed development of the referenced property. In this letter,
we have replicated the comments received from the City and have inserted written responses
(shown in blue italics) following each of the respective comments. We trust that you will find the
following responses, and the corresponding revisions to the project documents, acceptable. If
you have further questions or comments regarding this submittal, please contact me

01/15/2014: Please verify with the Postal Service that delivery will be provided to each
individual building. If such delivery is not allowed, then provide for a mail delivery system at
the clubhouse.
Discussions were held with the USPS and it was determined that delivery to each individual
building would not be provided. Therefore, mail kiosks have been added to the Site Plan at two
convenient locations within the site; one in Tract A and another in Tract B.

01/15/2014: Please re-position the three pole-mounted parking lot light fixtures at the south end
of the Tract A so the orientation is more northerly and thus less impactful on the residential area
to the south. Then provide House-Side Shields to minimize glare.
The pole-mounted light fixtures have been repositioned to reduce the potential for undesirable light
impact to adjacent properties. An updated photometric plan is included with this resubmittal.

01/15/2014: For the 16-unit building in the southeast corner of Tract A, there is a cluster of four
light fixtures in close proximity. This appears to be redundant. The concern is excessive
illumination and the impact on the adjoining residential area. Please consider consolidating this
wall-mounted lighting so it is more efficient.
After consulting with the electrical engineer, the architect and the Owner, it was decided the lights
will need to remain for security and safety concerns.

add a General Note that ground-mounted outdoor condensing units will be screened by
landscaping to the maximum extent feasible.
The dwelling units will be cooled through the use of outdoor condensing units. A note has been
added to the Site Plan and Landscape Plan stating that the condensing units are to be screened,
and suitable plantings have been shown on the Landscape Plan.

container for each pet station. (As a suggestion, perhaps the art students at the Coyote Ridge
Elementary School can paint the trash containers as has been done in various public parks
throughout the City. This will help the project integrate into the neighborhood.)

provided.

naturalistic as possible. Please avoid pink rock.
A detail is added that shows the detail of the proposed wall south of Avondale Road on the west
side. The modular wall will NOT be pink in color and natural boulders will ‘break-up’ the length of
the wall and ‘deconstruct’ the wall at each end when tying back into grades not requiring a wall to
retain. Other walls typically associated with grassy swales and bio-swales are larger boulders
used to retain shorter heights and to provide a more natural look.

storm utilities. Was this pertaining to cover along a public street? Would like to verify what this
pertains to.
Reference to a variance for sub-standard cover over storm mains has been removed. All storm
piping within public rights-of-way has the required 3’ minimum cover.

prefer that if these sheets need to be approved and filed with the City that they are included as

The sheets showing designs for the L.I.D. components have been included with the other utility
plan drawings in the project drawing sets. Due to the nature of the L.I.D. design, some of the
drawings are included in both the Site Plan drawing set as well as in the Utility Plans drawing set.

depicted on the streets in which the utility lines cross. Alignment D and E on Sheet 15 (and 17)
has this issue.
The curb & gutter is shown in the profile where there is a barrier curb. Where the utility line
alignment leaves the public street beneath a driveway entrance, the profile of the driveway surface
is shown in the profile.

01/15/2014: On Sheet 18 the crossing of Alignment L into Avondale seems to depict
Avondale's finished grade as having a slope not directed to the curb and gutter, is this
intended?
This profile has been modified substantially, primarily to reflect revisions to the design of the storm
drain to avoid crossing conflicts, but also to improve the depiction of the street cross-section and
the location of the pipe relative to the surface grade. The revised profile now more accurately
represents the proposed conditions.

flowline and centerline that the proposed grades would tie into with the extension.
Flow line profiles of the existing sections of curb & gutter, as well as the centerline of the existing

01/15/2014: Please provide cross-sections for the to be constructed Avondale Road along the
property at 50 foot intervals. Of particular interest is the cross slope at the eastern end of the
property as the crown of the roadway appears to transition out and would need to be looked at
closer with review of the cross sections. If ultimately agreed to, mill limits would need to be
indicated on the plans showing how much asphalt would need to be removed by future
development with the extension of the roadway to the east (and the corresponding escrow that
would be needed).
Street cross sections have been added to the drawing set. I believe that the road cross-section
presented in some of the previously submitted utility profiles was misleading. A typical crowned
section is intended and that is what is represented in the cross sections included with this
resubmittal.

01/15/2014: Please show proposed street patching on the utility plan sheet. There is a depiction
that implies street patching on Triangle at Woodrow Drive and further north, but the water and
sewer tie-ins appear to be between these two depictions.
The area of Triangle Drive where pavement removal and replacement is to be done, in the vicinity
of the sewer and water tie-ins, has been shown on the drawings. There is no intent to remove or
replace pavement in other areas along Triangle Drive, unless minor pavement removal and
patching is necessary in connection with the making of improvements to the curb lowering at the
existing pedestrian ramp opposite Woodrow Dr.

01/15/2014: The response letter indicates that a note was added to the drawings to indicate the
rebuilding of the existing access ramp at the north end of the site along Triangle Drive for ADA
and current City code compliance. I'm not finding this on the drawings, can it be pointed out? It
should be pointed out on the horizontal control plan on Sheet 12.
The requirement to construct a handicapped access ramp along the east side of Triangle Drive will
be at a point opposite the southwest corner of the intersection with Woodrow Dr., rather than at the
north extremity of the site. This proposed ramp has been added to the Horizontal Control Plan.
There is another existing handicapped access ramp on the east side of Triangle Drive at the
extreme north limit of the property, but it is not proposed to be removed or reconstructed.

01/15/2014: Please relocate the tree on the north side of Avondale Road that is at the eastern
boundary of the site just east of the temporary turnaround. It should not be in the path of the
future extension of the sidewalk. In general I'm trying to recall again why the sidewalk on the
north side of Avondale cannot be extended to eastern boundary of the property as was done
on the south side? The extension of the sidewalk by future development would be disruptive to
the property and irrigation would need to be retrofitted to provide irrigation that does not irrigate
on the sidewalk.
The drawings have been revised to show the tree in question relocated so that it does not conflict
with the extension of the sidewalk along the north side of Avondale St. The drawings show the
street pavement and permanent sidewalks being constructed throughout the full length of Avondale
St., with the exception of the final approximately 10 feet, in which the final grade will be temporarily
tapered down to meet the existing grade. Funds will be escrowed with the City to cover the costs
of completing that most easterly portion of the street improvements at a later date.

determine species, size, condition and mitigation. Existing significant trees need to be retained
to the extent reasonably feasible. There are no existing trees on the site.

Species Changes:
Marshall Ash and Patmore Ash are used on the project. With the detection of Emerald Ash
Borer in Colorado designers are not including ash in designs. Selecting a non-ash species as
substitution will greatly increase the future sustainability of the landscape. Please provide an
alternate species for the ash for improved landscape sustainability.
(13) thirteen Marshall Ash have been replaced with seedless Kentucky coffee trees. Patmore ash
has been replaced with Chinkapin Oak.
Princess Kay Plum is used on the project. The City Forestry Division has found it does not
survive long term in the Fort Collins area. Please use a substation ornamental tree.
Eight Princess Kay Plum species have been replaced with Tatarian Maple.
Please Change the English Oak used as a street Tree to Greenspire Linden
Proposed English Oak street trees have been replaced with Greenspire Linden.

Provide a landscape note that includes all the tree utility separation standards in LUC 3.2.1 K.
The note should say in effect…..
The following tree separation distances shall be provided between utilities, signs and
driveways.
Forty feet between shade trees and streetlights. Fifteen feet between ornamental trees and
streetlights.
Twenty feet between shade and/or ornamental trees and traffic control signs and devices.
Ten feet between trees and water or sewer mains.
Six feet between trees and water or sewer service lines.
Four feet between trees and gas lines.
Eight feet between trees and driveways.
These notes have been added to the sheet set.

Provide locations of streetlights, stop signs and utilities and provide the separation distances
between trees in LUC 3.2.1 K. There are currently trees shown within 8 feet of driveways that
need to be adjusted. Provide at least 20 feet separtion between trees and stop signs.
Trees within 8 feet of driveways and 20 feet of stop signs (yield sign in the case of the round-about)
have been removed. Specifically, (3) Western Hackberrys were removed at the round-about to
provide the minimum clearances. Required street trees along Triangle Drive have been adjusted to
maximize the distance to the existing water line in the street as they relate to their distance from
the proposed edge of sidewalk. The closest a street tree is located to the existing waterline is
8.75’. Avondale street trees were adjusted to accommodate two newly proposed street lights
based on the preliminary layout redline plan provided to us from Robert Irish.

Please add these standard landscape notes. Include the following. Contact the City Planner for
any others that should be placed on the plan.
• The soil in all landscape areas, including parkways and medians, shall be thoroughly loosened
to a depth of not less than eight (8) inches and soil amendment shall be thoroughly
incorporated into the soil of all landscape areas to a depth of at least six (6) inches by tilling,
discing or other suitable method, at a rate of at least three (3) cubic yards of soil amendment
per one thousand (1,000) square feet of landscape area.
• A permit must be obtained from the City forester before any trees or shrubs as noted on this
plan are planted, pruned or removed on the public right-of-way. This includes zones between
the sidewalk and curb, medians and other city property. This permit shall approve the location
and species to be planted. Failure to obtain this permit may result in replacing or relocating
trees and a hold on certificate of occupancy.
• Contact the City Forester to inspect all street tree plantings at the completion of each phase of
the development. All trees need to have been installed as shown on the landscape plan.
Approval of street tree planting is required before final approval of each phase.
• Street Trees shall be supplied and planted by the developer using a qualified landscape
contractor.
• The Developer shall replace dead or dying street trees after planting until final maintenance
inspection and acceptance by the City of Fort Collins Forestry Division. All street trees in the
project must be established, of an approved species and of acceptable condition prior to
acceptance.
• All landscape plants including turf will be irrigated with a permanent automatic irrigation
system.
These notes have been added to the sheet set (sheet 8 of 8).

I will need this information (including gate design) added to the plans.
Details have been added to the drawings showing the roll-over curb and gate design, and
specifying the required surfacing of the emergency access drive.

Based on discussions with City staff, the porous pavement areas have been eliminated in favor of

islands.

native grasses will utilized, as shown on the Landscape Plans.

01/15/2014: Sheet 27/36: Revise the bike lane striping to be 6" solid white lines instead of 4".

01/15/2014: Sheet 27/36: Please add an R7-1 sign (No Parking Anytime w/ arrow) on the east
(north) side of the new extension of Avondale and left of the southern-most site driveway with
the arrow pointing south. The sign is to prohibit parking in front of the turn-around area at the
south end of Avondale.
The additional sign has been added to the Signage & Striping Plan, as requested.

01/15/2014: Sheet 27/36: Please add signage at the Roundabout (Rbt) for the new extension of
Avondale. Signage for the new approach should match existing signage for the other
approaches.
Signs are currently existing for each of the four directions approaching the roundabout.

01/15/2014: Sht 27/36: Please add some dimensions to the painted splitter island to guide the
placement of the yellow side lines (labeled as A) in the roadway. Dimension the distance
between the ends of the splitter island at the Rbt and at the X-walk. Dimension one side of
those yellow side stripe ends from a base point such as the curb face, flowline, street
centerline, etc.. All of this is due to the City isn't installing much development striping anymore
therefore we've found we need to provide some minimal design info for outside contractors on
these mini-Rbt characteristics.
Dimensioning for the Rbt striping has been added to the Signage & Striping Plan.

01/15/2014: Sht 27/36: Please add a note to state not to include the white dashed line on the
new approach to the Rbt that delineates the outer edge of the Rbt circulating lane (exists on
other 3 legs). In locations that have that striping existing we are letting it wear away and not
refreshing it.

the enhanced crosswalk. We no longer add that striping to enhanced crosswalks.

01/15/2014: Please add the City's Enhanced Crosswalk Detail, Drawing 1610, from LCUASS
Appendix A to the plans. Just for reference the Enhanced Crosswalks are now
colored/stamped Concrete and not asphalt, per LCUASS section 16.6.1.
The enhanced crosswalk detail has been added to the drawing set.
