Box 580 Fort Collins, Colorado 80522-0580 Subject: Groundwater and Soil Sampling Report 500 Riverside Avenue, Fort Collins, Colorado WALSH Project No.: WA-002011-0034-10TTO Walsh Environmental Scientists and Engineers, LLC (Walsh) was contracted to perform groundwater and soil sampling at 500 Riverside Avenue in Fort Collins, Colorado (Site). Walsh understands that the City of Fort Collins plans to install solar arrays at the Site. It is reported that the solar arrays will be installed on the southeast portion of the Site. In addition, the solar arrays will be installed utilizing either post/piers driven to six to ten feet or concrete ballasts as footers. In both cases, limited trenching (two to three feet depth) will be performed for the electrical connections. The purpose of the sampling activities was to determine the current chloride and total dissolved solids (TDS) levels in groundwater and chloride levels in soil, and if the proposed solar array installation activities at the Site would increase the probability of leaching chloride from soil to the groundwater aquifer. This project was conducted for the City of Fort Collins – Government and Regulatory Affairs Department under the General Environmental Services Contract Number 7436 and an executed City of Fort Collins Work Order Form dated June 30, 2014. The scope of services included the following activities: • Planning/Preparation: Historic document reviews, communication with client representatives, establish project goals/preliminary scope of work, job safety analysis, utility locates, coordinate with laboratory, and order required field supplies. • Field Activities: Collect five (5) representative groundwater samples from existing monitoring wells GW-06, GW-07, GW-08, GW-10, and GW-11. • Field Activities: Collect up to five (5) representative soil samples near former sampling locations SO-03, SO-04, SO-09, SO-11, and SO-12. • Submit groundwater and soil samples under proper chain-of-custody procedures for chloride and TDS analysis. • Limited reporting. Lois Rellergert City of Fort Collins July 11, 2014 Page 2 of 4 Environmental Scientists and Engineers, LLC an ecology and environment company Groundwater Sampling Groundwater samples were collected on July 1, 2014 and July 7, 2014. Walsh was unable to locate well GW-07, it is assumed the well may have been removed or damaged during the demolition of the building which was previously located at the Site. Well GW-10 was reportedly removed during facility upgrades at the City of Fort Collins Wastewater Treatment Plant located adjacent to the Site. Walsh was unable to sample well GW-08 because the well was blocked at a depth of approximately 12 feet below the ground surface. Organic matter was encountered at this depth and it is assumed that the material blocking the well could be tree roots. Based on additional discussions with City representatives, Walsh collected groundwater samples from wells GW-06, GW-09, and GW-11. An attempt was made to purge a minimum of three casing volumes of water from each well (using disposable polyethylene bailers) prior to sampling. Well GW-06 purged dry before three casing volumes were removed on July 1, 2014; therefore a grab groundwater sample was collected from this well on July 7, 2014. During the purging and prior to sample collection from wells GW-09 and GW-11, the water was field tested for temperature, specific conductivity, and pH. The total volume of water purged and stabilization of field measurements assured that the groundwater sample was representative of the formation. The samples collected were filtered in the field using a peristaltic pump, dedicated polyethylene tubing, and disposable 0.45 micron filters. All groundwater samples were immediately placed in laboratory supplied pre-labeled sample bottles, stored within a cooler, and subsequently delivered to ALS Environmental located in Fort Collins, Colorado under appropriate chain-of-custody protocols. The groundwater samples were analyzed for chloride by U.S. Environmental Protection Agency (EPA) Method 9056 and TDS by Standard Method 2540C. Soil Sampling Soil samples were collected on July 7, 2014. A 12-inch gas powered auger was utilized to drill borings to approximately three feet below the ground surface. A composite sample was then collected from the sidewall and bottom of the boring which represented the soil interval from the ground surface to three feet. The auger bit was decontaminated between each sample location. After sampling was complete the borings were backfilled to the ground surface with the cuttings generated from the borings. The soil samples were immediately placed in laboratory supplied pre-labeled sample bottles, stored within a cooler, and subsequently delivered to ALS Environmental located in Fort Collins, Colorado under appropriate chain-of-custody protocols. The soil samples were analyzed for chloride by EPA Method 9056. The chloride concentrations ranged from 240 to 270 milligrams per liter (mg/l). Chloride concentrations in groundwater sample GW-11 (270 mg/l) exceeded the Colorado Department of Public Health and Environment (CDPHE), Water Quality Control Commission (WQCC), Regulation 41, Basic Standards for Groundwater level of 250 mg/l. The chloride concentrations in GW-06 and GW-09 both decreased (from 400 and 440 mg/l to 240 mg/l) since the previous sampling event (March of 2008), while the chloride concentration in GW-11 remained the same (270 mg/l reported on both sampling events). TDS was detected in all groundwater samples collected. TDS concentrations in groundwater samples ranged from 1,000 to 1,400 mg/l. The CDPHE WQCC sets a range for maximum allowable TDS concentrations, which is based on a background TDS concentration. The background TDS sample for the Site was obtained from well GW-05 during the previous sampling event, and contained a TDS concentration of 740 mg/l. Based on the CDPHE WQCC, Regulation 41, Basic Standards for Groundwater, the maximum allowable TDS concentration for groundwater with a background concentration in the range of 501 to 10,000 mg/l is 1.25 times the background value, which is 925 mg/l. TDS concentrations in groundwater samples GW-06, GW-09, and GW-11 exceeded the maximum allowable concentration. TDS concentrations in GW-06 and GW-09 both decreased (from 1,400 and 1,600 mg/l to 1,100 and 1,000 mg/l) since the previous sampling event, while the TDS concentration in GW-11 increased (from 1,000 and mg/l to 1,400 mg/l). Detectable concentrations of chloride were reported in all soil samples collected at the Site. The chloride concentrations in soil samples ranged from 34 to 1,000 milligrams per kilogram (mg/kg). There is currently no state standard established for chloride in soil. The concentration of chloride in soil decreased (initial range 260 to 1,900 mg/kg to final range 34 to 280 mg/kg) at all sample locations when compared to the concentration from the previous sampling event, except at location SO-12A which increased (from 540 mg/kg to 1,000 mg/kg). Conclusions Based upon the laboratory results is appears that in general, chloride and TDS concentrations in groundwater are decreasing at the Site. In addition, it appears that in general the chloride concentrations in soil are decreasing at the Site. Based on the proposed solar array construction activities, Walsh does not believe the installation of the solar arrays would constitute a significant change in conditions at the Site which would increase the probability of leaching chloride from soil to the groundwater aquifer. Increasing the leaching of chloride from the soil is dependent on the amount of water that passes through the soil zone. The proposed site activities should neither increase or decrease the amount of water infiltration. The surface should be graded properly during construction to avoid ponding. This report consists of 2 water samples. 2. The samples were received cool and intact by ALS on 07/01/14. 3. The samples were prepared for analysis based on SW-846, 3rd Edition procedures and Standard Methods for the Examination of Water and Wastewater, 20th Edition 1998 procedures. 4. The samples were analyzed following SW-846 and Standard Method procedures for the current revisions of the following SOPs and methods: Analyte Method SOP # TDS SM2540C 1101 Chloride 9056 1113 5. All standards and solutions were used within their recommended shelf life. 6. The samples were prepared and analyzed within the established hold time for each analysis. All in house quality control procedures were followed, as described below. 7. General quality control procedures. n A preparation (method) blank and laboratory control sample (LCS) were prepared and analyzed with the samples in each preparation batch. n The method blank associated with each batch was below the reporting limit for the requested analytes. n All laboratory control sample criteria were met. 1 of 12 n All initial and continuing calibration blanks were below the reporting limit for chloride. n All initial and continuing calibration verifications were within the acceptance criteria for chloride. 8. Matrix specific quality control procedures. Per method requirements, matrix QC was performed for each analysis. Since a sample from this order number was not the selected quality control (QC) sample, matrix specific QC results are not included in this report. 9. It was necessary to dilute the samples in order to bring the chloride concentrations into the analytical range of the ion chromatograph (IC). Reduced aliquots were taken of the samples for the TDS analysis. Reporting limits were elevated accordingly. 10. Manual integrations are performed when needed to provide consistent and defensible data following the guidelines in the current revision of SOP 939. The data contained in the following report have been reviewed and approved by the personnel listed below. Similarity of matrix and therefore relevance of the QC results should not be automatically inferred for any sample other than the native sample selected for QC. n A matrix spike (MS) and matrix spike duplicate (MSD) were prepared and analyzed with each chloride batch. All guidance criteria for precision and accuracy were met. n Matrix spike recoveries could not be evaluated for the following analyte: Analyte Sample ID Chloride 1407099-2MS & MSD The concentration of this analyte in the native sample was greater than four times the concentration of matrix spike added. When sample concentration is that much greater than the spike added, spike recoveries may not be accurate. The LCS, ICV, and CCV results indicate the procedure was in control for this analyte. n A sample duplicate was prepared and analyzed with the TDS batch. All guidance criteria for precision were met. 9.
