Mountain Ave., Suite 100  Fort Collins, CO 80521  tel. 970.224.5828  fax 970.224.1662  www.ripleydesigninc.com July 23, 2014 Landmark Residences on Mountain Ave. PROJECT DEVELOPMENT PLAN Planning Objectives The site is located at the intersection of Mountain Avenue and Shields Street on the northeast corner. Detached single family homes are located adjacent to the property on the east and north. The current land use is a C-store with fuel sales and the property is zoned Low Density Mixed-Use (L-M-N). In March of 2012 neighbors raised concerns about crime, lighting, and loitering. They approached the City asking for help mitigating these concerns. Through various informal neighborhood meetings, the property owner agreed to investigate replacing the C-store with single family attached dwellings capped with a commercial space along Shields Street. The neighbors expressed interest that the commercial space be a coffee shop and therefore this project is requesting a land use of standard or fast food restaurant within the Neighborhood Center. The site is .62 acres and shall consist of six single family attached dwelling units and one commercial unit. Each lot will be subdivided and individually owned. Each unit shall have a private front and rear yard. The home owners association (HOA) shall be in charge of all common area, uncovered parking, and the garages that are located on HOA property. Currently there are two driveways onto the site; one from Mountain Ave. and one from Shields Street. The driveway off of Mountain will be closed and the tree lawn will be filled in. An additional street tree will also be planted. The driveway on Shields Street will be moved slightly north in order to provide more distance between the driveway and intersection. Currently there is a large fence blocking the access to the alley. This will be removed and the alley will be paved from the property line to Shields Street. In order to try to preserve a large Elm tree, the alley cross section will narrow to 12’ around the tree. The architecture will be harmonious with the look and feel of Mountain Avenue. The building elements and details are derived from the existing homes along the street. The design of details such as columns and edge trim will be pulled from other homes nearby. Each unit is comprised of different colors and materials combined in a complementary fashion. Two modifications are being requested. One for an increase in density from 9.0 dwelling units per acre to 9.67 and a second for reducing the Mountain Avenue setback by 5 feet on three of the six units. The intention was to have two story units with basements however due to the floodplain limitations we are not able to provide basements. Therefore, the units are now 2.5 stories with approximately 1,960 square feet each. Several informal neighborhood meetings have taken place as well as a city organized neighborhood meeting on April 22nd, 2014. At that meeting there was equal opposition and support for the project. Several comments were made regarding the architecture. In response, the building façade and materials now vary from one unit to the next. The height and mass of the building also raised concerns and to solve this both the roof and eave lines were adjusted to add interest and to reduce the apparent mass of the buildings. Additionally, a variety of setbacks from Mountain Avenue to the façades of the units were introduced. Construction is anticipated to begin within a year after construction documents are completed. The project will be done in one phase.
