02/28/2014: It is not typical to have easements under a building. Discussion about how the
easements are identified with a building overhead will be needed. Language will likely need to be
added to the plat that identifies a lid or top of easement.

02/28/2014: The 5ft sidewalk needs to extend to the west property line if possible. It is currently
shown tapering down to 3ft before the west property line. If there is not enough space for a 5ft walk
due to an existing tree please explore other options to construct a sidewalk that meets our minimum
standards (i.e. sidewalk chase for roots, protecting roots and pouring sidewalk over roots) and add
notes to contact Engineering Inspector and City Forester prior to sidewalk excavation.

02/25/2014: Building Permit Pre-Submittal Meeting
Pre-Submittal meetings are offered to assist the designer/builder by assuring, early on in the design,
that the new commercial or multi-family projects are on track to complying with all of the adopted City
codes and Standards listed below. The proposed project should be in the early to mid-design stage
for this meeting to be effective and is typically scheduled after the Current Planning conceptual review
meeting. Applicants of new commercial or multi-family projects are advised to call 416-2341 to
schedule a pre-submittal meeting. Applicants should be prepared to present site plans, floor plans,
and elevations and be able to discuss code issues of occupancy, square footage and type of
construction being proposed.
Construction shall comply with the following adopted codes as amended:
2012 International Building Code (IBC)
2012 International Residential Code (IRC)
2012 International Energy Conservation Code (IECC)
2012 International Mechanical Code (IMC)
2012 International Fuel Gas Code (IFGC)
2009 International Plumbing Code (IPC) as amended by the State of Colorado
2011 National Electrical Code (NEC) as amended by the State of Colorado
Accessibility: State Law CRS 9-5 & ICC/ANSI A117.1-2009.
Snow Load Live Load: 30 PSF / Ground Snow Load 30 PSF.
Frost Depth: 30 inches.
Wind Load: 100- MPH 3 Second Gust Exposure B.
Seismic Design: Category B.
Climate Zone: Zone 5
Energy Code Use
1. Single Family; Duplex; Townhomes: 2012 IRC Chapter 11 or 2012 IECC.
2. Multi-family and Condominiums 3 stories max: 2012 IECC.
3. Commercial and Multi-family 4 stories and taller: 2012 IECC.
Fort Collins Green Code Amendments effective starting 1-1-2012. A copy of these requirements can
be obtained at the Building Office or contact the above phone number.
Scott Plaza – project specific concerns:
1. Some of the building exterior walls appear to be closer than 10 feet to the property line and these
will require fire-rated walls and limited openings.
2. Fire-sprinkler required. A new code amendment effective in 2014 will require a full NFPA-13
sprinkler system and not allow a 13-R system.
3. Bedroom egress windows required below 4th floor regardless of fire-sprinkler.
4. Building code and State statute CRS 9-5 requires project provide accessible units.
5. New Green Code requires:
a. Upgraded insulation is required for buildings using electric heat or cooling.
b. Exterior walls and roof must meet a STC (sound resistance) rating of 40 min. if building located
within 1000ft to train tracks.
c. Low-flow Watersense plumbing fixtures (toilet, faucets, shower heads) are required.
d. Special combustion safety requirements for natural draft gas appliances.
e. Low VOC interior finishes.

02/03/2014: The landscape plan shows several trees and other landscaping in and near the latest
proposed transformer location. The transformer pad will be 79" wide x 56" deep. The front side of the
pad (79" side) must have a minimum of 8 feet of level and unobstructed clearance. All three other
sides must have a minimum of 3 feet of level and unobstructed clearance.

02/26/2014: There is one carryover comment from the PDP which remains active. Prior responses
from the project team acknowledge the outstanding condition.
STRUCTURES EXCEEDING 30' (OR THREE OR MORE STORIES) IN HEIGHT
Per code, buildings exceeding 30' in height require ladder truck access in order to facilitate rescue
operations from upper stories as well as allow firefighters access to the roof for fire suppression. This
fire access lane shall be located on the longest side of the building and be positioned no closer than
15' to the building.
The site plan does not provide placement of a 30' wide EAE spaced 15' from the building and
adjacent to the longest side of the building as required. The site plan therefore creates firefighter
access obstacles consistent with conditions in a high rise building. The intent of the fire code shall be
preserved and as such, offsetting measures must be designed to mitigate the current 'out of access'
condition. PFA and the Scott Plaza project team have met over the last several months to discuss
alternative means of code compliance at this site, however no final determinations have been made.
At this time, discussions between the project team and the fire code official are ongoing.

falld into Hydrologic Soil Group C. What does that mean for Erosion? Wind and Soil Erosion are
