Box 580 Fort Collins, CO 80522 Re: Bella Vira Subdivision Completion Extension Dear Mr. Wray: Richmond American Homes of Colorado, Inc. ("Richmond") as owner of the single-family portion of the Bella Vira Subdivision and per Fort Collins Land Use Section 2,2A 1 (D)(4) would like to request an extension of the project completion date for Bella Vira from April 29, 2014 to April 29, 2015. We are working diligently to complete development of the site, a majority of the grading is complete and we are beginning to install utilities. Completion of the public improvements for the site are not able to be fully completed by in time for several reasons: L Richmond did not close on the site until September 13, 2011 The closing of the Property was able to occur due to improvement in the new home sales market. Beginning development of the site sooner would have been difficult given the market conditions in the months prior to the closing. 2. Riclunond began site development heading into the winter season and as result we experienced weather delays. 3. The site needed extensive o,verexcavation work to mitigate expansive soils for both the home foundations and public improvements, In the case of home foundations, we had to remove and recompact soil up to 10 feet below the lowest foundation component (17 feet total). 4. The site had excess dirt and removal of the excess dirt to an offsitc location was required, 5. Due to, the expansive nature of the soils at the site, extensive testing has been necessary to properly engineer the public street sections. 6. Due to the high water table at the site, we needed to design and we will be constructing an interceptor drain on a portion of the site to mitigate water intrusion into the newly overexcavated soils. We expect to have all of the required public improvements completed and to open for home sales by the summer U201/1.
