07/17/2013: Thank you for providing the NWCWD pipe in the profile of the Hemlock Storm Sewer. As
mentioned previously please provide a NWCWD signature block and an appropriate crossing details
or information required by the district. 05/28/2013: Sheet C6 - The plans callout a 42" North Weld
County Water District Ductile Iron Pipe that crosses the proposed storm sewer. Please contact
NWCWD to discuss there crossing requirements, signature block, pipe clearance, etc. The pipe
needs to be shown in the profile.
Response: We have discussed this with NWCWD, and have revised the plans based on their comments.

07/17/2013: Cover still appears to be inadequate over the proposed storm sewer in the existing and
future conditions specifically near the manhole for the outfall of the project. 05/28/2013: Sheet C6 -
The storm profile appears to show inadequate cover over the storm pipe. Please include the
proposed grade along Hemlock street in this profile and ensure that a minimum of 36" of clearance will
be met in the ultimate condition.
Response: The profiles have been adjusted to provide additional cover.

05/28/2013: The natural area easements have been paid for but will need to be recorded when the
project is reaching final mylar.

07/16/2013: The following comments was made at PDP regarding the local street payment in lieu for
Hemlock Street. Currently we are using an amount of $204/l.f. of frontage to cover local street
obligations. I have copied it to the FDP comments as a reminder for the development agreement.
4/17/2012: Still Applicable; Hemlock has been preliminarily designed as a part of this submittal,
however a local street portion estimate will still need to be prepared by the City for the future frontage
improvements and that amount will need to be provided in a Bond, LOC, or Cash. 4/12/2011: As

mentioned in Conceptual Review, this project is responsible for improving the frontages of both
Hickory and Hemlock. Currently, there are no plans to improve Hemlock Street and due to its existing
condition; the City will not require any frontage improvements at this time. However, this project will still
be required to preliminarily design Hemlock Street along its frontage as well as 500 feet offsite in
either direction. Also, a local street portion estimate will be prepared by the City for the future frontage
improvements, and that amount will need to be provided in a Bond, LOC, or Cash.
Response: We look forward to working out the details of the development agreement.

07/09/2013: Projects with three or more tenant units require the Unit Level Addressing form to be
completed and submitted to the GIS Department once plans have met final approval through
Development Review and are recorded with the City. This can occur anytime during construction, but
before any utilities are set within the structure to ensure the meter banks match the official addressing
for the structure. The Unit Level Addressing form can be obtained by contacting the GIS office at gis@fcgov.com or
(970) 416-2483. Address numbers and their distribution will be determined by the GIS Department.

05/09/2013: In order to confirm that the electric utility plan will be viable, and to determine the electric
development charges, Light & Power Engineering will need specifics concerning the electric service
to the commercial/industrial component. Light & Power Engineering can be reached at (970)221-6700.
Response: The contractor will coordinate directly with Doug Martine with the specifics of the electrical demands
for the commercial/industrial components of the buildings, when we know the power needs of our end users at
the time of building permit.

07/18/2013: The erosion control requirements are in the Stormwater Design Criteria under the
Amendments of Volume 3 Chapter 7 Section 1.3.3. The current Erosion Control Materials Submitted
does not meet these requirements. The Erosion Control Report was not included or submitted with this
packet. See redlines for corrections in the Erosion Control Plan. Every BMP called out for on the plan

should have a detail to match it, this is not the case with the Detention Basin's Outlet structure where an
area inlet BMP was called out for the outlet structure. The plan also lacked Intlet protection on the
Storm sewer going through the parking lot. The site will also have to supply Erosion Control Escrow
Calculations. If you need clarification concerning this section, or if there are any questions please

Response: The inlet protection devices are all shown as gravel filters, and the escrow calculations have been
added to the Drainage Report.

Response: These easements are in the process of being recorded. They should be done prior to us printing mylars,

07/02/2013: Please add the following notes to the irrigation plan:
11. A master shut-off valve shall be installed downstream of the backflow device to shut off water to the
system when not operating.
12. Irrigation controllers shall be "smart" controllers, using climate-based or soil moisture-based
technology, selected from the Irrigation Association's current Smart Water Application Technologies
(SWAT) tested products list or other similarly tested product list. Controllers shall be installed and
programmed according to manufacturer's specifications.
13. A rain sensor shall be installed on each irrigation controller and installed according to the
manufacturer's specifications.
10. Remote control valves shall have flow control

specification for the insulation suitable for underground applications. Provide the design showing the thickness and
