transformer feed will likely come from the vault at the corner of Perennial lane and Native Plant Way.

1. On page C1.00 – Please remove the floodplain boundary from this sheet; it is not necessary.
2. On page C4.01, please replace Note 7 with the following: Critical Care Facilities are not allowed in a
FEMA-Regulatory Floodplain (100-year and 500 year). Though this building is not in a floodplain at this
time, the applicant is aware that if the limits of the existing floodplain change, or a 500-year floodplain is
defined, the building may be in a floodplain in the future and the daycare would become a
non-conforming use.

improvements on Lot 1, Sunshine House - FC 139, so the legal description should reflect this.

12/10/2013: On 12-4-13, the applicants TE was requested by City Traffic staff to use a previous version
of the Synchro software utlizing the HCM2000 analysis methodologies to analyze the unsignalized
intersections. Based upon the results provided by the new Synchro 8 software City Traffic staff had
concerns the program was exibiting a flaw in its analysis. The results were signioficantly different than
two City programs provided, nor were reasonably close to a recent review completed for The Grove
project. Upon re-analyzing the unsignalized intersections with the older progarm version the results
were found acceptable. As such, the revised TIS Memo providing the analysis of the unsignalized
intersections and the TIS dated November 2013 providing the Center and Prospect signalized analysis
are accepted.

12/10/2013: The Variance request dated December 10, 2013 reqarding the LOS failure of the
eastbound approach at the Perennial (old Rolland Moore) and Center 2-way stop sign controlled
intersection is accepted. The intersection does not meet warrants for a traffic signal. City analysis also
provides that north or south bound right turn lanes added to Center do not improve the eastbound LOS
failure. Traffic staff believes requiring the project to constrcut a roundabout at the loaction is an
out-of-scale improvement as mitigation for a minor side street failure. City traffic staff also believes the
traffic volumes illustrated in the TIS are what is expected at the location. Determination is there is not a
solution to the LOS failure in character with the scale of the failure which is only 0.70 (seven-tenths)
seconds of delay greater than a non-failing LOS.

services? This would also move the MH out of the planting bed.

11/29/2013: The floor space calculations and numbers have been added. But the note indicating that
the enrollment will be 125 - 150 children hasn't been added.
10/25/2013: The 'statement of planning objectives' states that the enrollment will be 125 - 150 children.
This note has to be added to the 'land use statistics table'. An enrollment of 150 children will require at
least 6000 square feet of indoor floor space devoted to school purposes (closets, bathrooms,
kitchens, offices don't count). Since the building is over 10,000 square feet, I assume the standard is
met.
