Alternative Compliance Request
Bike parking at the Scott Plaza Apartments
This is an Alternative Compliance Request to Section 3.2.2(C)(4)(b) of the City’s Land
Use Code, which addresses bike parking and requires 60% enclosed and 40% fixed.
The current plan proposes 73% of the bike parking to be enclosed and 27% to be fixed
exterior.
We are requesting approval for an alternative compliance that we feel meets the
standard equally well or better than a plan which complies with the standards.
Reasons supporting the request include:
There are 12 fixed spaces near the front door with higher end bike racks. There are
an additional 40 fixed spaces near the rear stair tower which will be covered
overhead to protect against weather. A total of 52 fixed spaces (27%) are provided
of 77 (40%) required. In order to maintain the landscaped areas flanking the woonerf
we decided to provide the remaining bike parking interior to the building. There is
one space for every bedroom provided. The plan proposes a minimum of 142 (73%)
bike parking spaces to be located within the building in secured bike closets
whereas only 116 (60%) would be required.
For the reasons outlined above, the applicant believes that the proposed plan meets the
review criteria equal to or better than an alternative layout.
