Comment Number: 3 Comment Originated: 09/18/2013 Topic: Landscape Plans 09/18/2013: Thank you for showing where the rain garden will be located on the landscape plans. Other than 1" -2" of wood mulch shown on the utility set, what vegetation is proposed in the swale? The graphic is insinuating rock, which does not match up with the utility set information. Could the landscape plan be more specific in calling out this detail please? 08/19/2013: The utility set shows a 5 foot wide L.I.D. swale with 2" of shredded wood mulch bisecting the front yard. This should be coordinated on the landscape plans. Staff has concerns regarding this treatment as during a rain event, wouldn't all the mulch just wash out into the R.O.W.? How can this LID swale be better visually integrated with the character of the area? RE: Peck Apartments, FDP130031, Round Number 2 Page 1 of 4 10/09/2013: The plans need to show the indication of the dedication of either the right-of-way or sight distance easement. To the extent that it no longer appears that the area is being used for drainage purposes, right-of-way instead of sight distance easement should be dedicated and would need to be conveyed prior to approval of the final plan for the project. 08/21/2013: Figures 7-11F and 7-12F also require the dedication of a 10' by 10' corner cut of right-of-way at the alley/street intersection. With the sidewalk and right-of-way not being along the same line, the actual corner cut would be less at about 7' by 7' from existing Laurel Street and alley right-of-way. Engineering would support a variance to instead have this area being a sight distance easement instead of right-of-way, that could overlap in a drainage easement. This can occur anytime during construction, but before any utilities or address signs are installed. The Unit Level Addressing form can be obtained by contacting the GIS office at gis@fcgov.com or (970) 416-2483. Addressing will be determined by the GIS Department. Is the planned Serviceberry a single trunk or multi-stemmed variety? The multi-stemmed variety will probably not provide adequate sight distance. Please verify they are to be the single trunk variety and that their mature low canopy height is at least 42 inches from grade. At least for the eastern most plant use a plant that doesn't make the condition worse than the trash enclosure already does. Comment Number: 6 Comment Originated: 10/10/2013 Topic: Site Plan 10/10/2013: Thank you for labeling the parking garages. Please delete the "verify sight distance" label on the Site Plan. The comment is requesting the designer to do the sight distance review at this stage of the process, not during construction when its a much bigger problem to address. 08/23/2013: If all 8 parking spaces are in the area shown on the Site Plans as "8 side yard at garages", please verify the trash enclosure and electric transformer meet LCUASS sight disance criteria for motorist backing out of the garage into the alley.
