Lake Street: Site Plan Advisory Review (SPAR) submittal. Dear Ted, The attached SPAR submittal package indicates, from our perspective, a thoughtful building addition to the University Center of the Arts Complex. It is sympathetic to the scale and materials of the existing buildings, and attempts to bring a greater richness to the architectural expression of the Old Fort Collins High School buildings that face Lake Street. The Avenir Museum Expansion is a donor-funded one story addition to the current University of Arts Annex that will house textiles and historic costumes, museum space and classrooms. This project will add 10,750 gsf to the University Center of the Arts Complex (currently 196,062 gsf), resulting in a 5% increase in total gross square feet. The expansion will include a classroom, climate controlled galleries, library/conference room, support offices, and will renovate a portion of the existing building. The design is intended to create an identity for the museum along East Lake Street while enhancing the existing Annex . The addition’s primary entrance will be accessed from East Lake Street and a secondary entrance will be on north side of building to provide flexibility for future planning to the north of the building. The project will enhance the loading dock area and collections conservation and artifact storage areas. The site for Avenir Museum expansion is immediately south of the existing University Center for the Arts Annex building. The development footprint is 28,000 square feet. The majority of the building footprint is located on top of an existing Faculty and Staff ‘A’ parking lot. Site changes as a result of the Avenir Museum Addition are: The relocation of an existing access drive off of Lake Street 120 feet to the east of the present location. The loss of 22 Facility and Staff parking in lot 620. These parking spaces had a 93% vacancy rate in the survey of these spaces in the Spring of 2013, and it assumed that there is adequate parking for facility and staff in the remaining 55 spaces devoted to facility and staff. No student parking spaces are impacted in the plan. The reduction of the size of the neighborhood managed “Dog Park” on the southeast corner of Lake and Petersen. This area will be reduced in size from approximately an Acre to three quarters of an Acre. A new entrance gate will be installed on the southwest corner of Lake and Petersen. There are no immediate plans to either increase the size of this area or to remove it. The University Center for the Arts complex will increase impervious surfaces by 1.5% (10,000 square feet) The building addition is on the bottom of the catchment area, and no detention fis proposed for the increase in impervious area. Construction is anticipated to begin December 2013 and be completed December 2014.
