Comment Summary: Department: Current Planning Contact: Pete Wray, 970-221-6754, pwray@fcgov.com Topic: General Comment Number: 1 Comment Originated: 06/04/2013 The Combined PDP/FDP is scheduled for two rounds a review for the PDP and FDP. Staff will assess number of rounds required based on completeness of submittal and compliance of applicable standards. RESPONSE: Acknowledged. Thank you. Comment Number: 2 Comment Originated: 06/05/2013 In reference to the Zoning comment for ROW landscaping, the parkway planting east of drive isle needs to include 4 street shade trees extending to east property line and in centerline of parkway strip between curb and detached sidewalk. The proposed Shumard Red Oak (located just east of drive isle - behind sidewalk) should be moved into parkway tree row and included as group of 4 trees mentioned above. RESPONSE: We have added the requested shade trees to the landscape plan. Custom Blending PDP/FDP #FDP 13002 – Round 1 Comment Letter Page 2 June 7, 2013 Comment Number: 3 Comment Originated: 06/05/2013 Proposed street trees in front of new building extension and in parkway (west of new drive isle) should be of another tree species than group of 4 street trees on east side of drive isle. If the Red Oak is used, for one group, identify different type per LCUASS Streetscape standards. RESPONSE: We added English Oaks in this area. RESPONSE: Existing items have been faded back as requested. Topic: General Comment Number: 2 Comment Originated: 06/05/2013 Figure 19-6 of LCUASS specifies the minimum setback for a parking stall along a driveway from a public street. The range varies from 20 feet to 50 feet, but needs ADT information from a traffic study in order to determine. Depending on the information provided in the traffic study, there may need to be a couple of parking spaces removed on the west side of the drive aisle in order to meet this requirement (it appears that two parking spaces could be provided on the east side of the drive aisle that would still meet the 50 foot requirement). RESPONSE: The handicap parking stalls were shifted south and additional spaces were added on the east. Comment Number: 4 Comment Originated: 06/05/2013 Pending confirmation at staff review, we may either need a new development agreement to apply to the property, or a note added on the plat stating that the development agreement for the original Custom Blending will apply to the replat property. RESPONSE: Acknowledged. Thank you. All other fire department concerns have been resolved. RESPONSE: Acknowledged. Department: Stormwater Engineering Contact: Wes Lamarque, 970-416-2418, wlamarque@fcgov.com Topic: General Comment Number: 1 Comment Originated: 06/07/2013 The development is required to meet the City's LID requirements which include 50% of the land area draining through an infiltration device and 25% of all private parking and drive aisles be porous pavement. The regulations also include an equal to or better option. If 50% of the existing site were to drain through and infiltration device, the City would agree that this option were equal to or better. RESPONSE: The pre-sedimentation basins have been sized to provide for ponding to a 1’ depth, then overtop and spill south into the existing detention pond. The design has been coordinated with Basil Hamdan and Wes Lamarque and LID basins sized accordingly. The LID basins will serve the existing and expanded site, and will offset the need for porous pavers, as the 50% is covered by the LID basins. Custom Blending PDP/FDP #FDP 13002 – Round 1 Comment Letter Page 2 June 7, 2013 Comment Number: 2 Comment Originated: 06/07/2013 A meeting should be planned to discuss the design parameters for these infiltration devices.
