Response:  Acknowledged Department:  Outside  Agencies Contact:  Bob  Rulli,  , Topic:  General Comment  Number:  1  Comment  Originated:  05/21/2013 05/21/2013:  The  existing  building  at  5900  S.  College  Ave.  has  a  25  pair  entrance  cable (in  property  owner  2"  entrance  conduit)  and  an  inside  terminal.  It  is  fed  from  cable  to the  northeast  on  Saturn  Drive.  The  inside  terminal  and  cable  does  not  appear  to  be impacted  by  the  plan  and  should  be  sufficient  for  any  telecom  needs  for  the  project. However,  any  changes  (relocations,  modifications,  ect.)  to  the  existing  cable  and terminal  are  billable  in  advance  to  Magnum  Motors.  The  CTL  process  is  time  consuming and  must  be  coordinated  in  advance  with  Engineering  and  billing,  prior  to  working  being done.  The  General  Contractor  and  owner  need  to  contact  CTL  engineering  in  advance, for  site  meet,  proposal  and  billing  to  be  sent  to  Denver  for  processing  before  a construction  job  will  be  released. The  feed  pedestal  on  Saturn  Dr.  also  does  not  appear  to  conflict  with  any  planned  uses, however  if  landscaping  or  street  modifications  require  it  to  be  relocated,  the  above billing  process  is  also  in  affect. -‐Bob  Rulli,  970-‐490-‐7503 Response:  Acknowledged Department:  Stormwater  Engineering Contact:  Wes  Lamarque,  970-‐416-‐2418,  wlamarque@fcgov.com  this  project. Response:  Acknowledged Comment  Number:  2  Comment  Originated:  05/21/2013 05/21/2013:  New  trees  are  shown  on  the  east  side  of  the  project  where  there  are existing  trees.  These  proposed  trees  include  4  Southwest  White  Pine  and  3  Honeylocust. It  appears  that  the  existing  trees  in  this  area  are  of  a  quantity  and  size  that  they  would limit  the  successful  planting  of  the  7  proposed  trees  for  this  area.  Please  clarify  that there  is  adequate  space  to  add  these  7  trees  where  existing  trees  are  shown. Response:  Acknowledged Comment  Number:  3  Comment  Originated:  05/21/2013 05/21/2013:  Show  the  actual  locations  of  all  existing  trees  on  Sheet  LP102  so  they  can be  displayed  as  part  of  the  landscape  design. Response:  Acknowledged  –  all  existing  trees  and  their  locations  are  shown  per  the survey  provided. Comment  Number:  4  Comment  Originated:  05/21/2013 05/21/2013:  Evaluate  adding  two  canopy  shade  trees  to  function  as  street  trees  at  the NW  part  of  the  site  in  the  landscape  area  along  the  front  of  the  project  just  to  the  south of  Saturn. Response:  Two  additional  trees  cannot  be  added  to  this  area  due  to  utility  conflicts. Comment  Number:  5  Comment  Originated:  05/21/2013 05/21/2013:  Where  is  the  location  of  the  bioswale?  Will  it  impact  any  of  the  existing trees.  the  development agreement  due  to  the  frontage  of  College  Avenue  not  being  in  conformance  with  the long-‐term  access  control  plan  for  south  College  Avenue.  Since  the  conceptual,  the  City has  modified  its  approach  to  addressing  satisfying  the  local  street  obligation.  The outstanding  obligation  for  the  local  street  portion  of  College  Avenue  is  no  longer  in  this case  viewed  as  to  include  pavement,  curb  and  gutter;  the  outstanding  portion  of  local street  would  be  for  sidewalk  only,  reducing  the  amount  of  local  street  obligation attributable  to  the  property  owner.  That  said,  rather  than  looking  for  the  satisfaction  of the  local  street  obligation  for  sidewalk  to  be  tied  with  future development/redevelopment,  the  proposal  would  need  to  either  build  the  sidewalk along  College  Avenue,  or  provide  for  the  local  street  portion  of  sidewalk  at  this  time.  If providing  funds  in  lieu  of  construction,  the  City  has  determined  that  for  2013,  the established  local  street  portion  of  sidewalk  is  $35.00  per  foot,  which  equates  to $9,435.30  based  on  269.58  feet  of  College  frontage.  Under  the  scenario  of  payment  in lieu  of  construction,  payment  would  need  to  be  provided  prior  to  final  plan  approval,  or a  development  agreement  would  be  needed  tying  payment  of  this  prior  to  issuance  of  a building  permit.  Otherwise,  the  sidewalk  would  need  to  be  designed  and  shown  on  the drawings  (7  feet  in  width,  detached)  and  would  need  to  be  completed  in  conjunction with  the  required  sidewalk  along  Saturn  Drive,  prior  to  issuance  of  a  certificate  of occupancy.
