not

for

College

Since
the
conceptual,
the
City
has
modified
its
approach
to
addressing
satisfying
the
local
street
obligation.
The
outstanding
obligation
for
the
local
street
portion
of
College
Avenue
is
no
longer
in
this
case
viewed
as
to
include
pavement,
curb
and
gutter;
the
outstanding
portion
of
local
street
would
be
for
sidewalk
only,
reducing
the
amount
of
local
street
obligation
attributable
to
the
property
owner.
That
said,
rather
than
looking
for
the
satisfaction
of
the
local
street
obligation
for
sidewalk
to
be
tied
with
future
development/redevelopment,
the
proposal
would
need
to
either
build
the
sidewalk
along
College
Avenue,
or
provide
for
the
local
street
portion
of
sidewalk
at
this
time.
If
providing
funds
in
lieu
of
construction,
the
City
has
determined
that
for
2013,
the
established
local
street
portion
of
sidewalk
is
$35.00
per
foot,
which
equates
to
$9,435.30
based
on
269.58
feet
of
College
frontage.
Under
the
scenario
of
payment
in
lieu
of
construction,
payment
would
need
to
be
provided
prior
to
final
plan
approval,
or
a
development
agreement
would
be
needed
tying
payment
of
this
prior
to
issuance
of
a
building
permit.
Otherwise,
the
sidewalk
would
need
to
be
designed
and
shown
on
the
drawings
(7
feet
in
width,
detached)
and
would
need
to
be
completed
in
conjunction
with
the
required
sidewalk
along
Saturn
Drive,
prior
to
issuance
of
a
certificate
of
occupancy.
