Recently, the City of Fort Collins has committed to making geometric enhancements to the College Avenue (State Highway 287) / Horsetooth Road intersection in the near future (2013-2016). These enhancements include widening College Avenue to provide dual northbound and southbound left-turn lanes. To determine the overall improvement to peak period delay on opening day, the short term analysis was re-run to include the updated geometry. Using Synchro files developed by the City of Fort Collins as a base, the operational conditions were analyzed at the College Avenue / Horsetooth Road intersection based on procedures documented in the Highway Capacity Manual 2010, (Transportation Research Board, Fifth Edition, 2010). The base Synchro files were adjusted to include minor adjustments to the pedestrian split times and to incorporate protected only left-turn phasing for the northbound and southbound movements. Protected left-turn only phasing would be required to remain consistent with dual left- turn phasing at existing intersections along College Avenue, and to reduce the accident potential by removing the permitted movement. Table 1 summarizes the original short term analysis contained in the TIA and the updated analysis including the geometric enhancements. Table 1. SAT E D A E D B E E E F D C D (49.1) January 23, 2013 Mr. Bryan McFarland Page 2 The analysis shows that the proposed dual left-turn lanes would improve both the individual movement and overall intersection delay in the short term horizon. The weekday PM peak hour would experience the biggest overall improvement, reducing intersection delay by 20%. The improvement to the northbound and southbound approaches would also improve operations to the east / west movements by shifting available green time to movements operating at or over capacity. Overall, the proposed improvements will provide additional intersection capacity to better serve anticipated increase in peak period traffic as a result of the Foothills Mall redevelopment.
