This is to certify that I am a duly qualified registered professional engineer
licensed to practice in the State of Colorado.
It is further to certify that the attached technical data supports the fact that
the proposed Woodward Blue Home Over-lot Grading Plan
(Name of Development) will not impact the 100-year flood elevations, floodway
elevations, or floodway widths on the Cache la Poudre River
(Name of Stream) at published or unpublished cross-sections in the FEMA Flood
Insurance Study or the City of Fort Collins Flood Study dated April 16, 2013
CLOMR (FEMA Case No. 13-08-0614R) (Study Dates) in the vicinity of
the proposed development.

RE: Woodward Blue Home Over-lot Grading Plan – No Rise Certification
Dear Marsha,
The Woodward Blue Home development will be approved through the City of Fort Collins
through three separate submittal processes. The first submittal will include the site demolition
and over-lot grading of the site up to the existing Poudre River Trail that runs along the southern
portion of the property. The second submittal will include the demolition and over-lot grading of
the remaining property south of the existing trail as well as the trail removal and river bank
stabilization work. The final submittal will include the utilities, site work, and building plans for
the proposed Woodward Blue Home infrastructure.
City Code states that development (including grading operations) in a floodplain must be
preceded by a Floodplain Use Permit and, if the work is in a floodway, a No-Rise Certification.
The Code also states that if the development in the floodway results in a change to base flood
elevations, floodway or flood fringe boundaries, a Conditional Letter of Map Revision (CLOMR)
must be approved by FEMA. The proposed Woodward Blue Home over-lot grading plan will
impact the floodway and flood fringe boundaries. A CLOMR (FEMA case number 13-08-
0614R) has been prepared for the site by Anderson Consulting and it was approved by FEMA on
April 16, 2013 (see attached FEMA approval letter). This No-Rise Certification and supporting
documentation is provided to verify that proposed over-lot grading at the Woodward Blue Home
site will not impact the CLMOR.
The project will include removal of the existing golf course facilities associated with the previous
Link-N-Greens golf course as well as over-lot grading north of the existing Poudre River Trail
for the proposed Woodward Blue Home project. The entire perimeter of the site will be fenced
off with 6’ chain link fence. When this fencing enters the floodway it will become break-away
construction fence.

Construction staging and storage of material for this project will occur in the central portion of
the site and will be located out of the Effective 100-year floodplain. Stockpiling will occur
outside the Effective Floodway boundary. Please see the Over-lot Grading Plan for designated
construction staging and stockpiling areas as well as the location of the perimeter construction
fencing.
Following the completion of all three stages of construction (over-lot grading north of the
existing trail, over-lot grading south of the existing trail and river bank stabilization, Woodward
Blue Home infrastructure), a LOMR will be completed in addition to an as-built No-Rise
Certification.
The proposed project will meet all standards of Chapter 10 in the City of Fort Collins Municipal
Code.
