SUBJECT: Spring Creek Farm Transportation Impact Study - Response to comments

This memorandum provides responses to comments with regard to the "Spring
Creek Farm Transportation Impact Study" (TIS) January 2012, as contained in an email
from Ward Stanford to Courtney Levingston and Marc Virata dated April 12,2012. The
email is provided in Appendix A. The comments related to the cited TIS are numbered: 1,
2, and 3. A memorandum response, with appropriate revised pages, was requested. Each
response is numbered to correspond with the comment.
Comment 1
The existing southbound right-turn volume in the afternoon peak hour was shown as
113 vehicles but should be 352 vehicles. This error was carried through the short range
(2017) and long range (2030) futures. Figure 3 shows the revised recent peak hour traffic.
Figure 4 shows the revised adjusted/balanced peak hour traffic. Figure 7 shows the
revised short range (2017) background peak hour traffic. Figure 8 shows the revised long
range (2030) background peak hour traffic. Figure 10 shows the revised short range
(2017) total peak hour traffic. Figure 11 shows the revised long range (2030) total peak
hour traffic. Using the revised traffic volumes some of the levels of service changed
slightly. Table 1 shows the revised current peak hour operation. The key intersections will
operate acceptably. Calculation forms for the afternoon peak hour analyses are provided
in Appendix B. Table 3 shows the revised short range (2017) background peak hour
operation. The key intersections will operate acceptably. Calculation forms for the
afternoon peak hour analyses are provided in Appendix C. Table 4 shows the revised long
range (2030) background peak hour operation. The key intersections will operate
acceptably. Calculation forms for the afternoon peak hour analyses are provided in
Appendix D. Table 5 shows the revised short range (2017) total peak hour operation. The
key intersections will operate acceptably. Calculation forms for the afternoon peak hour
analyses are provided in Appendix E. Table 6 shows the revised long range (2030) total
peak hour operation. The key intersections will operate acceptably. Calculation forms for
the afternoon peak hour analyses are provided in Appendix F.

Comment 2
Figure 6, page 15 shows the distribution percentages on Katadin Drive but should be
on Nancy Gray Avenue. The revised trip distribution graphic (Figure 6) is provided in
Appendix G.
Comment 3
“Figure 12 has a supplemental geometry shown for the Westbound right-turn stating
Required Geometry. As I (Ward Standford) review the TIS analysis and findings I don’t find
a LOS failure that requires the westbound right turn to mitigate, so I question the “required”
label.” Ward Stanford requested that the wording be changed. Figure 12 shows the
supplemental geometry as recommended based on LCUASS Figure 8-4. The Geometry
text was also revised from required to recommended per LCUASS Figure 8-4 with current
traffic. Figure 2 was also revised to be consistent. Appendix H contains revised pages 4,
27, and 30.
In addition to the above comments, some of the pedestrian level of service text was
omitted on page 32. Appendix I has a revised page 32.
