College Ave., Suite 104 Fort Collins, CO 80525 Comment Summary: Department: Current Planning Contact: Courtney Levingston, 970-416-2283, clevingston@fcgov.com Topic: General 05/22/2013: Please delineate where vehicles will be displayed and customer parking spaces. Comment Number: 1 Comment Originated: 05/22/2013 05/24/2013: The required sidewalks will need to be formally depicted on the site plans and provided via a second round of review. Staff is willing to meet on site to discuss the existing conditions and proposed configurations, however we will need to see this on the plans before we move forward to the Planning and Zoning Board hearing. Comment Number: 2 Comment Originated: 05/24/2013 05/24/2013: Since this project is a combined PDP and Final Plan, all comments must be resolved through formal rounds of review prior to proceeding to hearing. Comment Number: 3 Comment Originated: 05/24/2013 Topic: Lighting Plan 05/21/2013: Staff is concerned with the sufficiency of the plans demonstrating that Section 3.2.4, Site Lighting, will be met with the proposal. The code requires the site to be brought up to current lighting standards and there are questions if the existing canopy lighting meets today's lighting standards. Comment Number: 1 Comment Originated: 05/21/2013 Topic: Site Plan Please see the following summary of comments from City staff and outside reviewing agencies for your submittal of the above referenced project. Please turn these layers off to clean up the site plan. Comment Number: 1 Comment Originated: 05/22/2013 05/22/2013: The location of the bike parking is not optimal as it is in a low visibility back of the building area and not near an main entrance. Safety could be a concern in this location. Comment Number: 2 Comment Originated: 05/22/2013 Department: Engineering Development Review Contact: Marc Virata, 970-221-6567, mvirata@fcgov.com Topic: General 05/22/2013: The construction of sidewalk along Saturn Drive abutting the property and tying into the sidewalk network directly east should be provided with the proposal. The sidewalk would ideally be a minimum 5 feet in width, detached a minimum 6 feet from the curb. The existing trees along the Saturn Drive frontage may result in the need to explore other sidewalk configurations along all or a portion of the property. ADA compliance for grade would need to be ensured and additional right-of-way or access easement may be needed if the sidewalk placement falls outside of existing right-of-way. Comment Number: 1 Comment Originated: 05/22/2013 05/22/2013: Access ramps across the driveways for the sidewalk installation would be needed and the sidewalk would need to carry through the driveways in accordance with LCUASS detail 707. The sidewalk would tie into the depressed curb with an access ramp at the Saturn Drive / College Avenue intersection. The driveway approaches may need to be rebuilt in accordance with LCUASS detail 707 to ensure ADA compliance across the driveways. Since the conceptual, the City has modified its approach to addressing satisfying the local street obligation. The outstanding obligation for the local street portion of College Avenue is no longer in this case viewed as to include pavement, curb and gutter; the outstanding portion of local street would be for sidewalk only, reducing the amount of local street obligation attributable to the property owner. That said, rather than looking for the satisfaction of the local street obligation for sidewalk to be tied with future development/redevelopment, the proposal would need to either build the sidewalk along College Avenue, or provide for the local street portion of sidewalk at this time. If providing funds in lieu of construction, the City has determined that for 2013, the established local street portion of sidewalk is $35.00 per foot, which equates to $9,435.30 based on 269.58 feet of College frontage. Under the scenario of payment in lieu of construction, payment would need to be provided prior to final plan approval, or a development agreement would be needed tying payment of this prior to issuance of a building permit. Otherwise, the sidewalk would need to be designed and shown on the drawings (7 feet in width, detached) and would need to be completed in conjunction with the required sidewalk along Saturn Drive, prior to issuance of a certificate of occupancy. Comment Number: 3 Comment Originated: 05/22/2013 05/22/2013: Information on the plans including grading and utility information isn't legible with the lineweight used and needs to be updated for review. Comment Number: 4 Comment Originated: 05/22/2013 05/22/2013: A 15 foot utility easement behind the College Avenue right-of-way along with a 9 foot utility easement behind Saturn Drive would need to be dedicated unless agreed to otherwise by the utility providers. These proposed trees include 4 Southwest White Pine and 3 Honeylocust. It appears that the existing trees in this area are of a quantity and size that they would limit the successful planting of the 7 proposed trees for this area. Please clarify that there is adequate space to add these 7 trees where existing trees are shown. College Ave. has a 25 pair entrance cable (in property owner 2" entrance conduit) and an inside terminal. It is fed from cable to the northeast on Saturn Drive. The inside terminal and cable does not appear to be impacted by the plan and should be sufficient for any telecom needs for the project. However, any changes (relocations, modifications, ect.) to the existing cable and terminal are billable in advance to Magnum Motors. The CTL process is time consuming and must be coordinated in advance with Engineering and billing, prior to working beign done. The General Contractor and oener need to contact CTL engineering in advance, for site meet, proposal and billing to be sent to Denver for processing before a construction job will be released. The feed pedestal on Saturn Dr. also does not appear to conflict with any planned uses, however if landscping or street modifications require it to be relocated, the above billing process is also in affect. -Bob Rulli, 970-490-7503 Comment Number: 1 Comment Originated: 05/21/2013 Department: Stormwater Engineering Contact: Wes Lamarque, 970-416-2418, wlamarque@fcgov.com Topic: General 05/22/2013: Please provide as-built survey information for the existing detention pond and design the water quality extended detention using actual pond volumes.
