1. The Feeders Project Apartment is in the Transit-Oriented Development (TOD)
Overlay District and accordingly, no minimum parking is required
[3.2.2(K)(1)(a)(1)].
2. Notwithstanding the foregoing, we plan to provide:
A. Fifty-four parking spaces for the Apartment building, which represents one
parking space per apartment, as follows:
12 standard spaces – garage spaces
1 standard HA space – in garage adjacent to elevator lobby rear door.
1 van accessible HA space – in garage adjacent to elevator lobby rear door.
40 compact spaces – 27 garage spaces and 13 parking lot spaces.
B. A small parking lot will have landscaping around its periphery but not islands of
landscaping. The reasons for this are: a) this small parking lot is small, only
having 10 parking spaces, b) it is at the rear of the apartment building and behind
the Thompson building, and is totally screened from view from the street, and c)
the open space provided in its layout is necessary to permit emergency vehicles
and trash trucks to turn around.
3. Rationale for Granting Modification:
A. What we are providing for parking is good or better than what is required, since
what is required is none.
B. We are providing for the reality that on average, apartment residents will have
about one car per unit and will need long-term parking for these cars, even if their
primary method of transportation is by bicycle, on foot or public transportation.
C. The demographics of the market for these apartments reflect vehicle owners with
a very strong preference for environmentally sensitive compact vehicles with
smaller than typical carbon footprints. Therefore, we have provided a mix of
compact and standard-sized parking spaces to reflect this.

D. The small parking lot is designed to be open and without a landscaped island in
order to permit emergency and trash vehicles to turn around, and furthermore, it
will have landscaping around its periphery and it is totally screened from view
from the streets.
E. By providing apartment residents parking onsite, we are keeping parking off the
streets, so that on-street parking can be appropriately used primarily for retail
business, restaurants and the like.
4. Accordingly, we respectively request that our modification to provide for parking, as
described above, be approved.
