TRILBY RD. - PDP - PDP120006 - REPORTS - TRAFFIC STUDYMEMORANDUM TO: Affordable Roofing Timothy Halopoff, J•R Engineering City of Fort Collins FROM: Matt Delich DATE: March 19, 2013 SUBJECT: Affordable Roofing Traffic Impact Study (File: 1320ME01) This memorandum constitutes a traffic impact study (TIS) for Affordable Roofing, located at 217 W. Trilby Road in Fort Collins. The site location is shown in Figure 1. Affordable Roofing is currently located on the site in a converted house that is approximately 1100 square feet. There are also three other outbuildings on the site that are approximately 920 square feet, 900 square feet, and 200 square feet. These outbuildings will be razed with this proposal. However, the converted house will remain. Scoping discussions with Ward Stanford, Fort Collins Traffic Engineer, were conducted. A Base Assumptions Form and related information is provided in Appendix A. A site plan is shown in Figure 2. Lot 1 is the existing converted house building. Currently, there are two accesses to/from Trilby Road. With this proposal, these accesses will be improved. Trilby Road is an east-west street that is north of the site. Trilby Road is classified as a two-lane arterial on the Fort Collins Master Street Plan. Currently, Trilby Road has a two-lane cross section. Trilby Road is widened to its full width (curb/gutter on the south side) adjacent to Ridgewood Hills to the west. Trilby Road is widened to its full width (curb/gutter on the north side) adjacent to the Southgate Church to the east. There are no other improvements in this segment of Trilby Road. It is posted at 35 mph. At the Trilby/East Access and Trilby/West Access intersections, Trilby Road has all eastbound and westbound movements combined into single lanes. At the Trilby/East Access and Trilby/West Access intersections, there is stop sign control on site accesses. Recent peak hour traffic counts at the Trilby/East Access and Trilby/West Access intersections are shown in Figure 3. Raw traffic counts are provided in Appendix B. Traffic counts at the key intersections were obtained in March 2013. Using the volumes shown in Figure 3, the current peak hour operation at the key intersections is shown in Table 1. Calculation forms for these analyses are provided in Appendix C. These intersections were analyzed using the unsignalized intersection techniques from the 2010 Highway DELICH Affordable Roofing TIS, March 2013 ASSOCIATES Capacity Manual. A description of level of service for unsignalized intersections from the 2010 Highway Capacity Manual and a table showing the Fort Collins Motor Vehicle LOS Standards (Intersections) are also provided in Appendix C. The Trilby/East Access and Trilby/West Access intersections operate acceptably during the peak hours. The Affordable Roofing site is in an area termed “other.” In areas termed “other,” acceptable operation at unsignalized intersections during the peak hours is defined as level of service E or better for any approach leg for an arterial/collector intersection or an arterial/local intersection. In such areas, it is expected that there would be substantial delays to the minor street movements during the peak hours. This is considered to be normal in urban areas. Table 2 shows the calculated trip generation for the proposed Affordable Roofing using Trip Generation, 9th Edition, ITE, as the reference document. The trip generation resulted in 168 daily trip ends, 24 morning peak hour trip ends, and 24 afternoon peak hour trip ends. It is important to note that the office use on Lot 1 already exists. Figure 4 shows the trip distribution for the site generated traffic. Figure 5 shows the site generated peak hour traffic assignment for the Affordable Roofing site. Background traffic projections for the short range (2018) future were obtained by factoring the recent peak hour counts by two percent per year plus the approved Ridgewood Hills Apartments. Figure 6 shows the short range (2018) background peak hour traffic on Trilby Road along the site frontage. Analysis of the existing intersections with the short range background traffic is not relevant, since the proposal will replace the current operation. The traffic volumes generated by the proposed Affordable Roofing were added to the background traffic volumes to produce the total traffic volume forecasts for the short range (2018) future. Figure 7 shows the short range (2018) total peak hour traffic at the Trilby/East Access and Trilby/West Access intersections. Table 3 shows the short range (2018) total morning and afternoon peak hour operation at the Trilby/East Access and Trilby/West Access intersections. The key intersections will operate at acceptable levels of service during the morning and afternoon peak hours with existing control and geometry. Calculation forms for these analyses are provided in Appendix D. The traffic volumes at the two site accesses do not meet the volume thresholds requiring either right-turn or left-turn auxiliary lanes. However, since Trilby Road is classified as an arterial street, Figure 8-1 in the “Larimer County Urban Area Street Standards” indicates that left-turn lanes are required at all intersections and all-movement accesses on arterial roadways, except where roundabouts are required. Therefore, a center left-turn lane will be required on Trilby Road, unless the City chooses to delay this until other improvements are made in this segment of Trilby Road. According to the site plan, sidewalks will be built along the property frontage on Trilby Road. There is currently sidewalk along the south side of Trilby Road (Ridgewood Hills) and along the north side of Trilby Road (Southgate Church). Other properties have no sidewalks along Trilby Road. It is doubtful that this land use will generate any pedestrian or bicycle trips. That being said, the Affordable Roofing site is in an area within which the City requires pedestrian and bicycle level of service evaluations. Appendix E shows a map of the area that is within 1320 feet of Affordable Roofing. The Affordable Roofing site is located within an area termed as “Transit Corridor,” which sets the level of service threshold at LOS C for all measured categories except for directness and security, which is LOS B. It is noted that the transit service on South College Avenue is the “FLEX Route” between Fort Collins and Loveland. It is not the more frequent service of the other routes within the Transfort system. There are three destination areas within 1320 feet of the proposed Affordable Roofing site: 1) the residential neighborhood to the southwest of the site, 2) the residential neighborhood to the northwest of the site, and 3) the commercial land uses near the US287/Trilby intersection. Appendix E contains a Pedestrian LOS Worksheet. Acceptable LOS is achieved in every category except for continuity. Sidewalks in the area are sporadic. It is expected that sidewalks will be installed along other properties, by these properties, in the future. Based upon Fort Collins bicycle LOS criteria, there are no bicycle destinations within 1320 feet of the site. This site connects directly to bike lanes on Trilby Road, which achieves level of service A. Currently, this area is served by the Transfort Flex Route on College Avenue. It is expected that transit level of service will be acceptable. It is concluded that, with development of Affordable Roofing, the future level of service at the Trilby/East Access and Trilby/West Access intersections will be acceptable. The level of service for bicycle and transit modes will be acceptable. Sidewalk will be installed along the site frontage of Trilby Road.
