The Amended ODP directs growth to occur within City limits where utility and transportation infrastructure is readily available for cohesive community development. T-4 Bicycling will serve as a practical alternative to automobile use for all trip purposes. The Amended ODP directs a growth pattern that places major activity centers and users within comfortable bicycling distance of each other. HSG-1 A variety of housing types and densities will be available throughout the urban area for all income levels. The Amended ODP provides a parcel of land in the MMN and E Districts intended for student housing. ENV-6 Natural habitat/ecosystems (wildlife, wetlands, and riparian areas) will be protected and enhanced within the developed landscape of Fort Collins. The Amended ODP maps the floodplain, floodway, wetland boundaries and wildlife corridors so that these sensitive areas and valuable natural resources can be protected and enhanced as development within the Amended ODP occurs. The proposed Amendment to the ODP is for the specific purpose of changing the alignment of Rolland Moore Drive to avoid disturbance of wetland areas and disruption of the floodway. ENV-8 The City will minimize potentially hazardous conditions associated with flooding, recognize and manage for the preservation of floodplain values, adhere to all City mandated codes, policies, and goals, and comply with all State and Federally mandated laws and regulations related to the management of activities in flood prone areas. The Amended ODP maps the existing floodway and floodplain and stipulates in the notes that adherence to City, floodplain regulations will be required for all development within the Amended ODP. GM-8 The City will promote compatible infill and redevelopment in areas within the Growth Management Area boundary. The Amended ODP directs growth within an infill area. AN-3 The City will require and assist coordinated neighborhood design efforts among separate development parcels. The Amended ODP directs the alignment and eventual development of Rolland Moore Drive to connect Shields Street with Centre Avenue. This street along with other local streets in the future will contribute to the neighborhood’s interconnected street system. Likewise mapping of the wetlands, floodplain boundaries and wildlife corridor on the Amended ODP will ensure that these areas are preserved and protected for the benefit of the whole neighborhood. Amended CSURF Centre for Advanced Technology ODP Planning Objectives Exhibit A – Statement of Principles and Policies March 30, 2011 Page 2 of 2 MMN-2 The layout and design of a Medium Density Mixed-Use Neighborhood will form a transition and a link between surrounding neighborhoods and the Neighborhood Commercial Center, Community Commercial District, Employment District, or Industrial District. The ODP was the guiding document that provided for MMN zoning as a transition between the existing lower density residential neighborhood and the commercial, institutional and employment centers nearby. Since there is a development plan pending for Parcel C, this parcel is further defined with a unifying pattern of streets and blocks to form a coherent, livable, transition area. CAMD-1 Colorado State University and Front Range Community College should be integrated into the community structure and treated as prominent community institutions and major destinations served by the City’s multi-modal transportation system. The Campus Districts should also contain, to the extent practical, an appropriate mix of housing and supporting services. The intended purpose of Parcel C within the Amended ODP is to provide land for a student housing project, on property owned by the Colorado State University Research Foundation. Parcel C is ideally suited for high density student housing because of its close proximity to the Colorado State University campus and other community destinations via bike trails and the City’s transit system. WC-1 Water corridors are natural and man-made waterways and open space – serving the needs for drainage and water conveyance, as well as recreational, educational and environmental uses. The Amended ODP maps the floodplain, floodway, wetland boundaries and wildlife corridors so that these sensitive areas and valuable natural resources can be protected and enhanced as development within the Amended ODP occurs.
