Dear Mark:
On behalf of the applicant of the abovementioned project, the purpose of this letter is to request
approval to a variance of certain City of Fort Collins (City) engineering design standards that are
listed in the Larimer County Urban Area Street Standards (LCUASS).
The specific code is listed below with the applicant’s reason to request the variance.
Code: 7.4.1 (Alignment) Tables 7.1-7.3 General Parameters (pertaining to driveway
access)
Identifying Issue and Proposed Alternate design:
South College Avenue is sized as a 4 lane arterial (140-ft right of way width). The
requirements for driveway access include:
Limited access,
Distance between driveway edges: 460-ft- 660-ft (distances less than 460-ft
require and administrative variance to be approved)
Corner clearance between driveways and street intersections (460-ft - 660-ft)
West Magnolia Street is sized as a minor collector (100-ft right of way width). The
requirements for driveway access include:
Limited access,
Distance between driveway edges: 30 -ft
Corner clearance between driveways/alleys and street intersections: 100-ft
minimum (distances less than 100-ft require and administrative variance to be
approved)
The current configuration of the parcel along South College Avenue has one vehicular
access point. There are two vehicular access points along the West Magnolia Street
frontage. The applicant is proposing with the development of this parcel of land to close
one vehicular access points to West Magnolia, and to provide a perimeter sidewalk with
ADA compliant pedestrian crossings at each access point, including truncated domes at
the proposed driveway crossings as well as the existing intersection curb ramps.

The lot frontage along South College is approximately 100.0 feet, making the 460’
minimum requirement for corner clearance impossible to meet. The proposed
development maintains the existing access point location along South College, providing
a distance of 92’ from the College and Magnolia Intersection. The distance from the
neighboring driveway entrance to the north is currently approximately 76’. This distance
will not be modified with the proposed development. The new driveway entrance will be
improved with the addition of truncated domes for pedestrians.
The lot frontage along West Magnolia is approximately 190’. The development proposes
to keep the access point that is furthest away from the College Avenue/ Magnolia Street
Intersection and close the closest one. This proposal will increase the corner clearance
from approximately 95’ to approximately 173’, well above the minimum requirement of
100’. The required minimum distance between a driveway edges 30’. The proposed
location of the drive entrance is approximately 27’ from the existing alley.
While the proposed configuration does not meet the current standard, it improves the
driveway intersection in the following ways:
Pedestrian/ ADA crossings will be constructed.
Signage and pavement markings will be constructed that mitigate for pedestrian/
vehicular conflicts.
Sight distances will be identified and obstructions will not be placed within or can
be removed from these areas.
Justification: This variance if granted will improve the existing conditions including minimizing
the detriment to the public health by removing one of the entrances along Magnolia Street,
improve safety and welfare by adding truncated domes at the vehicular crossings, and will not
reduce design life of the improvement nor cause the city of Fort Collins additional maintenance
costs.
