We are pleased to submit the Final Plan and Subdivision Plat documents for your
review for the Harmony Technology Park Third Filing, First Replat project in Harmony
Technology Park. The following are responses to the PDP review comments:

Topic: Building Elevations
Number: 5 Created: 03/28/2011
03/28/2011: The northwest entry needs to feature a prominent architectural element
in order to form the plaza. Such element should break the long horizontal roofline.
Response: Northwest corner entry element is prominent do to the height above the
majority of the building, change in materials and rotation from the sidewalls.

03/28/2011: Please indicate how the roofline comprises a distinct top as required by
Section 3.5.3(D)(6)(b) such as a cornice, different materials, sloping roof with
overhangs and brackets or stepped parapets.
Response: Roofline has a distinct top due to the stepped parapet elements and
colored banding.

03/28/2011: For the Parking Alternative Compliance request, it would be helpful to
know just a bit more about the "growing local employer" in terms of type of business,
number of employees, type of layout (cubicles, open shop floor, call center, software
engineering, etc.). Will this employer be using any or all of the six overhead doors or
will they be occupying the southern half of the building? I may be missing page 2 of
the Alternatives and Exceptions Request.
Response: Regarding the first item, the building is being designed specifically to
house a primary tenant who will occupy over half (25,850 s.f.) of the building. The
tenant is primarily an office use with some limited R&D space for their product designs.
The tenant floor plans accommodate up to 145 employees (5.6 employees per 1000
sf). In addition, the design includes training rooms and meeting rooms for the tenant
and its clients, customers and regular visitors. Based on these specific tenant needs, an

increased parking allowance is justified. Additional information has been previously
submitted and can be found in the Alternatives and Exceptions Request.

03/28/2011: Please add ornamental trees at 15 foot spacing from street lights.
Response: Ornamental trees have been added at 15’ from existing street light
locations.

03/28/2011: Please label the aforementioned seat walls, and other amenities
associated with the northwest plaza on the Landscape Plan.
Response: For clarity, the seat walls and other amenities are labeled on the site plan.
Bike racks are labeled on both the site plan and the landscape plan. Due to the
intensity of the landscape planting plan at the North West pedestrian plaza area the
amenity labels were removed from the Landscape Plan.

03/28/2011: On the Lighting Plan, please indicate the quantity of each fixture
described in the Luminaire Schedule. For the point by point illuminance, I don't see
where the basis is a light loss factor of 1.00. (Minor comment "distribution" is
misspelled.)
Response: Type B, quantity of 18. Type C Quantity of 6, Type F quantity of 10, type E
quantity of 7, Type D quantity of 7. LLF = 0.7. Spelling has been corrected.

03/28/2011: On the site plan, please label the seat walls in the northwest plaza. Per
Section 3.5.3(B), the plaza must contain pedestrian amenities in order to qualify for
the Exception to the Build to Line.
Response: Seat walls and “feature walls” are shown and labeled on the Site Plan.

03/28/2011: The notes indicate 12 bike parking spaces but I don't see 12 spaces
indicated on the Site Plan and Landscape Plans.
Response: There are 6 bike racks indicated on the plan. Each bike rack will
accommodate 2 bikes minimum each.

03/22/2011: The driveways appear to be designed like a public street with cross pans
both on the horizontal control plan and the details sheets showing LCUASS drawings
708 and 710. Please ensure that driveways are shown in concrete to property line on
the horizontal control plan sheets and provide LCUASS drawing 707 (708 and 710
don't appear to be needed).
Response: The access driveways have been re-drawn to reflect Portland cement paving
to the ROW. Drawing 707 has been added to the set, while details 708 & 710 have
been removed.

03/22/2011: The proposal of crosswalk striping for the drive approach onto
Technology Parkway is again similar to the previous comment in that it is more typical
of a public street than a driveway. It would technically be proposing putting a
crosswalk stripe on top of a sidewalk as the sidewalk continues across the driveway
per LCUASS drawing 707. It's preferred that the crosswalk not be added as
maintenance of the striping (and by whom?) would be an ongoing issue.
Response: Crosswalks have been removed.

03/22/2011: The curb return radii for the driveway out to Technology Parkway is
shown to be 20' while LCUASS Table 8 2 requires this to be 15'. Why isn't the radii
matching the 15' shown on the other two driveways?
Response: Radii have been corrected/changed to 15’.

03/22/2011: Final grades should demonstrate (with spot elevations, grade breaks,
etc.) that no more than 750 square feet of pavement is graded to sheetflow across a
public sidewalk out across the driveways. The initial contour information indicates that
the 750 square foot rule might be exceeded.
Response: The southeast access drive previously exceeded the 750 sf rule, but has
been revised. Now, 747 sf of area will contribute runoff across the sidewalk, which
meets the 750 sf requirement.

03/22/2011: Please ensure that the clear sidewalk width that traverses through the
median for the driveway out to Technology Parkway is a minimum of 5' (absent of
gutter on both sides of the opening).
Response: The sidewalk width for the island is 5’. Please see added dimension on the
horizontal control plan.

03/22/2011: The plans indicate that the project will be constructing a portion of
sidewalk along the Custom Blending site that was required with Custom Blending.
Was this part of an agreement with Custom Blending?
Response: Per the staff review meeting, it is assumed that the contractor/developer will
work with Custom Blending and the City to have the sidewalk installed within the
Custom Blending property, prior to the construction of the HTP Flex Building project.

Therefore, the proposed sidewalk improvement has been removed from the HTP Flex
project. It is also possible that the sidewalk will be constructed with the HTP Flex
project while equipment is on-site to avoid mobilization charges for such a small item.

811 and the vicinity map) are likely "scannability" concerns for reproducibility and
electronic record keeping and should be revised.
Response: Aspen has met with Technical Services (Jeff County) and a higher resolution
graphic has been utilized and okayed by Mr. County.

reflect that this property is a replat of Lot 1 of Harmony Technology Park 3rd Filing.
Response: Aspen met with Mr. County and Edmonds Land Surveying, with the official
name of the project now being, “Harmony Technology Park Third Filing, First Replat”.

Response: The circles are property pins and have been reduced in size for clarity and
better presentation.

03/22/2011: The plat proposes the establishment of a building envelope. With the
surrounding easements already being defined, it is suggested that the building
envelope not be defined on the plat. We've found that creating a building envelope
establishes a "hard line" as to where the building(s) can be situated. Any change to the
building that would exceed the prescribed building envelope would require a replat
the change the building envelope as there is no other tool to modify a prescribed
building envelope on a plat.
Response: Term building envelope has been removed from the plat.

Northern Red Oak does not do well in Fort Collins soils so another species should be
considered for use in its place.
Response: The Northern Red Oak was replaced with Swamp White Oak. The
Landscape Plan includes two Emerald Queen Norway Maple trees which will be
changed to American Linden in the construction drawings.

03/21/2011: KNOX BOX LOCATIONS: Is the second (north) Knox Box located near
the exterior door that provides access to the sprinkler riser room? Typically, the first
Knox Box is located near the main entrance and the second Knox Box is near the riser
room entry.
Response: Both Knox Boxes are located near the exterior doors. However, the riser
room is located approximately 110’ south of the north exterior door. Please refer to
the utility plan for location of the riser room and knox boxes.

03/21/2011: HYDRATN LOCATION: Please relocate the existing hydrant that is SE
of the building, to an area near the FDC on the south side of the building (on the side
of the drive aisle closer to the building). While the existing hydrant meets the distance
requirement from the building, it is essentially unusable to supply the FDC, due to the
tight turning radius (180 degree turn) coming from the street into the parking lot, then
south to the FDC).
Response: The FDC has been relocated to the north side of the building and has been
positioned such that PFA can utilize one hose-length (200’) to provide connection
from the existing fire hydrant (at SE corner of Precision/Tech.Parkway) to the proposed
FDC riser location.

additional bike racks. Many other employers in this area have a high number of
