HomeMy WebLinkAboutLDS TEMPLE - PDP - PDP120029 - SUBMITTAL DOCUMENTS - ROUND 2 - DRAINAGE REPORT (3)Page 1 of 2 Storm Water Acknowledgement & Acceptance Agreement Project Background: As the Church of Jesus Christ of Latter Day Saints moves toward development approval of the LDS Temple project in the City of Fort Collins, typical storm drainage conveyance facilities are being instituted as is the customary fashion in the City of Fort Collins. As the hydrology engineering is developed, the project is designed to meet all of the requirements set forth by the City of Fort Collins, and as such, the facilities proposed for construction are intended to reduce the amount of storm flow from any developed condition storm event, to the release storm flow rate of that of the historical 2- year storm. Furthermore, the facility that will be implemented with the LDS Temple project will be a detention pond in the southwest corner of the Temple site (Outlot A); which is located in the southeast corner of the intersection of Timberline Road and Majestic Drive (See Exhibit A-Site Plan). The detention pond in Outlot A has been designed to reduce the storm water flow as required by the City’s Storm Water Manual. This detention pond, captures and slowly releases on-site storm flows so that the Temple development does not adversely impact any of the downstream landowners during and after historical storms. The detention pond in Outlot A, will receive stormwater from approximately 1.37 acres on the west side of the Temple site, and have a controlled maximum storm flow release rate of that previously calculated for an historic 2-year storm. The Outlot A Detention Pond will release the controlled storm flows into the east borrow-ditch of South Timberline road, immediately south of the intersection of S. Timberline Road and Rock Castle Lane. As this borrow ditch continues south, the channelized flow becomes dispersed across a more flattened ground. Following this change to overland flow, storm water is in a sheet flow condition as the water flows onto and across your property. This type of shallow sheet flow appears to continue easterly across the western edge of your property. The proposed upstream LDS Temple development will reduce the storm flows into the South Timberline east-side borrow ditch, be outletted and provide the following benefits: 1. The storm flow rates experienced by properties downstream of the Temple project will be decreased to the undeveloped historical 2-year storm event. Thus, downstream landowners will experience instantaneous storm flows that are less than the current conditions. The result of this is that flash flooding is minimized. 2. The Temple development will shed a larger volume of water over time, which means that downstream landowners will experience the aforementioned reduced flow rate for a period longer than historically seen. This is to say that while the amount of storm water flowing from the east borrow ditch of Timberline Road across your property at any one time will be lesser than historically experienced, a larger volume of water that travels across the land more slowly, will cross the property for a slightly longer period than historically experienced. Intent: The purpose of this letter is to inform you of the stormwater changes that will affect your property, should the Temple project be approved by the City of Fort Collins and constructed. Having done so, your acknowledgement of this document by signature below, indicates that you understand and recognize that the change in storm water flows that will be occurring to your property, due to the widening of Timberline Road and the construction of the LDS Temple Page 2 of 2 project, will continue to flow in its historical fashion, but with a reduced flow rate, an increased volume and the water will continue slightly longer than before.
