Comment Summary: Department: Current Planning Contact: Jason Holland, 970-224-6126, jholland@fcgov.com Topic: Building Elevations Comment Number: 1 Comment Originated: 10/05/2012 10/05/2012: In tangent with comments from other staff, the transformer location needs to be more accessible, and the electrical cabinet needs to be screened. The preferred option is to move the cabinet to the south side of the building. The placement of a wall in front of the building that is six feet in height is a distracting architectural element that is out of place and is not adequate. Response: The transformer has been moved to south of the trash enclosure. The screen wall has been removed and landscaping has been used to screen the electrical cabinet. The electrical cabinet is also being painted to match the face of the building. Comment Number: 2 Comment Originated: 10/05/2012 10/05/2012: Additional wall section details need to be submitted with the plans showing materials, offsets and depth: a detail through the herringbone brick windows, a detail through the brick piers extending to the ground plane, and a plan detail showing the extent of the offset for the main entrance areas. Response: See attached sheet A.4 for required wall sections and enlarged plan of the main entrance areas. Comment Number: 3 Comment Originated: 10/05/2012 10/05/2012: The elevations show two graphic colors for the CMU at the top and middle of the building, however the parapet detail specifies the same color "worsted tan". Please clarify. Response: Revised parapet detail to show two graphic colors for the CMU. Comment Number: 4 Comment Originated: 10/05/2012 10/05/2012: In place of the stone cap that is proposed over the herringbone windows, staff would like the applicant to use steel lintels to add a more distinctive look that would make the windows a more prominent and integrated feature. The windows still look a little "tacked on". Please refer to the example photograph that shows steel lintel caps. Response: Per Jason Holland’s latest email, pre-cast concrete or stone cap is acceptable. Concept elevations show pre-cast concrete cap. Comment Number: 5 Comment Originated: 10/05/2012 10/05/2012: Please further explain the EIFS foam moulding that wraps the windows, why is this not brick? It appears to be brick in the rendering. Response: Replaces EIFS foam moulding with a pre-cast concrete material to match cap. Comment Number: 7 Comment Originated: 10/05/2012 10/05/2012: Please provide more information for the CMU material. Depending on the texture and pattern, CMU block can be a material that contributes to a building's "high quality" appearance throughout the entire elevation, or it can look rather plain and utilitarian. Many of the "split faced" CMU patterns provide little detail beyond basic structural CMU. The color rendering shows a pattern that is heavily rusticated, is this the actual intent? Please show the CMU texture material selection with the sample board, and provide more than one texture as a design element to add detail to the building, particularly on the south elevation. Response: Added a combed texture CMU band in tan color to provide visual interest to the building wall. This can be loosened up a bit or please explain the intent here. Response: These areas have been thinned out a little. A "site plan" isn't part of the typical civil construction set and does not need to be included in this set, unless it is perhaps intended to serve as a horizontal control plan. Otherwise, the site plan should be removed from the civil set to reduce confusion on having a civil "site plan" and a planning "site plan". Response: The sheet is to serve as a horizontal control plan and the sheet name has been changed to reflect this. Comment Number: 3 Comment Originated: 10/09/2012 10/09/2012: The construction plan set needs to include on Sheet C2 the City of Fort Collins General Notes, which are in Appendix E-1 of the Larimer County Area Street Standards. "Discount Tire", "Discount Tire Co. Store # Con 10001", and "Discount Tire at North College Marketplace", could each be construed as the title of the project. It would seem that the most appropriate title for the project would be "Discount Tire at North College Marketplace" to help discern the project from the last Discount Tire project which was recorded as "Discount Tire at Fossil Creek". Response: “Discount Tire at North College Marketplace” has been added to the cover and title block as the project name. Topic: Site Plan Comment Number: 6 Comment Originated: 10/09/2012 10/09/2012: The site plan appears to list the City as an owner of the property based upon the entities listed under the owner certification. It appears that 1908 North College LLC is the owner that should be listed on the site plan, presuming Discount Tire does not purchase the property from the underlying developer. The existing 6-inch sewer to which the service is currently shown connecting will likely be abandoned at such time that the properties to the south redevelop. The as-built drawings for the North College Marketplace show that a 4-inch service was extended into the site approximately 159 feet (copy of plan attached to redlined overall utility plan sheet). Response: Plans have been revised to connect to the 4” service. Survey only shows the service as being stubbed 28-feet into the site, not 159 feet as the as-builts show. We are showing worst case scenario and connecting to the stub as if it is only 28-feet into the site. Site, landscaping and elevation plans should include locations of mechanical/utility equipment (meters, vents, flues, conduits, RTU's, transformer...) with notes on how such equipment will be screened. It appears that the transformer is located on the west side of the trash enclosures. This will also need to be inside an enclosure made of materials matching the main exterior building. Is it possible for the electrical cabinet and gas meters be placed on the south wall? The screen wall that is required in the proposed location blocks visibility of the limited active store frontage along N College Ave. Can both employee entrances along N college be articulated with the same canopy? Response: The transformer was relocated to south of the trash enclosure. The screen wall was removed and replaced with landscaping to screen the electrical cabinet. The steel canopy was added to both employee entrances along North College. Comment Number: 2 Comment Originated: 10/04/2012 10/04/2012: The applicant has requested that the code requirement for walk-in access to the trash/recycling enclosure be "waived". At this time this requirement has not been modified and therefore the enclosure is still required to be designed with walk-in access without having to open a main-service gate on both enclosures. Response: Walk-in access has been added. Comment Number: 3 Comment Originated: 10/04/2012 10/04/2012: Land Use Code (LUC) 3.2.2(K) Is the parking maximums therefore on the site plan under the Parking section it is not the required numbered but the allowed number. The only requirement is to provide Accessibility spaces when any parking is being provided, in this case 2 are required. The two accessibility stalls that are provided appear to be at 40 degree angels. If so the stall length is required to be 20ft. Overhang is allowed up to 2 ft., please show that any signs or bollards are setback to accommodate such overhang.
